Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › RELATIONSHIP BETWEEN THE PROTOCOL AND THE SAFEGUARDS AGREEMENT

Article 1

The provisions of the Safeguards Agreement shall apply to this Protocol to the extent that they are relevant to and compatible with the provisions of this Protocol. In case of conflict between the provisions of the Safeguards Agreement and those of this Protocol, the provisions of this Protocol shall apply.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › PROVISION OF INFORMATION

Article 2

a) The Kingdom of the Netherlands shall provide the Agency with a declaration containing:

(i) A general description of and information specifying the location of nuclear fuel cycle-related research and development activities not involving nuclear material carried out anywhere that are funded, specifically authorized or controlled by, or carried out on behalf of, the Kingdom of the Netherlands.

(ii) Information identified by the Agency on the basis of expected gains in effectiveness or efficiency, and agreed to by the Kingdom of the Netherlands, on operational activities of safeguards relevance at facilities and at locations outside facilities where nuclear material is customarily used.

(iii) A general description of each building on each site, including its use and, if not apparent from that description, its contents. The description shall include a map of the site.

(iv) A description of the scale of operations for each location engaged in the activities specified in Annex I to this Protocol.

(v) Information specifying the location, operational status and the estimated annual production capacity of uranium mines and concentration plants and thorium concentration plants, and the current annual production of such mines and concentration plants for the Kingdom of the Netherlands as a whole. The Kingdom of the Netherlands shall provide, upon request by the Agency, the current annual production of an individual mine or concentration plant. The provision of this information does not require detailed nuclear material accountancy.

(vi) Information regarding source material which has not reached the composition and purity suitable for fuel fabrication or for being isotopically enriched, as follows:

a) The quantities, the chemical composition, the use or intended use of such material, whether in nuclear or non-nuclear use, for each location in the Kingdom of the Netherlands at which the material is present in quantities exceeding ten metric tons of uranium and/or twenty metric tons of thorium, and for other locations with quantities of more than one metric ton, the aggregate for the Kingdom of the Netherlands as a whole if the aggregate exceeds ten metric tons of uranium or twenty metric tons of thorium. The provision of this information does not require detailed nuclear material accountancy;

b) The quantities, the chemical composition and the destination of each export out of the Kingdom of the Netherlands, of such material for specifically non-nuclear purposes in quantities exceeding:

1) Ten metric tons of uranium, or for successive exports of uranium from the Kingdom of the Netherlands to the same State, each of less than ten metric tons, but exceeding a total of ten metric tons for the year;

2) Twenty metric tons of thorium, or for successive exports of thorium from the Kingdom of the Netherlands to the same State, each of less than twenty metric tons, but exceeding a total of twenty metric tons for the year;

c) The quantities, chemical composition, current location and use or intended use of each import into the Kingdom of the Netherlands of such material for specifically non-nuclear purposes in quantities exceeding:

1) Ten metric tons of uranium, or for successive imports of uranium into the Kingdom of the Netherlands each of less than ten metric tons, but exceeding a total of ten metric tons for the year;

2) Twenty metric tons of thorium, or for successive imports of thorium into the Kingdom of the Netherlands each of less than twenty metric tons, but exceeding a total of twenty metric tons for the year;

it being understood that there is no requirement to provide information on such material intended for a non-nuclear use once it is in its non-nuclear end-use form.

(vii)

a) Information regarding the quantities, uses and locations of nuclear material exempted from safeguards pursuant to Article 36 of the Safeguards Agreement;

b) Information regarding the quantities (which may be in the form of estimates) and uses at each location, of nuclear material exempted from safeguards pursuant to Article 35(b) of the Safeguards Agreement but not yet in a non-nuclear end-use form, in quantities exceeding those set out in Article 36 of the Safeguards Agreement. The provision of this information does not require detailed nuclear material accountancy.

(viii) Information regarding the location or further processing of intermediate or high-level waste containing plutonium, high enriched uranium or uranium-233 on which safeguards have been terminated pursuant to Article 11 of the Safeguards Agreement. For the purpose of this paragraph, “further processing“ does not include repackaging of the waste or its further conditioning not involving the separation of elements, for storage or disposal.

(ix) The following information regarding specified equipment and non-nuclear material listed in Annex II:

a) For each export out of the Kingdom of the Netherlands of such equipment and material: the identity, quantity, location of intended use in the receiving State and date or, as appropriate, expected date, of export;

b) Upon specific request by the Agency, confirmation by the Kingdom of the Netherlands, as importing State, of information provided to the Agency by another State concerning the export of such equipment and material to the Kingdom of the Netherlands.

(x) General plans for the succeeding ten-year period relevant to the development of the nuclear fuel cycle (including planned nuclear fuel cycle-related research and development activities) when approved by the appropriate competent authorities in the Kingdom of the Netherlands.

b) The Kingdom of the Netherlands shall make every reasonable effort to provide the Agency with the following information:

(i) A general description of and information specifying the location of nuclear fuel cycle-related research and development activities not involving nuclear material which are specifically related to enrichment, reprocessing of nuclear fuel or the processing of intermediate or high-level waste containing plutonium, high enriched uranium or uranium-233 that are carried out anywhere in the Kingdom of the Netherlands but which are not funded, specifically authorized or controlled by, or carried out on behalf of, the Kingdom of the Netherlands. For the purpose of this paragraph, “processing” of intermediate or high-level waste does not include repackaging of the waste or its conditioning not involving the separation of elements, for storage or disposal.

(ii) A general description of activities and the identity of the person or entity carrying out such activities, at locations identified by the Agency outside a site which the Agency considers might be functionally related to the activities of that site. The provision of this information is subject to a specific request by the Agency. It shall be provided in consultation with the Agency and in a timely fashion.

c) Upon request by the Agency, the Kingdom of the Netherlands shall provide amplifications or clarifications of any information it has provided under this Article, in so far as relevant for the purpose of safeguards.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › PROVISION OF INFORMATION

Article 3

a) The Kingdom of the Netherlands shall provide to the Agency the information identified in Article 2.a.(i), (iii), (iv), (v), (vi)(a), (vii) and (x) and Article 2.b.(i) within 180 days of the entry into force of this Protocol.

b) The Kingdom of the Netherlands shall provide to the Agency, by 15 May of each year, updates of the information referred to in paragraph a. above for the period covering the previous calendar year. If there has been no change to the information previously provided, the Kingdom of the Netherlands shall so indicate.

c) The Kingdom of the Netherlands shall provide to the Agency, by 15 May of each year, the information identified in Article 2.a.(vi)(b) and (c) for the period covering the previous calendar year.

d) The Kingdom of the Netherlands shall provide to the Agency on a quarterly basis the information identified in Article 2.a.(ix)(a). This information shall be provided within sixty days of the end of each quarter.

e) The Kingdom of the Netherlands shall provide to the Agency the information identified in Article 2.a.(viii) 180 days before further processing is carried out and, by 15 May of each year, information on changes in location for the period covering the previous calendar year.

f) The Kingdom of the Netherlands and the Agency shall agree on the timing and frequency of the provision of the information identified in Article 2.a.(ii).

g) The Kingdom of the Netherlands shall provide to the Agency the information in Article 2.a.(ix)(b) within sixty days of the Agency's request.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › COMPLEMENTARY ACCESS

Article 4

The following shall apply in connection with the implementation of complementary access under Article 5 of this Protocol:

a) The Agency shall not mechanistically or systematically seek to verify the information referred to in Article 2; however, the Agency shall have access to:

(i) Any location referred to in Article 5.a.(i) or (ii) on a selective basis in order to assure the absence of undeclared nuclear material and activities;

(ii) Any location referred to in Article 5.b. or c. to resolve a question relating to the correctness and completeness of the information provided pursuant to Article 2 or to resolve an inconsistency relating to that information;

(iii) Any location referred to in Article 5.a.(iii) to the extent necessary for the Agency to confirm, for safeguards purposes, the Kingdom of the Netherlands declaration of the decommissioned status of a facility or of a location outside facilities where nuclear material was customarily used.

b)

(i) Except as provided in paragraph (ii) below, the Agency shall give the Kingdom of the Netherlands advance notice of access of at least 24 hours;

(ii) For access to any place on a site that is sought in conjunction with design information verification visits or ad hoc or routine inspections on that site, the period of advance notice shall, if the Agency so requests, be at least two hours but, in exceptional circumstances, it may be less than two hours.

c) Advance notice shall be in writing and shall specify the reasons for access and the activities to be carried out during such access.

d) In the case of a question or inconsistency, the Agency shall provide the Kingdom of the Netherlands with an opportunity to clarify and facilitate the resolution of the question or inconsistency. Such an opportunity will be provided before a request for access, unless the Agency considers that delay in access would prejudice the purpose for which the access is sought. In any event, the Agency shall not draw any conclusions about the question or inconsistency until the Kingdom of the Netherlands has been provided with such an opportunity.

e) Unless otherwise agreed to by the Kingdom of the Netherlands, access shall only take place during regular working hours.

f) The Kingdom of the Netherlands shall have the right to have Agency inspectors accompanied during their access by representatives of the Kingdom of the Netherlands, provided that the inspectors shall not thereby be delayed or otherwise impeded in the exercise of their functions.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › COMPLEMENTARY ACCESS

Article 5

The Kingdom of the Netherlands shall provide the Agency with access to:

a)

(i) Any place on a site;

(ii) Any location identified by the Kingdom of the Netherlands under Article 2.a.(v)-(viii);

(iii) Any decommissioned facility or decommissioned location outside facilities where nuclear material was customarily used.

b) Any location identified by the Kingdom of the Netherlands under Article 2.a.(i), Article 2.a.(iv), Article 2.a.(ix)(b) or Article 2.b., other than those referred to in paragraph a.(i) above, provided that if the Kingdom of the Netherlands is unable to provide such access, the Kingdom of the Netherlands shall make every reasonable effort to satisfy Agency requirements, without delay, through other means.

c) Any location specified by the Agency, other than locations referred to in paragraphs a. and b. above, to carry out location-specific environmental sampling, provided that if the Kingdom of the Netherlands is unable to provide such access, the Kingdom of the Netherlands shall make every reasonable effort to satisfy Agency requirements, without delay, at adjacent locations or through other means.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › COMPLEMENTARY ACCESS

Article 6

When implementing Article 5, the Agency may carry out the following activities:

a) For access in accordance with Article 5.a.(i) or (iii): visual observation; collection of environmental samples; utilization of radiation detection and measurement devices; application of seals and other identifying and tamper indicating devices specified in Subsidiary Arrangements; and other objective measures which have been demonstrated to be technically feasible and the use of which has been agreed by the Board of Governors (hereinafter referred to as the “Board”) and following consultations between the Agency and the Kingdom of the Netherlands.

b) For access in accordance with Article 5.a.(ii): visual observation; item counting of nuclear material; non-destructive measurements and sampling; utilization of radiation detection and measurement devices; examination of records relevant to the quantities, origin and disposition of the material; collection of environmental samples; and other objective measures which have been demonstrated to be technically feasible and the use of which has been agreed by the Board and following consultations between the Agency and the Kingdom of the Netherlands.

c) For access in accordance with Article 5.b.: visual observation; collection of environmental samples; utilization of radiation detection and measurement devices; examination of safeguards relevant production and shipping records; and other objective measures which have been demonstrated to be technically feasible and the use of which has been agreed by the Board and following consultations between the Agency and the Kingdom of the Netherlands.

d) For access in accordance with Article 5.c.: collection of environmental samples and, in the event the results do not resolve the question or inconsistency at the location specified by the Agency pursuant to Article 5.c., utilization at that location of visual observation, radiation detection and measurement devices, and, as agreed by the Kingdom of the Netherlands and the Agency, other objective measures.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › COMPLEMENTARY ACCESS

Article 7

a) Upon request by the Kingdom of the Netherlands, the Agency and the Kingdom of the Netherlands shall make arrangements for managed access under this Protocol in order to prevent the dissemination of proliferation sensitive information, to meet safety or physical protection requirements, or to protect proprietary or commercially sensitive information. Such arrangements shall not preclude the Agency from conducting activities necessary to provide credible assurance of the absence of undeclared nuclear material and activities at the location in question, including the resolution of a question relating to the correctness and completeness of the information referred to in Article 2 or of an inconsistency relating to that information.

b) The Kingdom of the Netherlands may, when providing the information referred to in Article 2, inform the Agency of the places at a site or location at which managed access may be applicable.

c) Pending the entry into force of any necessary Subsidiary Arrangements, the Kingdom of the Netherlands may have recourse to managed access consistent with the provisions of paragraph a. above.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › COMPLEMENTARY ACCESS

Article 8

Nothing in this Protocol shall preclude the Kingdom of the Netherlands from offering the Agency access to locations in addition to those referred to in Articles 5 and 9 or from requesting the Agency to conduct verification activities at a particular location. The Agency shall, without delay, make every reasonable effort to act upon such a request.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › COMPLEMENTARY ACCESS

Article 9

The Kingdom of the Netherlands shall provide the Agency with access to locations specified by the Agency to carry out wide-area environmental sampling, provided that if the Kingdom of the Netherlands is unable to provide such access it shall make every reasonable effort to satisfy Agency requirements at alternative locations. The Agency shall not seek such access until the use of wide-area environmental sampling and the procedural arrangements therefor have been approved by the Board and following consultations between the Agency and the Kingdom of the Netherlands.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › COMPLEMENTARY ACCESS

Article 10

The Agency shall inform the Kingdom of the Netherlands of:

a) The activities carried out under this Protocol, including those in respect of any questions or inconsistencies the Agency had brought to the attention of the Kingdom of the Netherlands, within sixty days of the activities being carried out by the Agency.

b) The results of activities in respect of any questions or inconsistencies the Agency had brought to the attention of the Kingdom of the Netherlands, as soon as possible but in any case within thirty days of the results being established by the Agency.

c) The conclusions it has drawn from its activities under this Protocol. The conclusions shall be provided annually.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › DESIGNATION OF AGENCY INSPECTORS

Article 11

a)

(i) The Director General shall notify the Kingdom of the Netherlands of the Board's approval of any Agency official as a safeguards inspector. Unless the Kingdom of the Netherlands advises the Director General of its rejection of such an official as an inspector for the Kingdom of the Netherlands within three months of receipt of notification of the Board's approval, the inspector so notified to the Kingdom of the Netherlands shall be considered designated to the Kingdom of the Netherlands.

(ii) The Director General, acting in response to a request by the Kingdom of the Netherlands or on his own initiative, shall immediately inform the Kingdom of the Netherlands of the withdrawal of the designation of any official as an inspector for the Kingdom of the Netherlands.

b) A notification referred to in paragraph a. above shall be deemed to be received by the Kingdom of the Netherlands seven days after the date of the transmission by registered mail of the notification by the Agency to the Kingdom of the Netherlands.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › VISAS

Article 12

The Kingdom of the Netherlands shall, within one month of the receipt of a request therefor, provide the designated inspector specified in the request with appropriate multiple entry/exit and/or transit visas, where required, to enable the inspector to enter and remain on the territory of the Kingdom of the Netherlands for the purpose of carrying out his/her functions. Any visas required shall be valid for at least one year and shall be renewed, as required, to cover the duration of the inspector's designation to the Kingdom of the Netherlands.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › SUBSIDIARY ARRANGEMENTS

Article 13

a) Where the Kingdom of the Netherlands or the Agency indicates that it is necessary to specify in Subsidiary Arrangements how measures laid down in this Protocol are to be applied, the Kingdom of the Netherlands and the Agency shall agree on such Subsidiary Arrangements within ninety days of the entry into force of this Protocol or, where the indication of the need for such Subsidiary Arrangements is made after the entry into force of this Protocol, within ninety days of the date of such indication.

b) Pending the entry into force of any necessary Subsidiary Arrangements, the Agency shall be entitled to apply the measures laid down in this Protocol.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › COMMUNICATION SYSTEMS

Article 14

a) The Kingdom of the Netherlands shall permit and protect free communications by the Agency for official purposes between Agency inspectors in the Kingdom of the Netherlands and Agency Headquarters and/or Regional Offices, including attended and unattended transmission of information generated by Agency containment and/or surveillance or measurement devices. The Agency shall have, in consultation with the Kingdom of the Netherlands, the right to make use of internationally established systems of direct communications, including satellite systems and other forms of telecommunication, not in use in the Kingdom of the Netherlands. At the request of the Kingdom of the Netherlands or the Agency, details of the implementation of this paragraph with respect to the attended or unattended transmission of information generated by Agency containment and/or surveillance or measurement devices shall be specified in the Subsidiary Arrangements.

b) Communication and transmission of information as provided for in paragraph a. above shall take due account of the need to protect proprietary or commercially sensitive information or design information which the Kingdom of the Netherlands regards as being of particular sensitivity.

Article 15

a) The Agency shall maintain a stringent regime to ensure effective protection against disclosure of commercial, technological and industrial secrets and other confidential information coming to its knowledge, including such information coming to the Agency's knowledge in the implementation of this Protocol.

b) The regime referred to in paragraph a. above shall include, among others, provisions relating to:

(i) General principles and associated measures for the handling of confidential information;

(ii) Conditions of staff employment relating to the protection of confidential information;

(iii) Procedures in cases of breaches or alleged breaches of confidentiality.

c) The regime referred to in paragraph a. above shall be approved and periodically reviewed by the Board.

Article 16

a) The Annexes to this Protocol shall be an integral part thereof. Except for the purposes of amendment of the Annexes, the term “Protocol” as used in this instrument means the Protocol and the Annexes together.

b) The list of activities specified in Annex I, and the list of equipment and material specified in Annex II, may be amended by the Board upon the advice of an open-ended working group of experts established by the Board. Any such amendment shall take effect four months after its adoption by the Board.

c) The competent authorities responsible for the implementation of this Protocol on behalf of the Kingdom of the Netherlands are listed in Annex III. The Kingdom of the Netherlands may, at any time, notify the Agency in writing through diplomatic channels of changes to the competent authorities specified in Annex III.

Protocol Additional to the Agreement of 5 April 1973 between the Kingdom of the Netherlands and the International Atomic Energy Agency for the Application of Safeguards with respect to the Netherlands Antilles in Connection with the Treaty on the Non-Proliferation of Nuclear Weapons and Additional Protocol I to the Treaty for the Prohibition of Nuclear Weapons in Latin America › ENTRY INTO FORCE

Article 17

a) This Protocol shall enter into force on the first day of the second month after the date on which the Kingdom of the Netherlands has notified in writing the Agency, through diplomatic channels, that its internal requirements for the entry into force of this Protocol have been fulfilled.

b) As regards the Kingdom of the Netherlands, this Protocol shall apply to Aruba, Curaçao, Sint Maarten and the Caribbean part of the Netherlands (the islands of Bonaire, Sint Eustatius and Saba), unless the abovementioned written notification provides otherwise. In the latter case, if the Kingdom of the Netherlands wishes to extend the territorial scope of application of this Protocol at any time to one or more of its Caribbean parts it will provide a written notification in this regard to the Agency.

c) The Kingdom of the Netherlands may, at any date before this Protocol enters into force, declare that it will apply this Protocol provisionally.

d) The Director General shall promptly inform all Member States of the Agency of any declaration of provisional application of, and of the entry into force of, this Protocol.

Article 18

For the purpose of this Protocol:

a) The Kingdom of the Netherlands, in respect of its Caribbean parts, means the Kingdom of the Netherlands, in respect of all its constituent parts which are situated outside Europe, irrespective of its internal division of competence.

b) Caribbean parts mean Aruba, Curaçao, Sint Maarten and/or the Caribbean part of the Netherlands (the islands of Bonaire, Sint Eustatius and Saba).

c) Nuclear fuel cycle-related research and development activities means those activities which are specifically related to any process or system development aspect of any of the following:

– conversion of nuclear material,

– enrichment of nuclear material,

– nuclear fuel fabrication,

– reactors,

– critical facilities,

– reprocessing of nuclear fuel,

– processing (not including repackaging or conditioning not involving the separation of elements, for storage or disposal) of intermediate or high-level waste containing plutonium, high enriched uranium or uranium-233,

but do not include activities related to theoretical or basic scientific research or to research and development on industrial radioisotope applications, medical, hydrological and agricultural applications, health and environmental effects and improved maintenance.

d) Site means that area delimited by the Kingdom of the Netherlands in the relevant design information for a facility, including a closed-down facility, and in the relevant information on a location outside facilities where nuclear material is customarily used, including a closed-down location outside facilities where nuclear material was customarily used (this is limited to locations with hot cells or where activities related to conversion, enrichment, fuel fabrication or reprocessing were carried out). It shall also include all installations, co-located with the facility or location, for the provision or use of essential services, including: hot cells for processing irradiated materials not containing nuclear material; installations for the treatment, storage and disposal of waste; and buildings associated with specified activities identified by the Kingdom of the Netherlands under Article 2.a.(iv) above.

e) Decommissioned facility or decommissioned location outside facilities means an installation or location at which residual structures and equipment essential for its use have been removed or rendered inoperable so that it is not used to store and can no longer be used to handle, process or utilize nuclear material.

f) Closed-down facility or closed-down location outside facilities means an installation or location where operations have been stopped and the nuclear material removed but which has not been decommissioned.

g) High enriched uranium means uranium containing 20 percent or more of the isotope uranium-235.

h) Location-specific environmental sampling means the collection of environmental samples (e.g., air, water, vegetation, soil, smears) at, and in the immediate vicinity of, a location specified by the Agency for the purpose of assisting the Agency to draw conclusions about the absence of undeclared nuclear material or nuclear activities at the specified location.

i) Wide-area environmental sampling means the collection of environmental samples (e.g., air, water, vegetation, soil, smears) at a set of locations specified by the Agency for the purpose of assisting the Agency to draw conclusions about the absence of undeclared nuclear material or nuclear activities over a wide area.

j) Nuclear material means any source or any special fissionable material as defined in Article XX of the Statute. The term source material shall not be interpreted as applying to ore or ore residue. Any determination by the Board under Article XX of the Statute of the Agency after the entry into force of this Protocol which adds to the materials considered to be source material or special fissionable material shall have effect under this Protocol only upon acceptance by the Kingdom of the Netherlands.

k) Facility means:

(i) A reactor, a critical facility, a conversion plant, a fabrication plant, a reprocessing plant, an isotope separation plant or a separate storage installation; or

(ii) Any location where nuclear material in amounts greater than one effective kilogram is customarily used.

l) Location outside facilities means any installation or location, which is not a facility, where nuclear material is customarily used in amounts of one effective kilogram or less.

Annex I — LIST OF ACTIVITIES REFERRED TO IN ARTICLE 2.a.(iv) OF THE PROTOCOL

Annex I — LIST OF ACTIVITIES REFERRED TO IN ARTICLE 2.a.(iv) OF THE PROTOCOL

(i) The manufacture of centrifuge rotor tubes or the assembly of gas centrifuges.

Centrifuge rotor tubes means thin-walled cylinders as described in entry 5.1.1(b) of Annex II.

Gas centrifuges means centrifuges as described in the Introductory Note to entry 5.1 of Annex II.

(ii) The manufacture of diffusion barriers.

Diffusion barriers means thin, porous filters as described in entry 5.3.1(a) of Annex II.

(iii) The manufacture or assembly of laser-based systems.

Laser-based systems means systems incorporating those items as described in entry 5.7 of Annex II.

(iv) The manufacture or assembly of electromagnetic isotope separators.

Electromagnetic isotope separators means those items referred to in entry 5.9.1 of Annex II containing ion sources as described in 5.9.1(a) of Annex II.

(v) The manufacture or assembly of columns or extraction equipment.

Columns or extraction equipment means those items as described in entries 5.6.1, 5.6.2, 5.6.3, 5.6.5, 5.6.6, 5.6.7 and 5.6.8 of Annex II.

(vi) The manufacture of aerodynamic separation nozzles or vortex tubes.

Aerodynamic separation nozzles or vortex tubes means separation nozzles and vortex tubes as described respectively in entries 5.5.1 and 5.5.2 of Annex II.

(vii) The manufacture or assembly of uranium plasma generation systems.

Uranium plasma generation systems means systems for the generation of uranium plasma as described in entry 5.8.3 of Annex II.

(viii) The manufacture of zirconium tubes.

Zirconium tubes means tubes as described in entry 1.6 of Annex II.

(ix) The manufacture or upgrading of heavy water or deuterium.

Heavy water or deuterium means deuterium, heavy water (deuterium oxide) and any other deuterium compound in which the ratio of deuterium to hydrogen atoms exceeds 1:5000.

(x) The manufacture of nuclear grade graphite.

Nuclear grade graphite means graphite having a purity level better than 5 parts per million boron equivalent and with a density greater than 1.50 g/cm3.

(xi) The manufacture of flasks for irradiated fuel.

A flask for irradiated fuel means a vessel for the transportation and/or storage of irradiated fuel which provides chemical, thermal and radiological protection, and dissipates decay heat during handling, transportation and storage.

(xii) The manufacture of reactor control rods.

Reactor control rods means rods as described in entry 1.4 of Annex II.

(xiii) The manufacture of criticality safe tanks and vessels.

Criticality safe tanks and vessels means those items as described in entries 3.2 and 3.4 of Annex II.

(xiv) The manufacture of irradiated fuel element chopping machines.

Irradiated fuel element chopping machines means equipment as described in entry 3.1 of Annex II.

(xv) The construction of hot cells.

Hot cells means a cell or interconnected cells totalling at least 6 m3 in volume with shielding equal to or greater than the equivalent of 0.5 m of concrete, with a density of 3.2 g/cm3 or greater, outfitted with equipment for remote operations.

Annex II — LIST OF SPECIFIED EQUIPMENT AND NON-NUCLEAR MATERIAL FOR THE REPORTING OF EXPORTS AND IMPORTS ACCORDING TO ARTICLE 2.a.(ix) (deel 1)

1. Reactors and equipment therefor

1.1. Complete nuclear reactors

Nuclear reactors capable of operation so as to maintain a controlled self-sustaining fission chain reaction, excluding zero energy reactors, the latter being defined as reactors with a designed maximum rate of production of plutonium not exceeding 100 grams per year.

EXPLANATORY NOTE

A “nuclear reactor” basically includes the items within or attached directly to the reactor vessel, the equipment which controls the level of power in the core, and the components which normally contain or come in direct contact with or control the primary coolant of the reactor core.

It is not intended to exclude reactors which could reasonably be capable of modification to produce significantly more than 100 grams of plutonium per year. Reactors designed for sustained operation at significant power levels, regardless of their capacity for plutonium production, are not considered as “zero energy reactors”.

1.2. Reactor pressure vessels

Metal vessels, as complete units or as major shop-fabricated parts therefor, which are especially designed or prepared to contain the core of a nuclear reactor as defined in paragraph 1.1. above and are capable of withstanding the operating pressure of the primary coolant.

EXPLANATORY NOTE

A top plate for a reactor pressure vessel is covered by item 1.2. as a major shop-fabricated part of a pressure vessel.

Reactor internals (e.g. support columns and plates for the core and other vessel internals, control rod guide tubes, thermal shields, baffles, core grid plates, diffuser plates, etc.) are normally supplied by the reactor supplier. In some cases, certain internal support components are included in the fabrication of the pressure vessel. These items are sufficiently critical to the safety and reliability of the operation of the reactor (and, therefore, to the guarantees and liability of the reactor supplier), so that their supply, outside the basic supply arrangement for the reactor itself, would not be common practice. Therefore, although the separate supply of these unique, especially designed and prepared, critical, large and expensive items would not necessarily be considered as falling outside the area of concern, such a mode of supply is considered unlikely.

1.3. Reactor fuel charging and discharging machines

Manipulative equipment especially designed or prepared for inserting or removing fuel in a nuclear reactor as defined in paragraph 1.1. above capable of on-load operation or employing technically sophisticated positioning or alignment features to allow complex off-load fuelling operations such as those in which direct viewing of or access to the fuel is not normally available.

1.4. Reactor control rods

Rods especially designed or prepared for the control of the reaction rate in a nuclear reactor as defined in paragraph 1.1. above.

EXPLANATORY NOTE

This item includes, in addition to the neutron absorbing part, the support or suspension structures therefor if supplied separately.

1.5. Reactor pressure tubes

Tubes which are especially designed or prepared to contain fuel elements and the primary coolant in a reactor as defined in paragraph 1.1. above at an operating pressure in excess of 5.1 MPa (740 psi).

1.6. Zirconium tubes

Zirconium metal and alloys in the form of tubes or assemblies of tubes, and in quantities exceeding 500 kg in any period of 12 months, especially designed or prepared for use in a reactor as defined in paragraph 1.1. above, and in which the relation of hafnium to zirconium is less than 1:500 parts by weight.

1.7. Primary coolant pumps

Pumps especially designed or prepared for circulating the primary coolant for nuclear reactors as defined in paragraph 1.1. above.

EXPLANATORY NOTE

Especially designed or prepared pumps may include elaborate sealed or multi-sealed systems to prevent leakage of primary coolant, canned-driven pumps, and pumps with inertial mass systems. This definition encompasses pumps certified to NC-1 or equivalent standards.

2. Non-nuclear materials for reactors

2.1. Deuterium and heavy water

Deuterium, heavy water (deuterium oxide) and any other deuterium compound in which the ratio of deuterium to hydrogen atoms exceeds 1:5000 for use in a nuclear reactor as defined in paragraph 1.1. above in quantities exceeding 200 kg of deuterium atoms for any one recipient country in any period of 12 months.

2.2. Nuclear grade graphite

Graphite having a purity level better than 5 parts per million boron equivalent and with a density greater than 1.50 g/cm3 for use in a nuclear reactor as defined in paragraph 1.1. above in quantities exceeding 3 x 104 kg (30 metric tons) for any one recipient country in any period of 12 months.

NOTE

For the purpose of reporting, the Government will determine whether or not the exports of graphite meeting the above specifications are for nuclear reactor use.

3. Plants for the reprocessing of irradiated fuel elements, and equipment especially designed or prepared therefor

INTRODUCTORY NOTE

Reprocessing irradiated nuclear fuel separates plutonium and uranium from intensely radioactive fission products and other transuranic elements. Different technical processes can accomplish this separation. However, over the years Purex has become the most commonly used and accepted process. Purex involves the dissolution of irradiated nuclear fuel in nitric acid, followed by separation of the uranium, plutonium, and fission products by solvent extraction using a mixture of tributyl phosphate in an organic diluent.

Purex facilities have process functions similar to each other, including: irradiated fuel element chopping, fuel dissolution, solvent extraction, and process liquor storage. There may also be equipment for thermal denitration of uranium nitrate, conversion of plutonium nitrate to oxide or metal, and treatment of fission product waste liquor to a form suitable for long term storage or disposal. However, the specific type and configuration of the equipment performing these functions may differ between Purex facilities for several reasons, including the type and quantity of irradiated nuclear fuel to be reprocessed and the intended disposition of the recovered materials, and the safety and maintenance philosophy incorporated into the design of the facility.

A “plant for the reprocessing of irradiated fuel elements“ includes the equipment and components which normally come in direct contact with and directly control the irradiated fuel and the major nuclear material and fission product processing streams.

These processes, including the complete systems for plutonium conversion and plutonium metal production, may be identified by the measures taken to avoid criticality (e.g. by geometry), radiation exposure (e.g. by shielding), and toxicity hazards (e.g. by containment).

Items of equipment that are considered to fall within the meaning of the phrase “and equipment especially designed or prepared” for the reprocessing of irradiated fuel elements include:

3.1. Irradiated fuel element chopping machines

INTRODUCTORY NOTE

This equipment breaches the cladding of the fuel to expose the irradiated nuclear material to dissolution. Especially designed metal cutting shears are the most commonly employed, although advanced equipment, such as lasers, may be used.

Remotely operated equipment especially designed or prepared for use in a reprocessing plant as identified above and intended to cut, chop or shear irradiated nuclear fuel assemblies, bundles or rods.

3.2. Dissolvers

INTRODUCTORY NOTE

Dissolvers normally receive the chopped-up spent fuel. In these critically safe vessels, the irradiated nuclear material is dissolved in nitric acid and the remaining hulls removed from the process stream.

Annex II — LIST OF SPECIFIED EQUIPMENT AND NON-NUCLEAR MATERIAL FOR THE REPORTING OF EXPORTS AND IMPORTS ACCORDING TO ARTICLE 2.a.(ix) (deel 2)

Critically safe tanks (e.g. small diameter, annular or slab tanks) especially designed or prepared for use in a reprocessing plant as identified above, intended for dissolution of irradiated nuclear fuel and which are capable of withstanding hot, highly corrosive liquid, and which can be remotely loaded and maintained.

3.3. Solvent extractors and solvent extraction equipment

INTRODUCTORY NOTE

Solvent extractors both receive the solution of irradiated fuel from the dissolvers and the organic solution which separates the uranium, plutonium, and fission products. Solvent extraction equipment is normally designed to meet strict operating parameters, such as long operating lifetimes with no maintenance requirements or adaptability to easy replacement, simplicity of operation and control, and flexibility for variations in process conditions.

Especially designed or prepared solvent extractors such as packed or pulse columns, mixer settlers or centrifugal contactors for use in a plant for the reprocessing of irradiated fuel. Solvent extractors must be resistant to the corrosive effect of nitric acid. Solvent extractors are normally fabricated to extremely high standards (including special welding and inspection and quality assurance and quality control techniques) out of low carbon stainless steels, titanium, zirconium, or other high quality materials.

3.4. Chemical holding or storage vessels

INTRODUCTORY NOTE

Three main process liquor streams result from the solvent extraction step. Holding or storage vessels are used in the further processing of all three streams, as follows:

a) The pure uranium nitrate solution is concentrated by evaporation and passed to a denitration process where it is converted to uranium oxide. This oxide is re-used in the nuclear fuel cycle.

b) The intensely radioactive fission products solution is normally concentrated by evaporation and stored as a liquor concentrate. This concentrate may be subsequently evaporated and converted to a form suitable for storage or disposal.

c) The pure plutonium nitrate solution is concentrated and stored pending its transfer to further process steps. In particular, holding or storage vessels for plutonium solutions are designed to avoid criticality problems resulting from changes in concentration and form of this stream.

Especially designed or prepared holding or storage vessels for use in a plant for the reprocessing of irradiated fuel. The holding or storage vessels must be resistant to the corrosive effect of nitric acid. The holding or storage vessels are normally fabricated of materials such as low carbon stainless steels, titanium or zirconium, or other high quality materials. Holding or storage vessels may be designed for remote operation and maintenance and may have the following features for control of nuclear criticality:

1) walls or internal structures with a boron equivalent of at least two per cent, or

2) a maximum diameter of 175 mm (7 in) for cylindrical vessels, or

3) a maximum width of 75 mm (3 in) for either a slab or annular vessel.

3.5. Plutonium nitrate to oxide conversion system

INTRODUCTORY NOTE

In most reprocessing facilities, this final process involves the conversion of the plutonium nitrate solution to plutonium dioxide. The main functions involved in this process are: process feed storage and adjustment, precipitation and solid/liquor separation, calcination, product handling, ventilation, waste management, and process control.

Complete systems especially designed or prepared for the conversion of plutonium nitrate to plutonium oxide, in particular adapted so as to avoid criticality and radiation effects and to minimize toxicity hazards.

3.6. Plutonium oxide to metal production system

INTRODUCTORY NOTE

This process, which could be related to a reprocessing facility, involves the fluorination of plutonium dioxide, normally with highly corrosive hydrogen fluoride, to produce plutonium fluoride which is subsequently reduced using high purity calcium metal to produce metallic plutonium and a calcium fluoride slag. The main functions involved in this process are: fluorination (e.g. involving equipment fabricated or lined with a precious metal), metal reduction (e.g. employing ceramic crucibles), slag recovery, product handling, ventilation, waste management and process control.

Complete systems especially designed or prepared for the production of plutonium metal, in particular adapted so as to avoid criticality and radiation effects and to minimize toxicity hazards.

4. Plants for the fabrication of fuel elements

A “plant for the fabrication of fuel elements” includes the equipment:

a) Which normally comes in direct contact with, or directly processes, or controls, the production flow of nuclear material, or

b) Which seals the nuclear material within the cladding.

5. Plants for the separation of isotopes of uranium and equipment, other than analytical instruments, especially designed or prepared therefor

Items of equipment that are considered to fall within the meaning of the phrase “equipment, other than analytical instruments, especially designed or prepared“ for the separation of isotopes of uranium include:

5.1. Gas centrifuges and assemblies and components especially designed or prepared for use in gas centrifuges

INTRODUCTORY NOTE

The gas centrifuge normally consists of a thin-walled cylinder(s) of between 75 mm (3 in) and 400 mm (16 in) diameter contained in a vacuum environment and spun at high peripheral speed of the order of 300 m/s or more with its central axis vertical. In order to achieve high speed the materials of construction for the rotating components have to be of a high strength to density ratio and the rotor assembly, and hence its individual components, have to be manufactured to very close tolerances in order to minimize the unbalance. In contrast to other centrifuges, the gas centrifuge for uranium enrichment is characterized by having within the rotor chamber a rotating disc-shaped baffle(s) and a stationary tube arrangement for feeding and extracting the UF6 gas and featuring at least 3 separate channels, of which 2 are connected to scoops extending from the rotor axis towards the periphery of the rotor chamber. Also contained within the vacuum environment are a number of critical items which do not rotate and which although they are especially designed are not difficult to fabricate nor are they fabricated out of unique materials. A centrifuge facility however requires a large number of these components, so that quantities can provide an important indication of end use.

5.1.1. Rotating components

a) Complete rotor assemblies:

Thin-walled cylinders, or a number of interconnected thin-walled cylinders, manufactured from one or more of the high strength to density ratio materials described in the EXPLANATORY NOTE to this Section. If interconnected, the cylinders are joined together by flexible bellows or rings as described in section 5.1.1.(c) following. The rotor is fitted with an internal baffle(s) and end caps, as described in section 5.1.1.(d) and (e) following, if in final form. However the complete assembly may be delivered only partly assembled.

b) Rotor tubes:

Especially designed or prepared thin-walled cylinders with thickness of 12 mm (0.5 in) or less, a diameter of between 75 mm (3 in) and 400 mm (16 in), and manufactured from one or more of the high strength to density ratio materials described in the EXPLANATORY NOTE to this Section.

c) Rings or Bellows:

Components especially designed or prepared to give localized support to the rotor tube or to join together a number of rotor tubes. The bellows is a short cylinder of wall thickness 3 mm (0.12 in) or less, a diameter of between 75 mm (3 in) and 400 mm (16 in), having a convolute, and manufactured from one of the high strength to density ratio materials described in the EXPLANATORY NOTE to this Section.

d) Baffles:

Disc-shaped components of between 75 mm (3 in) and 400 mm (16 in) diameter especially designed or prepared to be mounted inside the centrifuge rotor tube, in order to isolate the take-off chamber from the main separation chamber and, in some cases, to assist the UF6 gas circulation within the main separation chamber of the rotor tube, and manufactured from one of the high strength to density ratio materials described in the EXPLANATORY NOTE to this Section.

e) Top caps/Bottom caps:

Disc-shaped components of between 75 mm (3 in) and 400 mm (16 in) diameter especially designed or prepared to fit to the ends of the rotor tube, and so contain the UF6 within the rotor tube, and in some cases to support, retain or contain as an integrated part an element of the upper bearing (top cap) or to carry the rotating elements of the motor and lower bearing (bottom cap), and manufactured from one of the high strength to density ratio materials described in the EXPLANATORY NOTE to this Section.

EXPLANATORY NOTE

The materials used for centrifuge rotating components are:

a) Maraging steel capable of an ultimate tensile strength of 2.05 x 109 N/m2 (300,000 psi) or more;

b) Aluminium alloys capable of an ultimate tensile strength of 0.46 x 109 N/m2 (67,000 psi) or more;

c) Filamentary materials suitable for use in composite structures and having a specific modulus of 12.3 x 106 m or greater and a specific ultimate tensile strength of 0.3 x 106 m or greater ('Specific Modulus' is the Young’s Modulus in N/m2 divided by the specific weight in N/m3; 'Specific Ultimate Tensile Strength' is the ultimate tensile strength in N/m2 divided by the specific weight in N/m3).

5.1.2. Static components

a) Magnetic suspension bearings:

Especially designed or prepared bearing assemblies consisting of an annular magnet suspended within a housing containing a damping medium. The housing will be manufactured from a UF6-resistant material (see EXPLANATORY NOTE to Section 5.2.). The magnet couples with a pole piece or a second magnet fitted to the top cap described in Section 5.1.1.(e). The magnet may be ring-shaped with a relation between outer and inner diameter smaller or equal to 1.6:1. The magnet may be in a form having an initial permeability of 0.15 H/m (120,000 in CGS units) or more, or a remanence of 98.5% or more, or an energy product of greater than 80 kJ/m3 (107 gauss-oersteds). In addition to the usual material properties, it is a prerequisite that the deviation of the magnetic axes from the geometrical axes is limited to very small tolerances (lower than 0.1 mm or 0.004 in) or that homogeneity of the material of the magnet is specially called for.

b) Bearings/Dampers:

Especially designed or prepared bearings comprising a pivot/cup assembly mounted on a damper. The pivot is normally a hardened steel shaft with a hemisphere at one end with a means of attachment to the bottom cap described in section 5.1.1.(e) at the other. The shaft may however have a hydrodynamic bearing attached. The cup is pellet-shaped with a hemispherical indentation in one surface. These components are often supplied separately to the damper.

c) Molecular pumps:

Especially designed or prepared cylinders having internally machined or extruded helical grooves and internally machined bores. Typical dimensions are as follows: 75 mm (3 in) to 400 mm (16 in) internal diameter, 10 mm (0.4 in) or more wall thickness, with the length equal to or greater than the diameter. The grooves are typically rectangular in cross-section and 2 mm (0.08 in) or more in depth.

d) Motor stators:

Especially designed or prepared ring-shaped stators for high speed multiphase AC hysteresis (or reluctance) motors for synchronous operation within a vacuum in the frequency range of 600 – 2000 Hz and a power range of 50 – 1000 VA. The stators consist of multi-phase windings on a laminated low loss iron core comprised of thin layers typically 2.0 mm (0.08 in) thick or less.

e) Centrifuge housing/recipients:

Components especially designed or prepared to contain the rotor tube assembly of a gas centrifuge. The housing consists of a rigid cylinder of wall thickness up to 30 mm (1.2 in) with precision machined ends to locate the bearings and with one or more flanges for mounting. The machined ends are parallel to each other and perpendicular to the cylinder's longitudinal axis to within 0.05 degrees or less. The housing may also be a honeycomb type structure to accommodate several rotor tubes. The housings are made of or protected by materials resistant to corrosion by UF6.

f) Scoops:

Especially designed or prepared tubes of up to 12 mm (0.5 in) internal diameter for the extraction of UF6 gas from within the rotor tube by a Pitot tube action (that is, with an aperture facing into the circumferential gas flow within the rotor tube, for example by bending the end of a radially disposed tube) and capable of being fixed to the central gas extraction system. The tubes are made of or protected by materials resistant to corrosion by UF6.

5.2. Especially designed or prepared auxiliary systems, equipment and components for gas centrifuge enrichment plants

INTRODUCTORY NOTE

The auxiliary systems, equipment and components for a gas centrifuge enrichment plant are the systems of plant needed to feed UF6 to the centrifuges, to link the individual centrifuges to each other to form cascades (or stages) to allow for progressively higher enrichments and to extract the “product” and “tails” UF6 from the centrifuges, together with the equipment required to drive the centrifuges or to control the plant.

Normally UF6 is evaporated from the solid using heated autoclaves and is distributed in gaseous form to the centrifuges by way of cascade header pipework. The “product” and “tails” UF6 gaseous streams flowing from the centrifuges are also passed by way of cascade header pipework to cold traps (operating at about 203 K (-70°C)) where they are condensed prior to onward transfer into suitable containers for transportation or storage. Because an enrichment plant consists of many thousands of centrifuges arranged in cascades there are many kilometers of cascade header pipework, incorporating thousands of welds with a substantial amount of repetition of layout. The equipment, components and piping systems are fabricated to very high vacuum and cleanliness standards.

5.2.1. Feed systems/product and tails withdrawal systems

Especially designed or prepared process systems including:

Feed autoclaves (or stations), used for passing UF6 to the centrifuge cascades at up to 100 kPa (15 psi) and at a rate of 1 kg/h or more;

Desublimers (or cold traps) used to remove UF6 from the cascades at up to 3 kPa (0.5 psi) pressure. The desublimers are capable of being chilled to 203 K (-70 °C) and heated to 343 K (70 °C);

“Product” and “Tails” stations used for trapping UF6 into containers.

This plant, equipment and pipework is wholly made of or lined with UF6-resistant materials (see EXPLANATORY NOTE to this section) and is fabricated to very high vacuum and cleanliness standards.

5.2.2. Machine header piping systems

Especially designed or prepared piping systems and header systems for handling UF6 within the centrifuge cascades. The piping network is normally of the “triple” header system with each centrifuge connected to each of the headers. There is thus a substantial amount of repetition in its form. It is wholly made of UF6-resistant materials (see EXPLANATORY NOTE to this section) and is fabricated to very high vacuum and cleanliness standards.

5.2.3. UF6 mass spectrometers/ion sources

Especially designed or prepared magnetic or quadrupole mass spectrometers capable of taking “on-line” samples of feed, product or tails, from UF6 gas streams and having all of the following characteristics:

1) Unit resolution for atomic mass unit greater than 320;

2) Ion sources constructed of or lined with nichrome or monel or nickel plated;

3) Electron bombardment ionization sources;

4) Having a collector system suitable for isotopic analysis.

5.2.4. Frequency changers

Frequency changers (also known as converters or invertors) especially designed or prepared to supply motor stators as defined under 5.1.2.(d), or parts, components and sub-assemblies of such frequency changers having all of the following characteristics:

1. A multiphase output of 600 to 2000 Hz;

2. High stability (with frequency control better than 0.1%);

3. Low harmonic distortion (less than 2%); and

4. An efficiency of greater than 80%.

EXPLANATORY NOTE

The items listed above either come into direct contact with the UF6 process gas or directly control the centrifuges and the passage of the gas from centrifuge to centrifuge and cascade to cascade.

Materials resistant to corrosion by UF6 include stainless steel, aluminium, aluminium alloys, nickel or alloys containing 60% or more nickel.

5.3. Especially designed or prepared assemblies and components for use in gaseous diffusion enrichment

INTRODUCTORY NOTE

In the gaseous diffusion method of uranium isotope separation, the main technological assembly is a special porous gaseous diffusion barrier, heat exchanger for cooling the gas (which is heated by the process of compression), seal valves and control valves, and pipelines. Inasmuch as gaseous diffusion technology uses uranium hexafluoride (UF6), all equipment, pipeline and instrumentation surfaces (that come in contact with the gas) must be made of materials that remain stable in contact with UF6. A gaseous diffusion facility requires a number of these assemblies, so that quantities can provide an important indication of end use.

5.3.1. Gaseous diffusion barriers

a) Especially designed or prepared thin, porous filters, with a pore size of 100 – 1,000 Å (angstroms), a thickness of 5 mm (0.2 in) or less, and for tubular forms, a diameter of 25 mm (1 in) or less, made of metallic, polymer or ceramic materials resistant to corrosion by UF6, and

b) especially prepared compounds or powders for the manufacture of such filters. Such compounds and powders include nickel or alloys containing 60 per cent or more nickel, aluminium oxide, or UF6-resistant fully fluorinated hydrocarbon polymers having a purity of 99.9 per cent or more, a particle size less than 10 microns, and a high degree of particle size uniformity, which are especially prepared for the manufacture of gaseous diffusion barriers.

5.3.2. Diffuser housings

Especially designed or prepared hermetically sealed cylindrical vessels greater than 300 mm (12 in) in diameter and greater than 900 mm (35 in) in length, or rectangular vessels of comparable dimensions, which have an inlet connection and two outlet connections all of which are greater than 50 mm (2 in) in diameter, for containing the gaseous diffusion barrier, made of or lined with UF6-resistant materials and designed for horizontal or vertical installation.

5.3.3. Compressors and gas blowers

Especially designed or prepared axial, centrifugal, or positive displacement compressors, or gas blowers with a suction volume capacity of 1 m3/min or more of UF6, and with a discharge pressure of up to several hundred kPa (100 psi), designed for long-term operation in the UF6 environment with or without an electrical motor of appropriate power, as well as separate assemblies of such compressors and gas blowers. These compressors and gas blowers have a pressure ratio between 2:1 and 6:1 and are made of, or lined with, materials resistant to UF6.

5.3.4. Rotary shaft seals

Especially designed or prepared vacuum seals, with seal feed and seal exhaust connections, for sealing the shaft connecting the compressor or the gas blower rotor with the driver motor so as to ensure a reliable seal against in-leaking of air into the inner chamber of the compressor or gas blower which is filled with UF6. Such seals are normally designed for a buffer gas in-leakage rate of less than 1000 cm3/min (60 in3/min).

5.3.5. Heat exchangers for cooling UF6

Especially designed or prepared heat exchangers made of or lined with UF6-resistant materials (except stainless steel) or with copper or any combination of those metals, and intended for a leakage pressure change rate of less than 10 Pa (0.0015 psi) per hour under a pressure difference of 100 kPa (15 psi).

5.4. Especially designed or prepared auxiliary systems, equipment and components for use in gaseous diffusion enrichment

INTRODUCTORY NOTE

The auxiliary systems, equipment and components for gaseous diffusion enrichment plants are the systems of plant needed to feed UF6 to the gaseous diffusion assembly, to link the individual assemblies to each other to form cascades (or stages) to allow for progressively higher enrichments and to extract the “product” and “tails” UF6 from the diffusion cascades. Because of the high inertial properties of diffusion cascades, any interruption in their operation, and especially their shut-down, leads to serious consequences. Therefore, a strict and constant maintenance of vacuum in all technological systems, automatic protection from accidents, and precise automated regulation of the gas flow is of importance in a gaseous diffusion plant. All this leads to a need to equip the plant with a large number of special measuring, regulating and controlling systems.

Normally UF6 is evaporated from cylinders placed within autoclaves and is distributed in gaseous form to the entry point by way of cascade header pipework. The “product” and “tails” UF6 gaseous streams flowing from exit points are passed by way of cascade header pipework to either cold traps or to compression stations where the UF6 gas is liquefied prior to onward transfer into suitable containers for transportation or storage. Because a gaseous diffusion enrichment plant consists of a large number of gaseous diffusion assemblies arranged in cascades, there are many kilometers of cascade header pipework, incorporating thousands of welds with substantial amounts of repetition of layout. The equipment, components and piping systems are fabricated to very high vacuum and cleanliness standards.

5.4.1. Feed systems/product and tails withdrawal systems

Especially designed or prepared process systems, capable of operating at pressures of 300 kPa (45 psi) or less, including:

Feed autoclaves (or systems), used for passing UF6 to the gaseous diffusion cascades;

Desublimers (or cold traps) used to remove UF6 from diffusion cascades;

Liquefaction stations where UF6 gas from the cascade is compressed and cooled to form liquid UF6;

“Product” or “tails” stations used for transferring UF6 into containers.

5.4.2. Header piping systems

Especially designed or prepared piping systems and header systems for handling UF6 within the gaseous diffusion cascades. This piping network is normally of the “double” header system with each cell connected to each of the headers.

5.4.3. Vacuum systems

a) Especially designed or prepared large vacuum manifolds, vacuum headers and vacuum pumps having a suction capacity of 5 m3/min (175 ft3/min) or more.

b) Vacuum pumps especially designed for service in UF6-bearing atmospheres made of, or lined with, aluminium, nickel, or alloys bearing more than 60% nickel. These pumps may be either rotary or positive, may have displacement and fluorocarbon seals, and may have special working fluids present.

5.4.4. Special shut-off and control valves

Especially designed or prepared manual or automated shut-off and control bellows valves made of UF6-resistant materials with a diameter of 40 to 1500 mm (1.5 to 59 in) for installation in main and auxiliary systems of gaseous diffusion enrichment plants.

5.4.5. UF6 mass spectrometers/ion sources

Especially designed or prepared magnetic or quadrupole mass spectrometers capable of taking “on-line“ samples of feed, product or tails, from UF6 gas streams and having all of the following characteristics:

1. Unit resolution for atomic mass unit greater than 320;

For the purposes of the sections relating to gaseous diffusion items the materials resistant to corrosion by UF6 include stainless steel, aluminium, aluminium alloys, aluminium oxide, nickel or alloys containing 60% or more nickel and UF6-resistant fully fluorinated hydrocarbon polymers.

5.5. Especially designed or prepared systems, equipment and components for use in aerodynamic enrichment plants

INTRODUCTORY NOTE

In aerodynamic enrichment processes, a mixture of gaseous UF6 and light gas (hydrogen or helium) is compressed and then passed through separating elements wherein isotopic separation is accomplished by the generation of high centrifugal forces over a curved-wall geometry. Two processes of this type have been successfully developed: the separation nozzle process and the vortex tube process. For both processes the main components of a separation stage include cylindrical vessels housing the special separation elements (nozzles or vortex tubes), gas compressors and heat exchangers to remove the heat of compression. An aerodynamic plant requires a number of these stages, so that quantities can provide an important indication of end use. Since aerodynamic processes use UF6, all equipment, pipeline and instrumentation surfaces (that come in contact with the gas) must be made of materials that remain stable in contact with UF6.

EXPLANATORY NOTE

The items listed in this section either come into direct contact with the UF6 process gas or directly control the flow within the cascade. All surfaces which come into contact with the process gas are wholly made of or protected by UF6-resistant materials. For the purposes of the section relating to aerodynamic enrichment items, the materials resistant to corrosion by UF6 include copper, stainless steel, aluminium, aluminium alloys, nickel or alloys containing 60% or more nickel and UF6-resistant fully fluorinated hydrocarbon polymers.

5.5.1. Separation nozzles

Especially designed or prepared separation nozzles and assemblies thereof. The separation nozzles consist of slit-shaped, curved channels having a radius of curvature less than 1 mm (typically 0.1 to 0.05 mm), resistant to corrosion by UF6 and having a knife-edge within the nozzle that separates the gas flowing through the nozzle into two fractions.

5.5.2. Vortex tubes

Especially designed or prepared vortex tubes and assemblies thereof. The vortex tubes are cylindrical or tapered, made of or protected by materials resistant to corrosion by UF6, having a diameter of between 0.5 cm and 4 cm, a length to diameter ratio of 20:1 or less and with one or more tangential inlets. The tubes may be equipped with nozzle-type appendages at either or both ends.

EXPLANATORY NOTE

The feed gas enters the vortex tube tangentially at one end or through swirl vanes or at numerous tangential positions along the periphery of the tube.

5.5.3. Compressors and gas blowers

Especially designed or prepared axial, centrifugal or positive displacement compressors or gas blowers made of or protected by materials resistant to corrosion by UF6 and with a suction volume capacity of 2 m3/min or more of UF6/carrier gas (hydrogen or helium) mixture.

EXPLANATORY NOTE

These compressors and gas blowers typically have a pressure ratio between 1.2:1 and 6:1.

5.5.4. Rotary shaft seals

Especially designed or prepared rotary shaft seals, with seal feed and seal exhaust connections, for sealing the shaft connecting the compressor rotor or the gas blower rotor with the driver motor so as to ensure a reliable seal against out-leakage of process gas or in-leakage of air or seal gas into the inner chamber of the compressor or gas blower which is filled with a UF6/carrier gas mixture.

5.5.5. Heat exchangers for gas cooling

Especially designed or prepared heat exchangers made of or protected by materials resistant to corrosion by UF6.

5.5.6. Separation element housings

Especially designed or prepared separation element housings, made of or protected by materials resistant to corrosion by UF6, for containing vortex tubes or separation nozzles.

EXPLANATORY NOTE

These housings may be cylindrical vessels greater than 300 mm in diameter and greater than 900 mm in length, or may be rectangular vessels of comparable dimensions, and may be designed for horizontal or vertical installation.

5.5.7. Feed systems/product and tails withdrawal systems

Especially designed or prepared process systems or equipment for enrichment plants made of or protected by materials resistant to corrosion by UF6, including:

a) Feed autoclaves, ovens, or systems used for passing UF6 to the enrichment process;

b) Desublimers (or cold traps) used to remove UF6 from the enrichment process for subsequent transfer upon heating;

c) Solidification or liquefaction stations used to remove UF6 from the enrichment process by compressing and converting UF6 to a liquid or solid form;

d) “Product” or “tails” stations used for transferring UF6 into containers.

5.5.8. Header piping systems

Especially designed or prepared header piping systems, made of or protected by materials resistant to corrosion by UF6, for handling UF6 within the aerodynamic cascades. This piping network is normally of the “double” header design with each stage or group of stages connected to each of the headers.

5.5.9. Vacuum systems and pumps

a) Especially designed or prepared vacuum systems having a suction capacity of 5 m3/min or more, consisting of vacuum manifolds, vacuum headers and vacuum pumps, and designed for service in UF6-bearing atmospheres,

b) Vacuum pumps especially designed or prepared for service in UF6-bearing atmospheres and made of or protected by materials resistant to corrosion by UF6. These pumps may use fluorocarbon seals and special working fluids.

5.5.10. Special shut-off and control valves

Especially designed or prepared manual or automated shut-off and control bellows valves made of or protected by materials resistant to corrosion by UF6 with a diameter of 40 to 1500 mm for installation in main and auxiliary systems of aerodynamic enrichment plants.

5.5.11. UF6 mass spectrometers/ion sources

Especially designed or prepared magnetic or quadrupole mass spectrometers capable of taking “on-line” samples of feed, “product” or “tails”, from UF6 gas streams and having all of the following characteristics:

1) Unit resolution for mass greater than 320;

2) Ion sources constructed of or lined with nichrome or monel or nickel plated;

3) Electron bombardment ionization sources;

4) Collector system suitable for isotopic analysis.

5.5.12. UF6/carrier gas separation systems

Especially designed or prepared process systems for separating UF6 from carrier gas (hydrogen or helium).

EXPLANATORY NOTE

These systems are designed to reduce the UF6 content in the carrier gas to 1 ppm or less and may incorporate equipment such as:

a) Cryogenic heat exchangers and cryoseparators capable of temperatures of -120 °C or less, or

b) Cryogenic refrigeration units capable of temperatures of -120 °C or less, or

c) Separation nozzle or vortex tube units for the separation of UF6 from carrier gas, or

d) UF6 cold traps capable of temperatures of -20 °C or less.

5.6. Especially designed or prepared systems, equipment and components for use in chemical exchange or ion exchange enrichment plants

Annex II — LIST OF SPECIFIED EQUIPMENT AND NON-NUCLEAR MATERIAL FOR THE REPORTING OF EXPORTS AND IMPORTS ACCORDING TO ARTICLE 2.a.(ix) (deel 6)

The slight difference in mass between the isotopes of uranium causes small changes in chemical reaction equilibria that can be used as a basis for separation of the isotopes. Two processes have been successfully developed: liquid-liquid chemical exchange and solid-liquid ion exchange.

In the liquid-liquid chemical exchange process, immiscible liquid phases (aqueous and organic) are countercurrently contacted to give the cascading effect of thousands of separation stages. The aqueous phase consists of uranium chloride in hydrochloric acid solution; the organic phase consists of an extractant containing uranium chloride in an organic solvent. The contactors employed in the separation cascade can be liquid-liquid exchange columns (such as pulsed columns with sieve plates) or liquid centrifugal contactors. Chemical conversions (oxidation and reduction) are required at both ends of the separation cascade in order to provide for the reflux requirements at each end. A major design concern is to avoid contamination of the process streams with certain metal ions. Plastic, plastic-lined (including use of fluorocarbon polymers) and/or glass-lined columns and piping are therefore used.

In the solid-liquid ion-exchange process, enrichment is accomplished by uranium adsorption/desorption on a special, very fast-acting, ion-exchange resin or adsorbent. A solution of uranium in hydrochloric acid and other chemical agents is passed through cylindrical enrichment columns containing packed beds of the adsorbent. For a continuous process, a reflux system is necessary to release the uranium from the adsorbent back into the liquid flow so that 'product' and 'tails' can be collected. This is accomplished with the use of suitable reduction/oxidation chemical agents that are fully regenerated in separate external circuits and that may be partially regenerated within the isotopic separation columns themselves. The presence of hot concentrated hydrochloric acid solutions in the process requires that the equipment be made of or protected by special corrosion-resistant materials.

5.6.1. Liquid-liquid exchange columns (Chemical exchange)

Countercurrent liquid-liquid exchange columns having mechanical power input (i.e., pulsed columns with sieve plates, reciprocating plate columns, and columns with internal turbine mixers), especially designed or prepared for uranium enrichment using the chemical exchange process. For corrosion resistance to concentrated hydrochloric acid solutions, these columns and their internals are made of or protected by suitable plastic materials (such as fluorocarbon polymers) or glass. The stage residence time of the columns is designed to be short (30 seconds or less).

5.6.2. Liquid-liquid centrifugal contactors (Chemical exchange)

Liquid-liquid centrifugal contactors especially designed or prepared for uranium enrichment using the chemical exchange process. Such contactors use rotation to achieve dispersion of the organic and aqueous streams and then centrifugal force to separate the phases. For corrosion resistance to concentrated hydrochloric acid solutions, the contactors are made of or are lined with suitable plastic materials (such as fluorocarbon polymers) or are lined with glass. The stage residence time of the centrifugal contactors is designed to be short (30 seconds or less).

5.6.3. Uranium reduction systems and equipment (Chemical exchange)

a) Especially designed or prepared electrochemical reduction cells to reduce uranium from one valence state to another for uranium enrichment using the chemical exchange process. The cell materials in contact with process solutions must be corrosion resistant to concentrated hydrochloric acid solutions.

EXPLANATORY NOTE

The cell cathodic compartment must be designed to prevent re-oxidation of uranium to its higher valence state. To keep the uranium in the cathodic compartment, the cell may have an impervious diaphragm membrane constructed of special cation exchange material. The cathode consists of a suitable solid conductor such as graphite.

b) Especially designed or prepared systems at the product end of the cascade for taking the U4+ out of the organic stream, adjusting the acid concentration and feeding to the electrochemical reduction cells.

EXPLANATORY NOTE

These systems consist of solvent extraction equipment for stripping the U4+ from the organic stream into an aqueous solution, evaporation and/or other equipment to accomplish solution pH adjustment and control, and pumps or other transfer devices for feeding to the electrochemical reduction cells. A major design concern is to avoid contamination of the aqueous stream with certain metal ions. Consequently, for those parts in contact with the process stream, the system is constructed of equipment made of or protected by suitable materials (such as glass, fluorocarbon polymers, polyphenyl sulfate, polyether sulfone, and resin-impregnated graphite).

5.6.4. Feed preparation systems (Chemical exchange)

Especially designed or prepared systems for producing high-purity uranium chloride feed solutions for chemical exchange uranium isotope separation plants.

EXPLANATORY NOTE

These systems consist of dissolution, solvent extraction and/or ion exchange equipment for purification and electrolytic cells for reducing the uranium U6+ or U4+ to U3+. These systems produce uranium chloride solutions having only a few parts per million of metallic impurities such as chromium, iron, vanadium, molybdenum and other bivalent or higher multi-valent cations. Materials of construction for portions of the system processing high-purity U3+ include glass, fluorocarbon polymers, polyphenyl sulfate or polyether sulfone plastic-lined and resin-impregnated graphite.

5.6.5. Uranium oxidation systems (Chemical exchange)

Especially designed or prepared systems for oxidation of U3+ to U4+ for return to the uranium isotope separation cascade in the chemical exchange enrichment process.

EXPLANATORY NOTE

These systems may incorporate equipment such as:

a) Equipment for contacting chlorine and oxygen with the aqueous effluent from the isotope separation equipment and extracting the resultant U4+ into the stripped organic stream returning from the product end of the cascade,

b) Equipment that separates water from hydrochloric acid so that the water and the concentrated hydrochloric acid may be reintroduced to the process at the proper locations.

5.6.6. Fast-reacting ion exchange resins/adsorbents (ion exchange)

Fast-reacting ion-exchange resins or adsorbents especially designed or prepared for uranium enrichment using the ion exchange process, including porous macroreticular resins, and/or pellicular structures in which the active chemical exchange groups are limited to a coating on the surface of an inactive porous support structure, and other composite structures in any suitable form including particles or fibers. These ion exchange resins/adsorbents have diameters of 0.2 mm or less and must be chemically resistant to concentrated hydrochloric acid solutions as well as physically strong enough so as not to degrade in the exchange columns. The resins/adsorbents are especially designed to achieve very fast uranium isotope exchange kinetics (exchange rate half-time of less than 10 seconds) and are capable of operating at a temperature in the range of 100 °C to 200 °C.

5.6.7. Ion exchange columns (Ion exchange)

Cylindrical columns greater than 1000 mm in diameter for containing and supporting packed beds of ion exchange resin/adsorbent, especially designed or prepared for uranium enrichment using the ion exchange process. These columns are made of or protected by materials (such as titanium or fluorocarbon plastics) resistant to corrosion by concentrated hydrochloric acid solutions and are capable of operating at a temperature in the range of 100 °C to 200 °C and pressures above 0.7 MPa (102 psia).

5.6.8. Ion exchange reflux systems (Ion exchange)

b) Especially designed or prepared chemical or electrochemical oxidation systems for regeneration of the chemical oxidizing agent(s) used in ion exchange uranium enrichment cascades.

EXPLANATORY NOTE

The ion exchange enrichment process may use, for example, trivalent titanium (Ti3+) as a reducing cation in which case the reduction system would regenerate Ti3+ by reducing Ti4+.

The process may use, for example, trivalent iron (Fe3+) as an oxidant in which case the oxidation system would regenerate Fe3+ by oxidizing Fe2+.

5.7. Especially designed or prepared systems, equipment and components for use in laser-based enrichment plants

INTRODUCTORY NOTE

Present systems for enrichment processes using lasers fall into two categories: those in which the process medium is atomic uranium vapor and those in which the process medium is the vapor of a uranium compound. Common nomenclature for such processes include: first category – atomic vapor laser isotope separation (AVLIS or SILVA); second category – molecular laser isotope separation (MLIS or MOLIS) and chemical reaction by isotope selective laser activation (CRISLA). The systems, equipment and components for laser enrichment plants embrace: (a) devices to feed uranium-metal vapor (for selective photo-ionization) or devices to feed the vapor of a uranium compound (for photo-dissociation or chemical activation); (b) devices to collect enriched and depleted uranium metal as “product” and “tails” in the first category, and devices to collect dissociated or reacted compounds as “product” and unaffected material as 'tails' in the second category; (c) process laser systems to selectively excite the uranium-235 species; and (d) feed preparation and product conversion equipment. The complexity of the spectroscopy of uranium atoms and compounds may require incorporation of any of a number of available laser technologies.

EXPLANATORY NOTE

Many of the items listed in this section come into direct contact with uranium metal vapor or liquid or with process gas consisting of UF6 or a mixture of UF6 and other gases. All surfaces that come into contact with the uranium or UF6 are wholly made of or protected by corrosion-resistant materials. For the purposes of the section relating to laser-based enrichment items, the materials resistant to corrosion by the vapor or liquid of uranium metal or uranium alloys include yttria-coated graphite and tantalum; and the materials resistant to corrosion by UF6 include copper, stainless steel, aluminium, aluminium alloys, nickel or alloys containing 60 % or more nickel and UF6-resistant fully fluorinated hydrocarbon polymers.

5.7.1. Uranium vaporization systems (AVLIS)

Especially designed or prepared uranium vaporization systems which contain high-power strip or scanning electron beam guns with a delivered power on the target of more than 2.5 kW/cm.

5.7.2. Liquid uranium metal handling systems (AVLIS)

Especially designed or prepared liquid metal handling systems for molten uranium or uranium alloys, consisting of crucibles and cooling equipment for the crucibles.

EXPLANATORY NOTE

The crucibles and other parts of this system that come into contact with molten uranium or uranium alloys are made of or protected by materials of suitable corrosion and heat resistance. Suitable materials include tantalum, yttria-coated graphite, graphite coated with other rare earth oxides or mixtures thereof.

5.7.3. Uranium metal 'product' and 'tails' collector assemblies (AVLIS)

Especially designed or prepared “product” and “tails” collector assemblies for uranium metal in liquid or solid form.

EXPLANATORY NOTE

Components for these assemblies are made of or protected by materials resistant to the heat and corrosion of uranium metal vapor or liquid (such as yttria-coated graphite or tantalum) and may include pipes, valves, fittings, “gutters”, feed-throughs, heat exchangers and collector plates for magnetic, electrostatic or other separation methods.

5.7.4. Separator module housings (AVLIS)

Especially designed or prepared cylindrical or rectangular vessels for containing the uranium metal vapor source, the electron beam gun, and the 'product' and 'tails' collectors.

EXPLANATORY NOTE

These housings have multiplicity of ports for electrical and water feed-throughs, laser beam windows, vacuum pump connections and instrumentation diagnostics and monitoring. They have provisions for opening and closure to allow refurbishment of internal components.

5.7.5. Supersonic expansion nozzles (MLIS)

Especially designed or prepared supersonic expansion nozzles for cooling mixtures of UF6 and carrier gas to 150 K or less and which are corrosion resistant to UF6.

5.7.6. Uranium pentafluoride product collectors (MLIS)

Especially designed or prepared uranium pentafluoride (UF5) solid product collectors consisting of filter, impact, or cyclone-type collectors, or combinations thereof, and which are corrosion resistant to the UF5/UF6 environment.

5.7.7. UF6/carrier gas compressors (MLIS)

Especially designed or prepared compressors for UF6/carrier gas mixtures, designed for long term operation in a UF6 environment. The components of these compressors that come into contact with process gas are made of or protected by materials resistant to corrosion by UF6.

5.7.8. Rotary shaft seals (MLIS)

Especially designed or prepared rotary shaft seals, with seal feed and seal exhaust connections, for sealing the shaft connecting the compressor rotor with the driver motor so as to ensure a reliable seal against out-leakage of process gas or in-leakage of air or seal gas into the inner chamber of the compressor which is filled with a UF6/carrier gas mixture.

5.7.9. Fluorination systems (MLIS)

Especially designed or prepared systems for fluorinating UF5 (solid) to UF6 (gas).

EXPLANATORY NOTE

These systems are designed to fluorinate the collected UF5 powder to UF6 for subsequent collection in product containers or for transfer as feed to MLIS units for additional enrichment. In one approach, the fluorination reaction may be accomplished within the isotope separation system to react and recover directly off the “product” collectors. In another approach, the UF5 powder may be removed/transferred from the 'product' collectors into a suitable reaction vessel (e.g., fluidized-bed reactor, screw reactor or flame tower) for fluorination. In both approaches, equipment for storage and transfer of fluorine (or other suitable fluorinating agents) and for collection and transfer of UF6 are used.

5.7.10. UF6 mass spectrometers/ion sources (MLIS)

Especially designed or prepared magnetic or quadrupole mass spectrometers capable of taking 'on-line' samples of feed, “product” or “tails”, from UF6 gas streams and having all of the following characteristics:

1) Unit resolution for mass greater than 320;

2) Ion sources constructed of or lined with nichrome or monel or nickel plated;

3) Electron bombardment ionization sources;

4) Collector system suitable for isotopic analysis.

5.7.11. Feed systems/product and tails withdrawal systems (MLIS)

Especially designed or prepared process systems or equipment for enrichment plants made of or protected by materials resistant to corrosion by UF6, including:

a) Feed autoclaves, ovens, or systems used for passing UF6 to the enrichment process

b) Desublimers (or cold traps) used to remove UF6 from the enrichment process for subsequent transfer upon heating;

c) Solidification or liquefaction stations used to remove UF6 from the enrichment process by compressing and converting UF6 to a liquid or solid form;

d) “Product” or “tails” stations used for transferring UF6 into containers.

5.7.12. UF6/carrier gas separation systems (MLIS)

EXPLANATORY NOTE

These systems may incorporate equipment such as:

a) Cryogenic heat exchangers or cryoseparators capable of temperatures of -120 °C or less, or

b) Cryogenic refrigeration units capable of temperatures of -120 °C or less, or

c) UF6 cold traps capable of temperatures of -20 °C or less.

5.7.13. Laser systems (AVLIS, MLIS and CRISLA)

Lasers or laser systems especially designed or prepared for the separation of uranium isotopes.

EXPLANATORY NOTE

The laser system for the AVLIS process usually consists of two lasers: a copper vapor laser and a dye laser. The laser system for MLIS usually consists of a CO2 or excimer laser and a multi-pass optical cell with revolving mirrors at both ends. Lasers or laser systems for both processes require a spectrum frequency stabilizer for operation over extended periods of time.

5.8. Especially designed or prepared systems, equipment and components for use in plasma separation enrichment plants

INTRODUCTORY NOTE

In the plasma separation process, a plasma of uranium ions passes through an electric field tuned to the U-235 ion resonance frequency so that they preferentially absorb energy and increase the diameter of their corkscrew-like orbits. Ions with a large-diameter path are trapped to produce a product enriched in U-235. The plasma, which is made by ionizing uranium vapor, is contained in a vacuum chamber with a high-strength magnetic field produced by a superconducting magnet. The main technological systems of the process include the uranium plasma generation system, the separator module with superconducting magnet and metal removal systems for the collection of “product” and “tails”.

5.8.1. Microwave power sources and antennae

Especially designed or prepared microwave power sources and antennae for producing or accelerating ions and having the following characteristics: greater than 30 GHz frequency and greater than 50 kW mean power output for ion production.

5.8.2. Ion excitation coils

Especially designed or prepared radio frequency ion excitation coils for frequencies of more than 100 kHz and capable of handling more than 40 kW mean power.

5.8.3. Uranium plasma generation systems

Especially designed or prepared systems for the generation of uranium plasma, which may contain high-power strip or scanning electron beam guns with a delivered power on the target of more than 2.5 kW/cm.

5.8.4. Liquid uranium metal handling systems

Especially designed or prepared liquid metal handling systems for molten uranium or uranium alloys, consisting of crucibles and cooling equipment for the crucibles.

EXPLANATORY NOTE

The crucibles and other parts of this system that come into contact with molten uranium or uranium alloys are made of or protected by materials of suitable corrosion and heat resistance. Suitable materials include tantalum, yttria-coated graphite, graphite coated with other rare earth oxides or mixtures thereof.

5.8.5. Uranium metal 'product' and 'tails' collector assemblies

Especially designed or prepared “product” and “tails” collector assemblies for uranium metal in solid form. These collector assemblies are made of or protected by materials resistant to the heat and corrosion of uranium metal vapor, such as yttria-coated graphite or tantalum.

5.8.6. Separator module housings

Cylindrical vessels especially designed or prepared for use in plasma separation enrichment plants for containing the uranium plasma source, radio-frequency drive coil and the 'product' and 'tails' collectors.

EXPLANATORY NOTE

These housings have a multiplicity of ports for electrical feed-throughs, diffusion pump connections and instrumentation diagnostics and monitoring. They have provisions for opening and closure to allow for refurbishment of internal components and are constructed of a suitable non-magnetic material such as stainless steel.

5.9. Especially designed or prepared systems, equipment and components for use in electromagnetic enrichment plants

INTRODUCTORY NOTE

In the electromagnetic process, uranium metal ions produced by ionization of a salt feed material (typically UCl4) are accelerated and passed through a magnetic field that has the effect of causing the ions of different isotopes to follow different paths. The major components of an electromagnetic isotope separator include: a magnetic field for ion-beam diversion/separation of the isotopes, an ion source with its acceleration system, and a collection system for the separated ions. Auxiliary systems for the process include the magnet power supply system, the ion source high-voltage power supply system, the vacuum system, and extensive chemical handling systems for recovery of product and cleaning/recycling of components.

5.9.1. Electromagnetic isotope separators

Electromagnetic isotope separators especially designed or prepared for the separation of uranium isotopes, and equipment and components therefor, including:

a) Ion sources

Especially designed or prepared single or multiple uranium ion sources consisting of a vapor source, ionizer, and beam accelerator, constructed of suitable materials such as graphite, stainless steel, or copper, and capable of providing a total ion beam current of 50 mA or greater.

b) Ion collectors

Collector plates consisting of two or more slits and pockets especially designed or prepared for collection of enriched and depleted uranium ion beams and constructed of suitable materials such as graphite or stainless steel.

c) Vacuum housings

Especially designed or prepared vacuum housings for uranium electromagnetic separators, constructed of suitable non-magnetic materials such as stainless steel and designed for operation at pressures of 0.1 Pa or lower.

EXPLANATORY NOTE

The housings are specially designed to contain the ion sources, collector plates and water-cooled liners and have provision for diffusion pump connections and opening and closure for removal and reinstallation of these components.

d) Magnet pole pieces

Especially designed or prepared magnet pole pieces having a diameter greater than 2 m used to maintain a constant magnetic field within an electromagnetic isotope separator and to transfer the magnetic field between adjoining separators.

5.9.2. High voltage power supplies

Especially designed or prepared high-voltage power supplies for ion sources, having all of the following characteristics: capable of continuous operation, output voltage of 20,000 V or greater, output current of 1 A or greater, and voltage regulation of better than 0.01% over a time period of 8 hours.

5.9.3. Magnet power supplies

Especially designed or prepared high-power, direct current magnet power supplies having all of the following characteristics: capable of continuously producing a current output of 500 A or greater at a voltage of 100 V or greater and with a current or voltage regulation better than 0.01% over a period of 8 hours.

6. Plants for the production of heavy water, deuterium and deuterium compounds and equipment especially designed or prepared therefor

INTRODUCTORY NOTE

Heavy water can be produced by a variety of processes. However, the two processes that have proven to be commercially viable are the water-hydrogen sulphide exchange process (GS process) and the ammonia-hydrogen exchange process.

The GS process is based upon the exchange of hydrogen and deuterium between water and hydrogen sulphide within a series of towers which are operated with the top section cold and the bottom section hot. Water flows down the towers while the hydrogen sulphide gas circulates from the bottom to the top of the towers. A series of perforated trays are used to promote mixing between the gas and the water. Deuterium migrates to the water at low temperatures and to the hydrogen sulphide at high temperatures. Gas or water, enriched in deuterium, is removed from the first stage towers at the junction of the hot and cold sections and the process is repeated in subsequent stage towers. The product of the last stage, water enriched up to 30% in deuterium, is sent to a distillation unit to produce reactor grade heavy water, i.e., 99.75% deuterium oxide.

The ammonia-hydrogen exchange process can extract deuterium from synthesis gas through contact with liquid ammonia in the presence of a catalyst. The synthesis gas is fed into exchange towers and to an ammonia converter. Inside the towers the gas flows from the bottom to the top while the liquid ammonia flows from the top to the bottom. The deuterium is stripped from the hydrogen in the synthesis gas and concentrated in the ammonia. The ammonia then flows into an ammonia cracker at the bottom of the tower while the gas flows into an ammonia converter at the top. Further enrichment takes place in subsequent stages and reactor grade heavy water is produced through final distillation. The synthesis gas feed can be provided by an ammonia plant that, in turn, can be constructed in association with a heavy water ammonia-hydrogen exchange plant. The ammonia-hydrogen exchange process can also use ordinary water as a feed source of deuterium.

Many of the key equipment items for heavy water production plants using GS or the ammonia-hydrogen exchange processes are common to several segments of the chemical and petroleum industries. This is particularly so for small plants using the GS process. However, few of the items are available “off-the-shelf”. The GS and ammonia-hydrogen processes require the handling of large quantities of flammable, corrosive and toxic fluids at elevated pressures. Accordingly, in establishing the design and operating standards for plants and equipment using these processes, careful attention to the materials selection and specifications is required to ensure long service life with high safety and reliability factors. The choice of scale is primarily a function of economics and need. Thus, most of the equipment items would be prepared according to the requirements of the customer.

Finally, it should be noted that, in both the GS and the ammonia-hydrogen exchange processes, items of equipment which individually are not especially designed or prepared for heavy water production can be assembled into systems which are especially designed or prepared for producing heavy water. The catalyst production system used in the ammonia-hydrogen exchange process and water distillation systems used for the final concentration of heavy water to reactor-grade in either process are examples of such systems.

The items of equipment which are especially designed or prepared for the production of heavy water utilizing either the water-hydrogen sulphide exchange process or the ammonia-hydrogen exchange process include the following:

6.1. Water – Hydrogen Sulphide Exchange Towers

Exchange towers fabricated from fine carbon steel (such as ASTM A516) with diameters of 6 m (20 ft) to 9 m (30 ft), capable of operating at pressures greater than or equal to 2 MPa (300 psi) and with a corrosion allowance of 6 mm or greater, especially designed or prepared for heavy water production utilizing the water-hydrogen sulphide exchange process.

6.2. Blowers and Compressors

Single stage, low head (i.e., 0.2 MPa or 30 psi) centrifugal blowers or compressors for hydrogen-sulphide gas circulation (i.e., gas containing more than 70% H2S) especially designed or prepared for heavy water production utilizing the water-hydrogen sulphide exchange process. These blowers or compressors have a throughput capacity greater than or equal to 56 m3/second (120,000 SCFM) while operating at pressures greater than or equal to 1.8 MPa (260 psi) suction and have seals designed for wet H2S service.

6.3. Ammonia-Hydrogen Exchange Towers

Ammonia-hydrogen exchange towers greater than or equal to 35 m (114.3 ft) in height with diameters of 1.5 m (4.9 ft) to 2.5 m (8.2 ft) capable of operating at pressures greater than 15 MPa (2225 psi) especially designed or prepared for heavy water production utilizing the ammonia-hydrogen exchange process. These towers also have at least one flanged axial opening of the same diameter as the cylindrical part through which the tower internals can be inserted or withdrawn.

6.4. Tower Internals and Stage Pumps

Tower internals and stage pumps especially designed or prepared for towers for heavy water production utilizing the ammonia-hydrogen exchange process. Tower internals include especially designed stage contactors which promote intimate gas/liquid contact. Stage pumps include especially designed submersible pumps for circulation of liquid ammonia within a contacting stage internal to the stage towers.

6.5. Ammonia Crackers

Ammonia crackers with operating pressures greater than or equal to 3 MPa (450 psi) especially designed or prepared for heavy water production utilizing the ammonia-hydrogen exchange process.

6.6. Infrared Absorption Analyzers

Infrared absorption analyzers capable of “on-line” hydrogen/deuterium ratio analysis where deuterium concentrations are equal to or greater than 90%.

6.7. Catalytic Burners

Catalytic burners for the conversion of enriched deuterium gas into heavy water especially designed or prepared for heavy water production utilizing the ammonia-hydrogen exchange process.

7. Plants for the conversion of uranium and equipment especially designed or prepared therefor

INTRODUCTORY NOTE

Uranium conversion plants and systems may perform one or more transformations from one uranium chemical species to another, including: conversion of uranium ore concentrates to UO3, conversion of UO3 to UO2, conversion of uranium oxides to UF4 or UF6, conversion of UF4 to UF6, conversion of UF6 to UF4, conversion of UF4 to uranium metal, and conversion of uranium fluorides to UO2. Many of the key equipment items for uranium conversion plants are common to several segments of the chemical process industry. For example, the types of equipment employed in these processes may include: furnaces, rotary kilns, fluidized bed reactors, flame tower reactors, liquid centrifuges, distillation columns and liquid-liquid extraction columns. However, few of the items are available “off-the-shelf”; most would be prepared according to the requirements and specifications of the customer. In some instances, special design and construction considerations are required to address the corrosive properties of some of the chemicals handled (HF, F2, ClF3, and uranium fluorides). Finally, it should be noted that, in all of the uranium conversion processes, items of equipment which individually are not especially designed or prepared for uranium conversion can be assembled into systems which are especially designed or prepared for use in uranium conversion.

7.1. Especially designed or prepared systems for the conversion of uranium ore concentrates to UO3

EXPLANATORY NOTE

Conversion of uranium ore concentrates to UO3 can be performed by first dissolving the ore in nitric acid and extracting purified uranyl nitrate using a solvent such as tributyl phosphate. Next, the uranyl nitrate is converted to UO3 either by concentration and denitration or by neutralization with gaseous ammonia to produce ammonium diuranate with subsequent filtering, drying, and calcining.

7.2. Especially designed or prepared systems for the conversion of UO3 to UF6

Conversion of UO3 to UF6 can be performed directly by fluorination. The process requires a source of fluorine gas or chlorine trifluoride.

7.3. Especially designed or prepared systems for the conversion of UO3 to UO2

EXPLANATORY NOTE

Conversion of UO3 to UO2 can be performed through reduction of UO3 with cracked ammonia gas or hydrogen.

7.4. Especially designed or prepared systems for the conversion of UO2 to UF4

EXPLANATORY NOTE

Conversion of UO2 to UF4 can be performed by reacting UO2 with hydrogen fluoride gas (HF) at 300-500 °C.

7.5. Especially designed or prepared systems for the conversion of UF4 to UF6

EXPLANATORY NOTE

Conversion of UF4 to UF6 is performed by exothermic reaction with fluorine in a tower reactor. UF6 is condensed from the hot effluent gases by passing the effluent stream through a cold trap cooled to -10 °C. The process requires a source of fluorine gas.

7.6. Especially designed or prepared systems for the conversion of UF4 to U metal

EXPLANATORY NOTE

Conversion of UF4 to U metal is performed by reduction with magnesium (large batches) or calcium (small batches). The reaction is carried out at temperatures above the melting point of uranium (1130 °C).

7.7. Especially designed or prepared systems for the conversion of UF6 to UO2

EXPLANATORY NOTE

Conversion of UF6 to UO2 can be performed by one of three processes. In the first, UF6 is reduced and hydrolyzed to UO2 using hydrogen and steam. In the second, UF6 is hydrolyzed by solution in water, ammonia is added to precipitate ammonium diuranate, and the diuranate is reduced to UO2 with hydrogen at 820 °C. In the third process, gaseous UF6, CO2, and NH3 are combined in water, precipitating ammonium uranyl carbonate. The ammonium uranyl carbonate is combined with steam and hydrogen at 500-600 °C to yield UO2.

UF6 to UO2 conversion is often performed as the first stage of a fuel fabrication plant.

7.8. Especially designed or prepared systems for the conversion of UF6 to UF4

EXPLANATORY NOTE

Conversion of UF6 to UF4 is performed by reduction with hydrogen.

Annex III

For the purpose of this Protocol, the competent authorities for the implementation of this Protocol on behalf of the Kingdom of the Netherlands shall be:

1) For the Kingdom of the Netherlands, in respect of its Caribbean parts, the authorities in The Hague, as follows: the Ministry of Foreign Affairs, the Ministry of Infrastructure and Water Management and the Authority for Nuclear Safety and Radiation Protection, and their legal successors.

2) For the Caribbean parts:

a) Aruba: the Public Health Inspection;

b) Curaçao: the Ministry of Health, Environment and Nature;

c) Sint Maarten: the Inspectorate Public Health, Social Services and Labor; and

d) The Caribbean part of the Netherlands (the islands of Bonaire, Sint Eustatius and Saba), the competent authorities in The Hague, as follows: the Ministry of Foreign Affairs, the Ministry of Infrastructure and Water Management and the Authority for Nuclear Safety and Radiation Protection, and their legal successors.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › RELATIE TUSSEN HET PROTOCOL EN DE WAARBORGOVEREENKOMST

Artikel 1

De bepalingen van de Waarborgovereenkomst zijn op dit Protocol van toepassing voor zover zij relevant zijn voor en verenigbaar zijn met de bepalingen van dit Protocol. In geval van tegenstrijdigheid tussen de bepalingen van de Waarborgovereenkomst en die van dit Protocol, gelden de bepalingen van dit Protocol.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › VERSTREKKING VAN INFORMATIE

Artikel 2

a Het Koninkrijk der Nederlanden verstrekt het Agentschap een verklaring met daarin:

i. Een algemene beschrijving van en informatie inzake de locatie van onderzoek- en ontwikkelingsactiviteiten in verband met de splijtstofkringloop waarbij geen nucleair materiaal betrokken is, die waar dan ook worden uitgevoerd en die worden gefinancierd, uitdrukkelijk zijn goedgekeurd of worden beheerd door, dan wel worden uitgevoerd ten behoeve van het Koninkrijk der Nederlanden.

ii. Door het Agentschap op grond van de verwachte verbetering van de doelmatigheid of efficiëntie wenselijk geachte informatie, voor zover het Koninkrijk der Nederlanden daarmee heeft ingestemd, over operationele activiteiten die voor de toepassing van waarborgen van belang zijn in installaties en op locaties buiten installaties waar gewoonlijk nucleair materiaal wordt gebruikt.

iii. Een algemene beschrijving van elk gebouw op elke locatie met inbegrip van de bestemming en, als dat niet uit die beschrijving volgt, de inhoud. De beschrijving moet een plattegrond van de locatie bevatten.

iv. Een beschrijving van de omvang van de operaties voor elke locatie die bij de in Bijlage I van dit Protocol vermelde activiteiten betrokken is.

v. Informatie over de locatie, operationele status en geraamde jaarlijkse productiecapaciteit van uraniummijnen, installaties voor uraniumconcentratie en installaties voor thoriumconcentratie, en de huidige jaarlijkse productie van die mijnen en concentratie-installaties voor het Koninkrijk der Nederlanden als geheel. Het Koninkrijk der Nederlanden verstrekt op verzoek van het Agentschap de gegevens over de huidige jaarlijkse productie van een afzonderlijke mijn of concentratie-installatie. Voor het verstrekken van deze informatie is geen gedetailleerde boekhouding van nucleair materiaal vereist.

vi. Informatie over bronmateriaal dat niet de nodige samenstelling en zuiverheid heeft bereikt om geschikt te zijn voor de fabricage van splijtstof of voor isotoopverrijking, als volgt:

a. de hoeveelheden, de chemische samenstelling, het gebruik of voorgenomen gebruik van dat materiaal, al dan niet voor nucleaire toepassingen, voor elke locatie in het Koninkrijk der Nederlanden waar dat materiaal aanwezig is in hoeveelheden van meer dan tien ton uranium en/of twintig ton thorium en voor andere locaties waar hoeveelheden van meer dan één ton aanwezig zijn, de totale hoeveelheid voor het Koninkrijk der Nederlanden als geheel als deze meer bedraagt dan tien ton uranium of twintig ton thorium. Voor het verstrekken van deze informatie is geen gedetailleerde boekhouding van nucleair materiaal vereist;

b. De hoeveelheden, de chemische samenstelling en de bestemming van elke uitvoer uit het Koninkrijk der Nederlanden van dergelijk materiaal voor specifiek niet-nucleaire doeleinden in hoeveelheden van meer dan:

1. tien ton uranium, dan wel voor achtereenvolgende uitvoeren van uranium uit het Koninkrijk der Nederlanden naar dezelfde staat van elk minder dan tien ton, maar in totaal meer dan tien ton per jaar;

2. twintig ton thorium, dan wel voor achtereenvolgende uitvoer van thorium uit het Koninkrijk der Nederlanden naar dezelfde staat van elk minder dan twintig ton, maar in totaal meer dan twintig ton per jaar;

c. de hoeveelheden, chemische samenstelling, huidige locatie en het gebruik of het voorgenomen gebruik van elke invoer in het Koninkrijk der Nederlanden van dergelijk materiaal voor specifiek niet-nucleaire doeleinden in hoeveelheden van meer dan:

1. tien ton uranium, dan wel voor achtereenvolgende invoer van uranium in het Koninkrijk der Nederlanden van elk minder dan tien ton, maar in totaal meer dan tien ton per jaar;

2. twintig ton thorium, dan wel voor achtereenvolgende invoer van thorium in het Koninkrijk der Nederlanden van elk minder dan twintig ton, maar in totaal meer dan twintig ton per jaar.

Over dergelijk materiaal dat bestemd is voor niet-nucleair gebruik, hoeft geen informatie te worden verstrekt als dit eenmaal in de vorm is gebracht voor het niet-nucleaire eindgebruik.

vii.

a. Informatie over de hoeveelheden, het gebruik en de locaties van nucleair materiaal dat van de toepassing van waarborgen is vrijgesteld ingevolge artikel 36 van de Waarborgovereenkomst;

b. Informatie over de hoeveelheden (eventueel in de vorm van ramingen) en het gebruik op elke locatie van nucleair materiaal dat ingevolge artikel 35, onder b), van de Waarborgovereenkomst van waarborgen is vrijgesteld, maar nog niet in de vorm van een niet-nucleair eindgebruik, in hoeveelheden die groter zijn dan die welke in artikel 36 van de Waarborgovereenkomst zijn vastgesteld. Voor het verstrekken van deze informatie is geen gedetailleerde boekhouding van nucleair materiaal vereist.

viii. Informatie over de locatie of verdere verwerking van middel- of hoogactief afval dat plutonium, hoogverrijkt uranium of uranium-233 bevat en waarvoor de toepassing van waarborgen is beëindigd ingevolge artikel 11 van de Waarborgovereenkomst. Als gebruikt in dit lid omvat „verdere verwerking” niet het opnieuw verpakken van het afval of de verdere conditionering ervan zonder de elementen te scheiden, voor opslag of opberging.

ix. De volgende informatie over specifieke uitrusting en niet-nucleair materiaal als vermeld in Bijlage II:

a. Voor elke uitvoer uit het Koninkrijk der Nederlanden van dergelijke uitrusting en materiaal: de hoedanigheid, hoeveelheid, locatie van voorgenomen gebruik in de staat van bestemming en uitvoerdatum dan wel in voorkomend geval verwachte uitvoerdatum;

b. Op uitdrukkelijk verzoek van het Agentschap, bevestiging door het Koninkrijk der Nederlanden, als invoerende staat, van door een andere staat aan het Agentschap verstrekte informatie over de uitvoer van dergelijke uitrusting en materiaal naar het Koninkrijk der Nederlanden.

x. Algemene plannen voor de volgende periode van tien jaar in verband met de ontwikkeling van de splijtstofkringloop (met inbegrip van geplande onderzoek- en ontwikkelingsactiviteiten in verband met de splijtstofkringloop) als deze door de bevoegde instanties van het Koninkrijk der Nederlanden zijn goedgekeurd.

b Het Koninkrijk der Nederlanden doet alles wat redelijkerwijze mag worden verwacht om het Agentschap de volgende informatie te verstrekken:

i. een algemene beschrijving van en informatie inzake de locatie van onderzoek- en ontwikkelingsactiviteiten in verband met de splijtstofkringloop waarbij geen nucleair materiaal betrokken is en die specifiek betrekking hebben op verrijking, opwerking van splijtstof of de verwerking van middelactief of hoogactief afval dat plutonium, hoogverrijkt uranium of uranium-233 bevat, die waar dan ook in het Koninkrijk der Nederlanden worden uitgevoerd, maar die niet worden gefinancierd, uitdrukkelijk zijn goedgekeurd of worden beheerd door dan wel worden uitgevoerd namens het Koninkrijk der Nederlanden. Als gebruikt in dit lid omvat „verwerking” van middelactief of hoogactief afval niet het opnieuw verpakken van het afval of de conditionering ervan zonder de elementen te scheiden, voor opslag of opberging.

ii. Een algemene beschrijving van de activiteiten en de identiteit van de persoon of entiteit die dergelijke activiteiten uitvoert, op locaties die door het Agentschap zijn aangewezen buiten een locatie en die naar mening van het Agentschap functioneel in verband kunnen staan met de activiteiten op die locatie. Deze informatie wordt verstrekt als het Agentschap daar uitdrukkelijk om verzoekt. De informatie wordt in overleg met het Agentschap tijdig verstrekt.

c Op verzoek van het Agentschap verstrekt het Koninkrijk der Nederlanden een aanvulling of opheldering van alle ingevolge dit artikel verstrekte informatie, voor zover zulks relevant is voor de toepassing van waarborgen.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › VERSTREKKING VAN INFORMATIE

Artikel 3

a Het Koninkrijk der Nederlanden verstrekt het Agentschap de in artikel 2, onder a), i), iii), iv), v), vi) a), vii) en x), en artikel 2, onder b), i), vermelde informatie binnen 180 dagen na de inwerkingtreding van dit Protocol.

b Het Koninkrijk der Nederlanden verstrekt het Agentschap voor 15 mei van elk jaar een bijgewerkte versie van de onder a) hierboven bedoelde informatie voor de periode die het voorgaande kalenderjaar bestrijkt. Als er geen wijzigingen in de reeds verstrekte informatie zijn, deelt het Koninkrijk der Nederlanden dat mee.

c Het Koninkrijk der Nederlanden verstrekt het Agentschap voor 15 mei van elk jaar de in artikel 2, onder a), vi) b) en c), vermelde informatie voor de periode die het voorgaande kalenderjaar bestrijkt.

d Het Koninkrijk der Nederlanden verstrekt het Agentschap op kwartaalbasis de in artikel 2, onder a), ix) a), vermelde informatie. Deze informatie wordt binnen 60 dagen na afloop van elk kwartaal verstrekt.

e Het Koninkrijk der Nederlanden verstrekt het Agentschap de in artikel 2, onder a), viii), vermelde informatie 180 dagen voordat verdere verwerking plaatsvindt en voor 15 mei van elk jaar informatie over wijzigingen in de locatie voor de periode die het voorgaande kalenderjaar bestrijkt.

f Het Koninkrijk der Nederlanden en het Agentschap komen overeen op welk tijdstip en met welke regelmaat de in artikel 2, onder a), ii) vermelde informatie wordt verstrekt.

g Het Koninkrijk der Nederlanden verstrekt het Agentschap de in artikel 2, onder a), ix) b), vermelde informatie binnen 60 dagen na een verzoek van het Agentschap.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › AANVULLENDE TOEGANG

Artikel 4

De volgende bepalingen gelden in verband met de verlening van aanvullende toegang ingevolge artikel 5 van dit Protocol.

a. Het Agentschap streeft er niet automatisch of systematisch naar de in artikel 2 bedoelde informatie te verifiëren; het Agentschap heeft echter toegang tot:

i. elke in artikel 5, onder a), i) of ii), bedoelde locatie, waarbij selectief te werk wordt gegaan, om de afwezigheid van niet-aangegeven nucleair materiaal en activiteiten te verifiëren;

ii. elke in artikel 5, onder b) of c), bedoelde locatie om een kwestie op te lossen in verband met de juistheid en volledigheid van de ingevolge artikel 2 verstrekte informatie of om een tegenstrijdigheid in die informatie op te lossen;

iii. elke in artikel 5, onder a), iii), bedoelde locatie voor zover nodig om het Agentschap in verband met de toepassing van waarborgen in staat te stellen de verklaring van het Koninkrijk der Nederlanden betreffende de ontmantelde toestand van een installatie of locatie buiten installaties waar gewoonlijk nucleair materiaal werd gebruikt, te verifiëren;

b.

i. Behalve in de onder ii) hieronder genoemde gevallen stelt het Agentschap het Koninkrijk der Nederlanden ten minste 24 uur van tevoren in kennis van de gewenste toegang;

ii. Voor de toegang tot elke willekeurige locatie op een locatie die wordt verlangd in verband met bezoeken om de ontwerp-gegevens te verifiëren of in verband met ad hoc- of routine-inspecties van die locatie, is de aankondigingstermijn, als het Agentschap zulks verzoekt, ten minste twee uur, maar in uitzonderlijke omstandigheden kan deze minder dan twee uur zijn.

c. Aankondiging geschiedt schriftelijk, waarbij de redenen voor de toegang en de tijdens de toegang uit te voeren activiteiten worden vermeld.

d. In het geval van een vraag of tegenstrijdigheid geeft het Agentschap het Koninkrijk der Nederlanden de gelegenheid om opheldering te verschaffen over de vraag of de tegenstrijdigheid, en de oplossing ervan dichterbij te brengen. Deze gelegenheid wordt geboden voordat om toegang wordt verzocht, tenzij het Agentschap van mening is dat laattijdige toegang nadelig is voor het doel waarvoor om toegang wordt verzocht. In ieder geval trekt het Agentschap geen conclusies over de vraag of tegenstrijdigheid voordat het Koninkrijk der Nederlanden een dergelijke gelegenheid is geboden.

e. Tenzij anderszins is toegestaan door het Koninkrijk der Nederlanden, vindt de toegang alleen plaats tijdens de gewone werktijden.

f. Het Koninkrijk der Nederlanden heeft het recht inspecteurs van het Agentschap tijdens hun toegang te laten vergezellen door vertegenwoordigers van het Koninkrijk der Nederlanden, op voorwaarde dat de inspecteurs daardoor niet worden vertraagd of anderszins worden belemmerd bij de uitoefening van hun functies.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › AANVULLENDE TOEGANG

Artikel 5

Het Koninkrijk der Nederlanden verleent het Agentschap toegang tot:

a.

i. elke plaats op een locatie;

ii. elke ingevolge artikel 2, onder a), v) tot en met viii) door het Koninkrijk der Nederlanden aangewezen locatie;

iii. elke ontmantelde installatie of ontmantelde locatie buiten installaties waar gewoonlijk nucleair materiaal werd gebruikt.

b. elke locatie die door het Koninkrijk der Nederlanden is vermeld ingevolge artikel 2, onder a), i), artikel 2, onder a), iv), artikel 2, onder a, ix) b), of artikel 2, onder b), anders dan de onder a), i), hierboven bedoelde, met dien verstande dat als het Koninkrijk der Nederlanden niet in staat is deze toegang te verlenen, het Koninkrijk der Nederlanden alles doet wat redelijkerwijze mag worden verwacht om onverwijld op andere wijze aan de eisen van het Agentschap te voldoen.

c. elke door het Agentschap aangewezen locatie, anders dan de onder a) en b) hierboven bedoelde, om locatiegebonden milieusteekproeven te nemen, met dien verstande dat als het Koninkrijk der Nederlanden niet in staat is deze toegang te verlenen, het Koninkrijk der Nederlanden alles doet wat redelijkerwijze mag worden verwacht om onverwijld op aangrenzende locaties of op andere wijze aan de eisen van het Agentschap te voldoen.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › AANVULLENDE TOEGANG

Artikel 6

Bij de tenuitvoerlegging van artikel 5 kan het Agentschap de volgende activiteiten uitvoeren:

a. voor toegang overeenkomstig artikel 5, onder a, i of iii: visuele waarneming, verzameling van milieusteekproeven, gebruik van instrumenten voor stralingsdetectie en -meting, gebruik van zegels en andere in aanvullende regelingen vermelde identificatie- en verklikapparatuur en andere objectieve maatregelen die technisch haalbaar zijn gebleken en waarvan het gebruik is goedgekeurd door de Raad van Bestuur (hierna de „Raad” genoemd) en nadat overleg heeft plaatsgevonden tussen het Agentschap en het Koninkrijk der Nederlanden.

b. voor toegang overeenkomstig artikel 5, onder a, ii: visuele waarneming, telling van objecten van nucleair materiaal, niet-destructieve metingen en het nemen van steekproeven, gebruik van instrumenten voor stralingsdetectie en -meting, onderzoek van documenten in verband met de hoeveelheden, oorsprong en aard van het materiaal, verzameling van milieusteekproeven en andere objectieve maatregelen die technisch haalbaar zijn gebleken en waarvan het gebruik is goedgekeurd door de Raad en nadat overleg heeft plaatsgevonden tussen het Agentschap en het Koninkrijk der Nederlanden.

c. voor toegang overeenkomstig artikel 5, onder b: visuele waarneming; verzameling van milieusteekproeven; gebruik van instrumenten voor stralingsdetectie en -meting; onderzoek van voor de waarborgen relevante documenten over productie en verzending; en andere objectieve maatregelen die technisch haalbaar zijn gebleken en waarvan het gebruik is goedgekeurd door de Raad en nadat overleg heeft plaatsgevonden tussen het Agentschap en het Koninkrijk der Nederlanden.

d. voor toegang overeenkomstig artikel 5, onder c: verzameling van milieusteekproeven en, ingeval de resultaten geen oplossing opleveren voor de vraag of de tegenstrijdigheid op de door het Agentschap ingevolge artikel 5, onder c, opgegeven locatie, toepassing op die locatie van visuele waarneming, instrumenten voor stralingsdetectie en -meting en, in overeenstemming tussen het Koninkrijk der Nederlanden en het Agentschap, andere objectieve maatregelen.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › AANVULLENDE TOEGANG

Artikel 7

a Op verzoek van het Koninkrijk der Nederlanden treffen het Agentschap en het Koninkrijk der Nederlanden regelingen voor beheerde toegang uit hoofde van dit Protocol teneinde de verspreiding van proliferatiegevoelige informatie te voorkomen, om aan de vereisten inzake veiligheid of fysieke bescherming te voldoen, of om vertrouwelijke of commercieel gevoelige informatie te beschermen. Deze regelingen zullen het Agentschap niet verhinderen om activiteiten uit te voeren die nodig zijn om de afwezigheid van niet-aangemeld nucleair materiaal en activiteiten op de betrokken locatie te bevestigen, met inbegrip van het oplossen van vragen in verband met de juistheid en volledigheid van de in artikel 2 bedoelde informatie of een inconsistentie met betrekking tot die informatie.

b Het Koninkrijk der Nederlanden kan bij het verstrekken van de in artikel 2 bedoelde informatie het Agentschap in kennis stellen van de plaatsen op een locatie of locatie waarvoor beheerde toegang van toepassing kan zijn.

c In afwachting van de inwerkingtreding van de eventueel vereiste aanvullende regelingen kan het Koninkrijk der Nederlanden een beroep doen op beheerde toegang in overeenstemming met het bepaalde onder a hierboven.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › AANVULLENDE TOEGANG

Artikel 8

Niets in dit Protocol staat in de weg dat het Koninkrijk der Nederlanden het Agentschap toegang verleent tot andere locaties dan bedoeld in de artikelen 5 en 9 of het Agentschap te verzoeken verificatieactiviteiten op een bepaalde locatie uit te voeren. Het Agentschap doet onverwijld alles wat redelijkerwijze mag worden verwacht om aan een dergelijk verzoek te voldoen.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › AANVULLENDE TOEGANG

Artikel 9

Het Koninkrijk der Nederlanden verleent het Agentschap toegang tot door het Agentschap opgegeven locaties om over een ruimer gebied milieusteekproeven te nemen, met dien verstande dat als het Koninkrijk der Nederlanden niet in staat is dergelijke toegang te verlenen, het alles doet wat redelijkerwijze mag worden verwacht om op alternatieve locaties aan de eisen van het Agentschap te voldoen. Het Agentschap verlangt dergelijke toegang niet voordat het nemen van milieusteekproeven over een ruimer gebied en de procedurele regelingen daarvoor zijn goedgekeurd door de Raad en nadat overleg tussen het Agentschap en het Koninkrijk der Nederlanden heeft plaatsgevonden.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › AANVULLENDE TOEGANG

Artikel 10

Het Agentschap stelt het Koninkrijk der Nederlanden in kennis van:

a. de ingevolge dit Protocol uitgevoerde activiteiten, met inbegrip van activiteiten in verband met eventuele vragen of tegenstrijdigheden die het Agentschap onder de aandacht van het Koninkrijk der Nederlanden had gebracht, en wel binnen 60 dagen nadat de activiteiten door het Agentschap zijn uitgevoerd.

b. de resultaten van activiteiten in verband met eventuele vragen of tegenstrijdigheden die het Agentschap onder de aandacht van het Koninkrijk der Nederlanden had gebracht, en wel zo spoedig mogelijk maar in ieder geval binnen 30 dagen nadat de resultaten door het Agentschap zijn bereikt.

c. De conclusies die het heeft getrokken uit zijn activiteiten ingevolge dit Protocol. De conclusies worden jaarlijks meegedeeld.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › BENOEMING VAN INSPECTEURS VAN HET AGENTSCHAP

Artikel 11

a

i. De directeur-generaal stelt het Koninkrijk der Nederlanden in kennis wanneer de Raad ermee instemt dat een functionaris van het Agentschap optreedt als waarborginspecteur. Tenzij het Koninkrijk der Nederlanden binnen drie maanden nadat het van de instemming van de Raad in kennis is gesteld, de directeur-generaal laat weten dat het niet aanvaardt dat de betrokken functionaris optreedt als inspecteur voor het Koninkrijk der Nederlanden, wordt de aldus aan het Koninkrijk der Nederlanden meegedeelde inspecteur geacht voor het Koninkrijk der Nederlanden te zijn benoemd.

ii. De directeur-generaal, die handelt naar aanleiding van een verzoek van het Koninkrijk der Nederlanden dan wel op eigen initiatief, stelt het Koninkrijk der Nederlanden onverwijld in kennis van de beëindiging van de benoeming van een functionaris als inspecteur voor het Koninkrijk der Nederlanden.

b Een kennisgeving als bedoeld onder a) hierboven wordt geacht door het Koninkrijk der Nederlanden te zijn ontvangen zeven dagen na de datum van de kennisgeving door het Agentschap per aangetekende post aan het Koninkrijk der Nederlanden is verzonden.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › VISA

Artikel 12

Het Koninkrijk der Nederlanden verleent binnen één maand nadat hij daartoe een verzoek heeft ontvangen de in het verzoek vermelde benoemde inspecteur de nodige meervoudige in- en uitreisvisa en/of transitvisa om de inspecteur in staat te stellen het grondgebied van het Koninkrijk der Nederlanden binnen te komen en aldaar te verblijven voor de uitoefening van zijn of haar functies. Alle vereiste visa zijn ten minste één jaar geldig en worden zo nodig vernieuwd om de duur van de benoeming van de inspecteur voor het Koninkrijk der Nederlanden te bestrijken.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › AANVULLENDE REGELINGEN

Artikel 13

a Ingeval het Koninkrijk der Nederlanden of het Agentschap te kennen geeft dat het noodzakelijk is in aanvullende regelingen uiteen te zetten op welke wijze de in dit Protocol neergelegde maatregelen moeten worden toegepast, bereiken het Koninkrijk der Nederlanden en het Agentschap overeenstemming over dergelijke aanvullende regelingen binnen 90 dagen na de inwerkingtreding van dit Protocol of, als de noodzaak van dergelijke aanvullende regelingen na de inwerkingtreding van dit Protocol naar voren wordt gebracht, binnen 90 dagen na de datum waarop dat is geschied.

b In afwachting van de inwerkingtreding van de eventueel vereiste aanvullende regelingen is het Agentschap gerechtigd de in dit Protocol neergelegde maatregelen toe te passen.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › COMMUNICATIESYSTEMEN

Artikel 14

a Het Koninkrijk der Nederlanden staat het Agentschap voor officiële doeleinden vrije communicatie toe, en beschermt deze, tussen inspecteurs van het Agentschap in het Koninkrijk der Nederlanden en het hoofdkantoor en/of de regionale kantoren van het Agentschap, met inbegrip van al dan niet automatische verzending van informatie afkomstig van insluit- en/of controle- of meetapparatuur van het Agentschap. Het Agentschap heeft in overleg met het Koninkrijk der Nederlanden het recht gebruik te maken van internationale systemen voor rechtstreekse communicatie, waaronder satellietsystemen en andere vormen van telecommunicatie, die niet in het Koninkrijk der Nederlanden in gebruik zijn. Op verzoek van het Koninkrijk der Nederlanden of het Agentschap worden details van de tenuitvoerlegging van dit lid betreffende de al dan niet automatische verzending van informatie afkomstig van insluit- en/of controle- of meetapparatuur van het Agentschap nader uiteengezet in de aanvullende regelingen.

b Bij de communicatie en verzending van informatie overeenkomstig punt a) hierboven wordt rekening gehouden met de noodzaak om vertrouwelijke of commercieel gevoelige informatie of ontwerp-gegevens die het Koninkrijk der Nederlanden bijzonder gevoelig acht, te beschermen.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › BESCHERMING VAN VERTROUWELIJKE INFORMATIE

Artikel 15

a Het Agentschap handhaaft een strikte regeling om een doeltreffende bescherming te waarborgen tegen de bekendmaking van commerciële, technologische en industriële geheimen en andere vertrouwelijke informatie waarvan het kennis krijgt, met inbegrip van informatie waarvan het kennis krijgt bij de tenuitvoerlegging van dit Protocol.

b De onder a. hierboven bedoelde regeling omvat onder meer bepalingen inzake:

i. algemene beginselen en daarmee samenhangende maatregelen in verband met de behandeling van vertrouwelijke informatie;

ii. voorwaarden voor de tewerkstelling van personeel betreffende de bescherming van vertrouwelijke informatie;

iii. procedures in geval van schending of vermeende schending van de vertrouwelijkheid.

c De onder a. hierboven bedoelde regeling wordt door de Raad goedgekeurd en periodiek opnieuw bezien.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › BIJLAGEN

Artikel 16

a De Bijlagen van dit Protocol vormen hiervan een integrerend onderdeel. Behalve ten behoeve van wijzigingen van de Bijlagen wordt in dit instrument met de term „Protocol” bedoeld het Protocol en de Bijlagen samen.

b De lijst van activiteiten van Bijlage I en de lijst van uitrusting en materiaal van Bijlage II kunnen door de Raad worden gewijzigd op advies van een door de Raad opgerichte open werkgroep van deskundigen. Deze wijzigingen treden vier maanden nadat zij door de Raad zijn goedgekeurd, in werking.

c De bevoegde autoriteiten die namens het Koninkrijk der Nederlanden verantwoordelijk zijn voor de uitvoering van dit Protocol, zijn opgenomen in Bijlage III. Het Koninkrijk der Nederlanden kan het Agentschap te allen tijde langs diplomatieke weg schriftelijk in kennis stellen van wijzigingen van de in Bijlage III genoemde bevoegde instanties.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › INWERKINGTREDING

Artikel 17

a Dit Protocol treedt in werking op de eerste dag van de tweede maand na de datum waarop het Koninkrijk der Nederlanden het Agentschap langs diplomatieke weg schriftelijk ervan in kennis heeft gesteld dat aan zijn interne vereisten voor de inwerkingtreding van dit Protocol is voldaan.

b Wat het Koninkrijk der Nederlanden betreft, is dit Protocol van toepassing op Aruba, Curaçao, Sint Maarten en het Caribische deel van Nederland (de eilanden Bonaire, Sint Eustatius en Saba), tenzij in bovengenoemde schriftelijke kennisgeving anders is bepaald. In het laatste geval zal het Koninkrijk der Nederlanden, indien het te allen tijde het territoriale toepassingsgebied van dit Protocol wenst uit te breiden tot een of meer van zijn Caribische delen, het Agentschap hiervan schriftelijk in kennis stellen.

c Het Koninkrijk der Nederlanden kan te allen tijde vóór de inwerkingtreding van dit Protocol verklaren dat het dit Protocol voorlopig zal toepassen.

d De directeur-generaal stelt alle lidstaten van het Agentschap onverwijld in kennis van elke verklaring van voorlopige toepassing en van de inwerkingtreding van dit Protocol.

Aanvullend Protocol bij de Overeenkomst van 5 april 1973 tussen het Koninkrijk der Nederlanden en het Internationaal Atoomenergieagentschap inzake de toepassing van waarborgen met betrekking tot de Nederlandse Antillen in verband met het Verdrag inzake de niet-verspreiding van kernwapens en Aanvullend Protocol I bij het Verdrag tot verbod van kernwapens in Latijns-Amerika › BEGRIPSOMSCHRIJVINGEN

Artikel 18

Als gebruikt in dit Protocol betekent:

a. Het Koninkrijk der Nederlanden, met betrekking tot zijn Caribische delen: het Koninkrijk der Nederlanden, met betrekking tot zijn afzonderlijke delen die buiten Europa zijn gelegen, ongeacht zijn interne verdeling van bevoegdheden.

b. Caribische delen: Aruba, Curaçao, Sint Maarten en/of het Caribische deel van Nederland (de eilanden Bonaire, Sint Eustatius en Saba).

c. onderzoek- en ontwikkelingsactiviteiten in verband met de splijtstofkringloop: die activiteiten die specifiek betrekking hebben op een aspect van de proces- of systeemontwikkeling van een van de volgende zaken:

– de conversie van nucleair materiaal,

– de verrijking van nucleair materiaal,

– de fabricage van splijtstof,

– reactoren,

– kritieke installaties,

– de opwerking van splijtstof,

– de verwerking (uitgezonderd opnieuw verpakken of conditioneren zonder de elementen te scheiden, voor opslag of opberging) van middelactief of hoogactief afval dat plutonium, hoogverrijkt uranium of uranium-233 bevat,

echter uitgezonderd activiteiten in verband met theoretisch of fundamenteel wetenschappelijk onderzoek of onderzoek en ontwikkeling van industriële toepassingen van radio-isotopen, medische, hydrologische en agrarische toepassingen, gevolgen voor de gezondheid en het milieu en beter onderhoud;

d. locatie: het terrein dat door het Koninkrijk der Nederlanden is aangegeven in de toepasselijke ontwerpgegevens betreffende een installatie, met inbegrip van een buiten gebruik gestelde installatie en in de informatie over een locatie buiten installaties waar nucleair materiaal gewoonlijk wordt gebruikt, met inbegrip van een buiten gebruik gestelde locatie buiten installaties waar nucleair materiaal gewoonlijk werd gebruikt (dit is beperkt tot locaties met hete cellen of locaties waar activiteiten in verband met de conversie, verrijking, splijtstoffabricage of opwerking plaatsvonden); „Locatie” omvat tevens alle installaties die zich bij de installatie of locatie bevinden voor de levering of het gebruik van essentiële diensten, zoals: hete cellen voor de verwerking van bestraalde materialen die geen nucleair materiaal bevatten; installaties voor de behandeling, opslag en opberging van afval; en gebouwen die betrekking hebben op specifieke activiteiten die door het Koninkrijk der Nederlanden ingevolge artikel 2, onder a) iv) hierboven, zijn aangewezen;

e. ontmantelde installatie of ontmantelde locatie buiten installaties: een installatie of locatie waar overgebleven constructies en uitrusting die essentieel waren voor het gebruik ervan, zijn verwijderd of onbruikbaar zijn gemaakt, zodat de installatie of locatie niet wordt gebruikt voor de opslag en niet langer kan worden gebruikt voor de hantering, verwerking of het gebruik van nucleair materiaal;

f. buiten gebruik gestelde installatie of buiten gebruik gestelde locatie buiten installaties: een installatie of locatie waar de activiteiten zijn gestaakt en het nucleair materiaal is verwijderd, maar die niet is ontmanteld.

g. hoogverrijkt uranium: uranium dat 20 % of meer van de isotoop uranium-235 bevat;

h. locatiegebonden milieusteekproeven: de verzameling van milieusteekproeven (bijvoorbeeld lucht, water, vegetatie, bodem, uitstrijkpreparaten) op en in de onmiddellijke omgeving van een door het Agentschap opgegeven locatie om het Agentschap te helpen conclusies te trekken over de afwezigheid van niet-aangemeld nucleair materiaal of nucleaire activiteiten op de opgegeven locatie.

i. milieusteekproeven over een ruimer gebied: de verzameling van milieusteekproeven (bijvoorbeeld lucht, water, vegetatie, bodem, uitstrijkpreparaten) op een reeks door het Agentschap opgegeven locaties om het Agentschap te helpen conclusies te trekken over de afwezigheid van niet-aangemeld nucleair materiaal of nucleaire activiteiten over een ruimer gebied.

j. nucleair materiaal: enigerlei bronmateriaal of bijzondere splijtstof zoals gedefinieerd in artikel XX van het Statuut. De term bronmateriaal is niet van toepassing op erts of ertsresidu. Besluiten van de Raad ingevolge artikel XX van het Statuut van het Agentschap, na de inwerkingtreding van dit Protocol, waardoor de lijst van als bronmateriaal of als bijzondere splijtstof beschouwde materialen wordt uitgebreid, hebben wat de toepassing van dit Protocol betreft alleen effect als zij door het Koninkrijk der Nederlanden worden aanvaard.

k. installatie:

i. reactor, kritieke installatie, conversie-, productie-, opwerkings- of isotopenscheidingsinstallatie of een afzonderlijke opslaginstallatie; of

ii. elke locatie waar doorgaans nucleair materiaal in hoeveelheden groter dan één effectieve kilogram wordt gebruikt.

l. locatie buiten installaties: elke installatie of locatie die geen installatie is en doorgaans nucleair materiaal in hoeveelheden groter dan één effectieve kilogram of minder wordt gebruikt.

Bijlage I — LIJST VAN ACTIVITEITEN BEDOELD IN ARTIKEL 2, ONDER A), IV), VAN HET PROTOCOL

Tekst

i. De vervaardiging van rotorbuizen voor centrifuges of de assemblage van gascentrifuges.

Onder rotorbuizen voor centrifuges wordt verstaan dunwandige cilinders als beschreven onder post 5.1.1, b), van Bijlage II.

Onder gascentrifuges wordt verstaan centrifuges als beschreven in de inleiding bij post 5.1 van Bijlage II

ii. De vervaardiging van diffusiebarrières.

Onder diffusiebarrières wordt verstaan dunne, poreuze filters als beschreven onder post 5.3.1, a), van Bijlage II.

iii. De vervaardiging of assemblage van systemen met lasers.

Onder systemen met lasers wordt verstaan systemen die onderdelen bevatten als beschreven onder post 5.7 van Bijlage II..

iv. De vervaardiging of assemblage van elektromagnetische isotopenscheiders.

Onder elektromagnetische isotopenscheiders wordt verstaan onderdelen als bedoeld onder post 5.9.1 van Bijlage II die ionenbronnen bevatten als beschreven onder post 5.9.1, a), van Bijlage II.

v. De vervaardiging of assemblage van kolommen of extractieuitrusting.

Onder kolommen of extractieuitrusting wordt verstaan onderdelen als beschreven onder de posten 5.6.1, 5.6.2, 5.6.3, 5.6.5, 5.6.6, 5.6.7 en 5.6.8 van Bijlage II.

vi. De vervaardiging van aërodynamische scheidingsstraalpijpen of vortexbuizen.

Onder aërodynamische scheidingsstraalpijpen of vortexbuizen wordt verstaan scheidingsstraalpijpen en vortexbuizen als beschreven onder respectievelijk de posten 5.5.1 en 5.5.2 van Bijlage II.

vii. De vervaardiging of assemblage van systemen voor het genereren van uraniumplasma.

Onder systemen voor het genereren van uraniumplasma wordt verstaan systemen voor het genereren van uraniumplasma als beschreven onder post 5.8.3 van Bijlage II.

viii. De vervaardiging van zirkoniumbuizen.

Onder zirkoniumbuizen wordt verstaan buizen als beschreven onder post 1.6 van Bijlage II.

ix. De vervaardiging of verrijking van zwaar water of deuterium.

Onder zwaar water of deuterium wordt verstaan deuterium, zwaar water (deuteriumoxide) en elke andere deuteriumverbinding waarin de verhouding tussen deuterium- en waterstofatomen groter is dan 1:5000.

x. De vervaardiging van grafiet voor nucleaire toepassingen.

Onder grafiet voor nucleaire toepassingen wordt verstaan grafiet met een zuiverheid beter dan 5 ppm boorequivalent en met een dichtheid groter dan 1,50 g/cm3.

xi. De vervaardiging van containers voor bestraalde splijtstof.

Onder containers voor bestraalde splijtstof wordt verstaan vaten voor het vervoer en/of de opslag van bestraalde splijtstof die chemische, thermische en stralingsbescherming bieden en de vervalwarmte dissiperen tijdens het hanteren, het vervoer en de opslag.

xii. De vervaardiging van regelstaven voor reactoren.

Onder regelstaven voor reactoren wordt verstaan staven als beschreven onder post 1.4 van Bijlage II.

xiii. De vervaardiging van kritisch veilige tanks en vaten.

Onder kritisch veilige tanks en vaten wordt verstaan onderdelen als beschreven onder de posten 3.2 en 3.4 van Bijlage II.

xiv. De vervaardiging van hakmachines voor bestraalde splijtstofelementen.

Onder hakmachines voor bestraalde splijtstofelementen wordt verstaan uitrusting als beschreven onder post 3.1 van Bijlage II.

xv. De constructie van hete cellen.

Onder hete cellen wordt verstaan een cel of een aantal met elkaar verbonden cellen met een totaal volume van ten minste 6 m3 waarvan de afscherming gelijk is aan of beter is dan het equivalent van 0,5 m beton, met een dichtheid van 3,2 g/cm3 of meer, uitgerust met apparatuur voor werkzaamheden op afstand.

Bijlage II — LIJST VAN GESPECIFICEERDE UITRUSTING EN NIET-NUCLEAR MATERIAAL VOOR HET AANMELDEN VAN UITVOER EN INVOER INGEVOLGE VAN ARTIKEL 2, ONDER A), ix)

Tekst (deel 1)

1. Reactoren en uitrusting daarvoor

1.1. Volledige kernreactoren

Kernreactoren met een zodanige werking dat zij een beheerste zichzelf onderhoudende kettingreactie van kernsplijting handhaven, uitgezonderd nulenergiereactoren, welke laatste reactoren zijn gedefinieerd als reactoren waarvan de nominale plutoniumproductie ten hoogste 100 g per jaar bedraagt.

TOELICHTING

Een „kernreactor” omvat in principe de delen in of rechtstreeks bevestigd aan het reactorvat, die het vermogensniveau in de kern regelt, alsmede de onderdelen die gewoonlijk het primaire koelmiddel van de reactorkern bevatten, daarmee in rechtstreeks contact komen of dit reguleren.

Het is niet de bedoeling dat reactoren die redelijkerwijze zo kunnen worden gewijzigd dat zij aanzienlijk meer dan 100 g plutonium per jaar produceren, worden uitgesloten. Reactoren die zijn ontworpen om langdurig op een significant vermogen in bedrijf te zijn, worden ongeacht hun capaciteit voor de productie van plutonium niet beschouwd als „nulenergiereactoren”

1.2. Reactordrukvaten

Metalen vaten, hetzij als complete eenheden, hetzij als grote geprefabriceerde onderdelen daarvoor, die speciaal zijn ontworpen of vervaardigd als omhulsel van de kern van een kernreactor als gedefinieerd in paragraaf 1.1 hierboven en die bestand zijn tegen de werkdruk van het primaire koelmiddel.

TOELICHTING

Een bovenplaat voor een reactordrukvat valt onder post 1.2 als groot geprefabriceerd onderdeel van een drukvat.

Inwendige delen van reactoren (bijvoorbeeld ondersteunende kolommen en platen voor de kern en andere inwendige delen van het reactorvat, geleidingsbuizen voor regelstaven, hitteschilden, keerschotten, roosterplaten van de reactorkern, diffusorplaten, enz.) worden doorgaans geleverd door de leverancier van de reactor. In sommige gevallen maken bepaalde interne ondersteunende componenten deel uit van de fabricage van het drukvat. Deze onderdelen zijn dermate cruciaal voor de veiligheid en betrouwbaarheid van het functioneren van de reactor (en bijgevolg voor de waarborgen en aansprakelijkheid van de reactorleverancier) dat levering ervan buiten de standaardregeling voor de levering van de reactor zelf, niet gebruikelijk zal zijn. Hoewel de afzonderlijke levering van deze unieke, speciaal ontworpen en vervaardigde, kritieke, grote en dure onderdelen niet per se buiten het aandachtsgebied valt, worden dergelijke leveringen dan ook onwaarschijnlijk geacht.

1.3. Laad- en losinrichtingen voor reactorbrandstof

Manipuleeruitrusting speciaal ontworpen of vervaardigd voor het inbrengen of verwijderen van splijtstof in een kernreactor als gedefinieerd in paragraaf 1.1 hierboven, geschikt voor operaties in bedrijf of uitgerust met technisch geavanceerde voorzieningen voor het positioneren of aligneren om complexe brandstofmanipulaties in uitgeschakelde toestand mogelijk te maken, bijvoorbeeld operaties waarbij direct zicht op of toegang tot de splijtstof normalerwijze niet mogelijk is.

1.4. Regelstaven voor reactoren

Staven die speciaal zijn ontworpen of vervaardigd voor de beheersing van de reactiesnelheid in een kernreactor als gedefinieerd in paragraaf 1.1 hierboven.

TOELICHTING

Deze post omvat naast het deel voor de neutronenabsorptie ook de draag- of ophangconstructies daarvoor als deze afzonderlijk worden geleverd.

1.5. Drukpijpen voor reactoren

Pijpen die speciaal zijn ontworpen of vervaardigd om dienst te doen als houder van de splijtstofelementen en het primaire koelmiddel in een kernreactor als gedefinieerd in paragraaf 1.1 hierboven bij een werkdruk van meer dan 5,1 MPa (740 psi).

1.6. Zirkoniumbuizen

Zirkoniummetaal en legeringen in de vorm van buizen of samenstellingen van buizen en in hoeveelheden groter dan 500 kg gerekend over een willekeurige periode van twaalf maanden, speciaal ontworpen of vervaardigd voor gebruik in een kernreactor als gedefinieerd in paragraaf 1.1 hierboven en waarin de gewichtsverhouding tussen hafnium en zirkonium minder is dan 1:500.

1.7. Pompen voor het primaire koelmiddel

Pompen die speciaal zijn ontworpen of vervaardigd voor het doen circuleren van het primaire koelmiddel van kernreactoren als gedefinieerd in paragraaf 1.1 hierboven.

TOELICHTING

Speciaal ontworpen of vervaardigde pompen kunnen uitgebreide afdichtingssystemen of meervoudige afdichtingssystemen bevatten om lekkage van het primaire koelmiddel te voorkomen, pompen met ingekapselde rotor en pompen met traagheidssystemen.

Deze definitie omvat pompen die zijn gecertificeerd volgens NC-1 of gelijkwaardige normen.

2. Niet-nucleaire materialen voor reactoren

2.1. Deuterium en zwaar water

Deuterium, zwaar water (deuteriumoxide) en elke andere deuteriumverbinding waarin de verhouding tussen deuterium- en waterstofatomen groter is dan 1:5000 voor gebruik in een kernreactor als gedefinieerd in paragraaf 1.1 hierboven in hoeveelheden groter dan 200 kg deuteriumatomen voor elk ontvangend land over elke willekeurige periode van twaalf maanden.

2.2. Grafiet voor nucleaire toepassingen

Grafiet met een zuiverheid beter dan 5 ppm boorequivalent en met een dichtheid groter dan 1,50 g/cm3 voor gebruik in een kernreactor als gedefinieerd in paragraaf 1.1 hierboven in hoeveelheden groter dan 3 x 104 kg (30 metrische ton) voor elk ontvangend land over elke willekeurige periode van twaalf maanden.

OPMERKING

Wat de aanmelding betreft, bepaalt de regering of de uitvoer van grafiet dat aan bovenstaande specificaties voldoet al dan niet bestemd is voor gebruik in kernreactoren.

3. Fabrieken voor het opwerken van bestraalde splijtstofelementen en speciaal daarvoor ontworpen of vervaardigde uitrusting

INLEIDING

Bij de opwerking van bestraalde splijtstof worden plutonium en uranium gescheiden van sterk radioactieve splijtingsproducten en andere transurane elementen, Deze scheiding kan met verschillende technische procedés worden bereikt. In de loop van de jaren is het purexproces echter het meest gebruikte en aanvaarde procedé geworden. Het purexprocedé bestaat uit het oplossen van bestraalde splijtstof in salpeterzuur, gevolgd door de scheiding van het uranium, het plutonium en de splijtingsproducten door vloeistofextractie waarbij een mengsel van tributylfosfaat in een organisch oplosmiddel wordt gebruikt.

Purexinstallaties hebben procesfuncties die vergelijkbaar zijn, bijvoorbeeld fijnhakken van bestraalde splijtstofelementen, oplossen van de splijtstof, vloeistofextractie en opslag van procesvloeistoffen. Er kan uitrusting zijn om uraniumnitraat langs thermische weg te denitrificeren, plutoniumnitraat om te zetten in oxide of metaal en het effluent dat splijtingsproducten bevat om te zetten in een vorm die geschikt is voor langdurige opslag of opberging. Het specifieke type en de configuratie van de uitrusting voor deze functies kunnen echter verschillen voor verschillende purexinstallaties om diverse redenen, zoals het type en de hoeveelheid op te werken bestraalde splijtstof en de beoogde bestemming van de teruggewonnen materialen en de veiligheids- en onderhoudsfilosofie waar bij het ontwerp van de installatie van is uitgegaan.

Een „fabriek voor het opwerken van bestraalde splijtstofelementen” omvat de uitrusting en onderdelen die in de regel rechtstreeks in aanraking komen met de bestraalde splijtstof en de voornaamste processtromen van nucleair materiaal en splijtingsproducten en deze rechtstreeks regelen.

Deze processen, met inbegrip van volledige systemen voor de conversie van plutonium en de productie van plutoniummetaal, kunnen worden geïdentificeerd aan de hand van de maatregelen die zijn genomen om kriticiteit (bijvoorbeeld door middel van de geometrie), blootstelling aan straling (bijvoorbeeld door middel van afscherming) en toxiciteitsgevaren (bijvoorbeeld door middel van insluiting) te voorkomen.

In de zinsnede „en speciaal ontworpen of vervaardigde uitrusting” voor het opwerken van bestraalde splijtstofelementen zijn begrepen:

3.1. Hakmachines voor bestraalde splijtstofelementen

INLEIDING

Deze uitrusting doorbreekt de bekleding van de splijtstof om het bestraalde nucleaire materiaal in oplossing te brengen. Speciaal ontworpen metaalscharen worden het meest algemeen gebruikt, hoewel ook geavanceerde uitrusting, bijvoorbeeld lasers, kan worden gebruikt.

Op afstand bediende uitrusting, speciaal ontworpen of vervaardigd voor het gebruik in een opwerkingsfabriek als hierboven beschreven en bestemd voor het snijden, hakken of knippen van bestraalde splijtstofpakketten, -bundels of -staven.

3.2. Oplostanks

INLEIDING

Oplostanks zijn normaliter bestemd voor de fijngehakte verbruikte splijtstof. In deze kritisch veilige tanks wordt het bestraalde nucleaire materiaal opgelost in salpeterzuur en worden de resterende omhullingen uit de processtroom verwijderd.

Kritisch veilige tanks (bijvoorbeeld ring- of plaattanks met een kleine diameter) speciaal ontworpen of vervaardigd voor gebruik in een opwerkingsfabriek als hierboven omschreven, bestemd voor het oplossen van bestraalde splijtstof, die bestand zijn tegen hete, sterk corrosieve vloeistoffen en die op afstand gevuld en onderhouden kunnen worden.

3.3. Vloeistofextractors en uitrusting voor vloeistofextractie

INLEIDING

Vloeistofextractors ontvangen de oplossing van bestraalde splijtstof van de oplostanks en de organische oplossing die uranium, plutonium en splijtingsproducten scheidt. Uitrusting voor vloeistofextractie wordt normaliter ontworpen om aan strikte bedrijfsparameters te voldoen, bijvoorbeeld lange levensduur zonder onderhoudseisen of gemakkelijk te vervangen, eenvoudige bediening en regeling en aanpasbaarheid aan variaties in de procesomstandigheden.

Speciaal ontworpen of vervaardigde vloeistofextractors, zoals gestapelde kolommen of pulskolommen, mengers-ontmengers of centrifugale contactors voor gebruik in een fabriek voor de opwerking van bestraalde splijtstof. Vloeistofextractors moeten bestand zijn tegen de corrosieve werking van salpeterzuur. Vloeistofextractors worden normaliter volgens extreem hoge normen (waaronder speciale las-, keurings-, kwaliteitsborgings- en kwaliteitscontroletechnieken) vervaardigd van roestvrij staal met een laag koolstofgehalte, titaan, zirkonium of andere hoogwaardige materialen.

3.4. Chemische voorraad- of opslagvaten

INLEIDING

De vloeistofextractiestap resulteert in drie grote vloeistofstromen. Voorraad- of opslagvaten worden gebruikt voor de verdere verwerking van deze drie processtromen, en wel als volgt:

a. De zuivere uraniumnitraatoplossing wordt geconcentreerd door indamping en in een denitrificatieproces omgezet in uraniumoxide. Dit oxide wordt opnieuw gebruikt in de splijtstofkringloop.

b. De oplossing van hoogradioactieve splijtingsproducten wordt normaliter geconcentreerd door verdamping en opgeslagen als concentraat. Dit concentraat kan vervolgens worden ingedampt en omgezet in een vorm die geschikt is voor opslag of opberging.

c. de zuivere plutoniumnitraatoplossing wordt geconcentreerd en opgeslagen alvorens naar volgende processtappen te worden overgebracht. Vooral voorraad- of opslagvaten voor plutoniumoplossingen worden ontworpen om kriticiteitsproblemen te vermijden die het gevolg zijn van veranderingen in de concentratie en vorm van deze stroom.

Speciaal ontworpen of vervaardigde voorraad- of opslagvaten voor het gebruik in een fabriek voor de opwerking van bestraalde splijtstof. De voorraad- of opslagvaten moeten bestand zijn tegen de corrosieve werking van salpeterzuur. De voorraad- of opslagvaten worden gewoonlijk vervaardigd van materialen zoals koolstofarm roestvrij staal, titanium of zirkonium, of andere hoogwaardige materialen. Voorraad- en opslagvaten kunnen worden ontworpen om op afstand te worden bediend en onderhouden en kunnen de volgende kenmerken bezitten om de nucleaire kriticiteit te beheersen:

1. wanden of inwendige structuren met een boorequivalent van ten minste 2 %, of

2. een maximale diameter van 175 mm (7 inch) voor cilindrische vaten, of

3. een maximale breedte van 75 mm (3 inch) voor rechthoekige of ringvormige vaten.

3.5. Systeem voor de omzetting van plutoniumnitraat in plutoniumoxide

INLEIDING

In de meeste opwerkingsinstallaties betreft het laatste proces de omzetting van het opgeloste plutoniumnitraat in plutoniumdioxide. De belangrijkste onderdelen van dit proces zijn: opslag en aanpassing van het ingangsmateriaal, bezinken en scheiden van vaste stof en vloeistof, calcineren, hanteren van het product, ventileren, afvalbeheer en procesregeling.

Complete systemen speciaal ontworpen of vervaardigd voor de omzetting van plutoniumnitraat in plutoniumoxide, met name zo aangepast dat kriticiteit en stralingseffecten worden vermeden en de toxiciteitsrisico’s tot een minimum worden herleid.

3.6. Systemen voor de productie van plutoniummetaal uit plutoniumoxide

INLEIDING

In dit proces, dat in een opwerkingsinstallatie kan plaatsvinden, wordt plutoniumdioxide gefluorideerd, doorgaans met het sterk corrosieve waterstoffluoride, tot plutoniumfluoride dat vervolgens wordt gereduceerd met behulp van zeer zuiver calciummetaal tot metallisch plutonium en een calciumfluorideslak. De belangrijkste onderdelen van dit proces zijn: fluorideren (bijvoorbeeld met uitrusting die is vervaardigd van of bekleed met een edel metaal), metaalreductie (bijvoorbeeld in keramische vaten), terugwinning van slak, hantering van de producten, ventilatie, afvalbeheer en procesregeling.

Complete systemen speciaal ontworpen of vervaardigd voor de productie van plutoniummetaal, met name zo aangepast dat kriticiteit en stralingseffecten worden vermeden en de toxiciteitsrisico’s tot een minimum worden herleid.

4. Fabrieken voor de vervaardiging van splijtstofelementen

Een „fabriek voor de vervaardiging van splijtstofelementen” omvat uitrusting die:

a. in de regel in rechtstreeks contact komt met de productiestroom van nucleair materiaal of deze rechtstreeks verwerkt of reguleert, of

b. zorgt voor de afdichting van het nucleaire materiaal in de splijtstofstaaf.

5. Fabrieken voor de scheiding van isotopen van uranium en speciaal daarvoor ontworpen of vervaardigde uitrusting, andere dan analyse-instrumenten

In de zinsnede „speciaal daarvoor ontworpen of vervaardigde uitrusting, andere dan analyse-instrumenten” voor de scheiding van uraniumisotopen zijn begrepen:

5.1. Gascentrifuges en assemblages en onderdelen speciaal ontworpen of vervaardigd voor gebruik in gascentrifuges

INLEIDING

Een gascentrifuge bestaat in de regel uit één of meer dunwandige cilinders met een diameter tussen 75 mm (3 inch) en 400 mm (16 inch) die in een vacuüm worden geplaatst en ronddraaien met een hoge omtreksnelheid van circa 300 m/s of meer, waarbij de centrale as verticaal geplaatst is. Om de hoge snelheid te bereiken moeten de constructiematerialen van de roterende onderdelen een hoge sterkte/dichtheidsverhouding hebben en moet de rotoropstelling, en dus ook de afzonderlijke onderdelen daarvan, volgens zeer nauwe toleranties worden vervaardigd om de onbalans te minimaliseren. In tegenstelling tot andere centrifuges wordt de gascentrifuge voor uraniumverrijking gekenmerkt door de aanwezigheid van één of meer roterende schijfvormige keerschotten in de rotorkamer en een stationaire buisconfiguratie voor het aan- en afvoeren van het UF6-gas met ten minste drie afzonderlijke kanalen waarvan er twee zijn verbonden met inlaatstukken die vanaf de rotoras naar de buitenzijde van de rotorkamer lopen. In het vacuüm bevinden zich eveneens een aantal kritische onderdelen die niet roteren en die, hoewel zij speciaal ontworpen zijn, niet moeilijk te vervaardigen zijn en evenmin worden vervaardigd van unieke materialen. Voor een centrifuge-installatie is evenwel een groot aantal van deze onderdelen vereist, zodat de hoeveelheden een belangrijke indicatie voor het eindgebruik kunnen opleveren.

5.1.1 Roterende onderdelen

a. Complete rotoren:

Dunwandige cilinders, of een aantal onderling verbonden dunwandige cilinders, vervaardigd van één of meer van de materialen met een hoge sterkte/dichtheidsverhouding als beschreven in de toelichting bij deze sectie. Voor onderling verbonden cilinders geldt dat zij zijn samengevoegd met behulp van flexibele balgen of ringen als beschreven onder 5.1.1.c). In zijn uiteindelijke vorm is de rotor voorzien van één of meer inwendige keerschotten en deksels als beschreven onder 5.1.1.d) en e). Het is echter mogelijk dat het volledige samenstel slechts gedeeltelijk geassembleerd wordt geleverd.

b. Rotorbuizen:

Speciaal ontworpen of vervaardigde dunwandige cilinders met een dikte van 12 mm (0,5 inch) of minder, een diameter tussen 75 mm (3 inch) en 400 mm (16 inch) en vervaardigd van één of meer van de materialen met een hoge sterkte/dichtheidsverhouding als beschreven in de toelichting bij deze sectie.

c. Balgen of ringen:

Speciaal ontworpen of vervaardigde onderdelen om een rotorbuis op bepaalde locaties te verstevigen of om een aantal rotorbuizen samen te voegen. Een balg is een korte cilinder met een wanddikte van 3 mm (0,12 inch) of minder, een diameter tussen 75 mm (3 inch) en 400 mm (16 inch) voorzien van een spiraal en vervaardigd van één of meer van de materialen met een hoge sterkte/dichtheidsverhouding als beschreven in de toelichting bij deze sectie.

d. Keerschotten:

Schijfvormige onderdelen met een diameter tussen 75 mm (3 inch) en 400 mm (16 inch), speciaal ontworpen of vervaardigd om in de rotorbuis van een centrifuge te worden gemonteerd om de aftapkamer te isoleren van de belangrijkste scheidingskamer en in sommige gevallen de circulatie van het UF6-gas in de belangrijkste scheidingskamer van de rotorbuis te bevorderen, vervaardigd van één of meer van de materialen met een hoge sterkte/dichtheidsverhouding als beschreven in de toelichting bij deze sectie.

e. Boven- en onderdeksels:

Schijfvormige onderdelen met een diameter tussen 75 mm (3 inch) en 400 mm (16 inch), speciaal ontworpen of vervaardigd om op de uiteinden van een rotorbuis te worden geplaatst en zodoende het UF6 in de rotorbuis opgesloten te houden, en in sommige gevallen om als geïntegreerd onderdeel een element van het bovenste lager (bovendeksel) te ondersteunen, te bevestigen of te bevatten of om de roterende delen van de motor en het onderste lager (onderdeksel) te dragen, vervaardigd van een of meer van de materialen met een hoge sterkte/dichtheidsverhouding als beschreven in de toelichting bij deze sectie.

TOELICHTING

De voor roterende onderdelen van centrifuges gebruikte materialen zijn:

a. maraging-staal met een maximale treksterkte van 2,05 x 109 N/m2 (300 000 psi) of meer;

b. aluminiumlegeringen met een maximale treksterkte van 0,46 x 109 N/m2 (67 000 psi) of meer;

c. vezelmateriaal geschikt voor gebruik in composietconstructies met een specifieke modulus van 12,3 x 106 m of meer en een specifieke treksterkte van 0,3 x 106 m of meer („specifieke modulus” is Young’s Modulus in N/m2 gedeeld door het soortgelijk gewicht in N/m3; specifieke treksterkte” is de treksterkte in N/m2 gedeeld door het soortgelijk gewicht in N/m3).

5.1.2 Statische onderdelen

a. Magnetische lagers:

Speciaal ontworpen of vervaardigde lagers bestaande uit een ringvormige magneet in een behuizing die een dempend medium bevat. De behuizing wordt vervaardigd van een materiaal dat bestand is tegen UF6 (zie de toelichting bij sectie 5.2). De magneet is gekoppeld aan een poolschoen of een tweede magneet die aan het bovendeksel als beschreven in 5.1.1, (e), is bevestigd. De magneet kan ringvormig zijn met een verhouding tussen buiten- en binnendiameter kleiner dan of gelijk aan 1,6:1. De magneet kan een beginpermeabiliteit van 0,15 H/m (120 000 in CGS-eenheden) of meer, of een remanentie van 98,5 % of meer, of een energiedichtheid groter dan 80 kJ/m3 (107 gauss x oersted) hebben. Naast de gebruikelijke materiaaleigenschappen geldt dat de afwijking van de magnetische assen ten opzichte van de geometrische assen aan zeer kleine toleranties moet voldoen (minder dan 0,1 mm of 0,004 inch) of dat de homogeniteit van het materiaal van de magneet van groot belang is.

b. Lagers/dempers:

Speciaal ontworpen of vervaardigde lagers bestaande uit een taats/lagerkomsamenstel gemonteerd op een demper. De taats is in de regel een as van gehard staal met een halve bol aan het ene uiteinde en een voorziening om de taats aan de in 5.1.1, (e), beschreven onderdeksel te bevestigen aan het andere uiteinde. Aan de as kan evenwel een hydrodynamisch lager bevestigd zijn. De lagerkom is kogelvormig met een halfronde holte in één oppervlak. Deze onderdelen worden vaak los van de demper geleverd.

c. Moleculaire pompen:

Speciaal ontworpen of vervaardigde cilinders met inwendige, machinaal vervaardigde of geëxtrudeerde langwerpige spiraalvormige groeven en inwendige, machinaal vervaardigde boorgaten. Typische afmetingen zijn: binnendiameter: 75 mm (3 inch) tot 400 mm (16 inch), wanddikte: 10 mm (0,4 inch) of meer, lengte gelijk aan of groter dan de diameter. De groeven hebben doorgaans een rechthoekige doorsnede en zijn 2 mm (0,08 inch) of meer diep.

d. Stators:

Speciaal ontworpen of vervaardigde ringvormige stators voor zeer snelle meerfasigewisselstroomhysteresismotoren (magnetische weerstandsmotoren) voor synchrone werking in vacuüm, met een frequentiebereik van 600 Hz – 2 000 Hz en een vermogensbereik van 50 VA – 1 000 VA. De stators bestaan uit meerfasige wikkelingen op een gelamineerde ijzerkern met geringe verliezen die is samengesteld uit dunne lagen met een typische dikte van 2,0 mm (0,08 inch) of minder.

e. Centrifugebehuizingen/houders:

Speciaal ontworpen of vervaardigde onderdelen om de rotorbuis van een gascentrifuge te bevatten. De behuizing bestaat uit een starre cilinder met een wanddikte tot 30 mm (1,2 inch) met nauwkeurig afgewerkte uiteinden om de lagers te positioneren en met één of meer flensen voor de bevestiging. De bewerkte uiteinden zijn evenwijdig aan elkaar en staan loodrecht op de lengteas van de cilinder tot op 0,05 graden of minder. De behuizing kan ook een honingraatachtige constructie hebben om plaats te bieden aan een aantal rotorbuizen. De behuizingen zijn vervaardigd van of beschermd met materiaal dat bestand is tegen corrosie door UF6.

f. Inlaatstukken:

Speciaal ontworpen of vervaardigde buizen met een binnendiameter tot 12 mm (0,5 inch) voor extractie van UF6-gas uit de rotorbuis volgens het principe van een Pitot-buis (d.w.z. met een opening die naar de perifere gasstroom in de rotorbuis is gericht, bijvoorbeeld door het uiteinde van een radiaal geplaatste buis om te buigen) die aan het centrale gasextractiesysteem kan worden bevestigd. De buizen zijn vervaardigd van of beschermd met materiaal dat bestand is tegen corrosie door UF6.

5.2. Speciaal voor verrijkingsinstallaties volgens het gascentrifugeprincipe ontworpen of vervaardigde hulpsystemen, uitrusting en onderdelen

INLEIDING

De hulpsystemen, uitrusting en onderdelen voor een gascentrifuge-installatie zijn de systemen om UF6 in de centrifuges te brengen, de afzonderlijke centrifuges met elkaar te verbinden tot cascades (of trappen) om een steeds hogere verrijkingsgraad te bereiken en systemen om het verarmde en het verrijkte UF6 uit de centrifuges af te voeren, alsmede de uitrusting die nodig is om de centrifuges aan te drijven of de installatie te regelen.

In de regel wordt UF6 vanuit vaste toestand verdampt in verwarmde autoclaven en in gasvormige toestand naar de centrifuges geleid via de cascadeverdeelleidingen.

De stromen verarmd en verrijkt UF6-gas die van de centrifuges afkomstig zijn, worden eveneens via cascadeverdeelleidingen afgevoerd naar koude vallen (op een temperatuur van ongeveer 203 K (−70 °C)) waar zij worden gecondenseerd, waarna het UF6 in geschikte containers voor vervoer of opslag wordt overgebracht. Omdat een verrijkingsinstallatie vele duizenden centrifuges omvat die in cascades zijn opgesteld, zijn er vele kilometers cascadeverdeelleidingen, met duizenden lasverbindingen en een grote mate van herhaling in de lay-out. De uitrusting, onderdelen en leidingsystemen worden vervaardigd volgens zeer hoge vacuüm- en schoonheidsnormen.

5.2.1 Voedingssystemen/systemen voor het afvoeren van de verarmde en verrijkte stromen

Speciaal ontworpen of vervaardigde processystemen, waaronder:

Voedingsautoclaven (of stations) voor het doorvoeren van UF6 naar de centrifugecascades met een druk tot 100 kPa (15 psi) en een debiet van 1 kg/h of meer;

Desublimatoren (of koude vallen) die gebruikt worden om UF6 uit de cascades te verwijderen bij een druk tot 3 kPa (0,5 psi). De desublimatoren kunnen worden gekoeld tot 203 K (-70°C) en worden verwarmd tot 343 K (70°C);

Opvangstations voor verarmd en verrijkt uranium om UF6 in containers op te slaan.

Deze installatie, uitrusting en leidingen zijn geheel vervaardigd van of bekleed met materiaal dat tegen UF6 bestand is (zie de toelichting bij deze sectie) en zijn vervaardigd volgens zeer hoge vacuüm- en schoonheidsnormen.

5.2.2 Stelsels van machineverdeelleidingen

Speciaal ontworpen of vervaardigde stelsels van buizen en verdeelleidingen om het UF6 in de centrifugecascades te hanteren. Het leidingennet is in de regel van het type met „drievoudige ” verdeelleidingen waarbij elke centrifuge is aangesloten op elk van de drie verdeelleidingen. Het is dan ook sterk repetitief van vorm. Het is volledig vervaardigd van materiaal dat tegen UF6bestand is (zie de toelichting bij deze sectie) en is vervaardigd volgens zeer hoge vacuüm- en schoonheidsnormen.

5.2.3 UF6-massaspectrometers/ionenbronnen

Speciaal ontworpen of vervaardigde magnetische of quadrupool-massaspectrometers waarmee „on-line” monsters kunnen worden genomen van de UF6-voedingsstroom en van verarmde en verrijkte UF6-gasstromen en die alle onderstaande eigenschappen hebben:

1. oplossend vermogen voor massa’s groter dan 320 a.m.e.;

2. ionenbronnen vervaardigd van of bekleed met nichroom of monel of vernikkeld;

3. ionisatiebronnen die werken met elektronenbeschieting;

4. collectorsysteem geschikt voor isotopenanalyse.

5.2.4 Frequentieomzetters

Frequentieomzetters (ook bekend als convertors of invertors) speciaal ontworpen of vervaardigd voor de voeding van motorstators als gedefinieerd onder 5.1.2, d), of onderdelen en subassemblages hiervoor, die aan alle onderstaande specificaties voldoen:

1. een meerfasige spanning van 600 tot 2 000 Hz;

2. hoge stabiliteit (frequentieafwijkingen minder dan 0,1 %);

3. geringe harmonische vervorming (minder dan 2 %); en

4. een rendement hoger dan 80 %.

TOELICHTING

De hierboven vermelde onderdelen komen rechtstreeks in aanraking met het UF6-procesgas of regelen rechtstreeks de centrifuges en de stroom van het gas van centrifuge naar centrifuge en cascade naar cascade.

Materialen die bestand zijn tegen corrosie door UF6, zijn bijvoorbeeld roestvrij staal, aluminium, aluminiumlegeringen, nikkel of legeringen die 60 % of meer nikkel bevatten.

5.3. Speciaal ontworpen of vervaardigde assemblages en onderdelen voor gebruik in gasdiffusieverrijkingsinstallatie

INLEIDING

Bij de scheiding van uraniumisotopen door middel van gasdiffusie wordt de belangrijkste technologische assemblage gevormd door een speciale poreuze gasdiffusiebarrière, een warmtewisselaar voor de koeling van het gas (dat door de compressie wordt verwarmd), afsluit- en regelkleppen en pijpleidingen. Aangezien bij de gasdiffusie gebruik wordt gemaakt van uraniumhexafluoride (UF6), moeten alle oppervlakken van uitrusting, pijpleidingen en instrumenten (die in aanraking met het gas komen) zijn vervaardigd van materialen die stabiel blijven als zij met UF6 in aanraking komen. Voor een gasdiffusie-installatie zijn een aantal van deze assemblages vereist, zodat de hoeveelheden een belangrijke aanwijzing voor het eindgebruik kunnen opleveren.

5.3.1 Gasdiffusiebarrières

a. Speciaal ontworpen of vervaardigde dunne, poreuze filters met een poriegrootte van 100 –1 000 Å (angstrom), een dikte van 5 mm (0,2 inch) of minder en, voor buisvormige membranen, met een diameter van 25 mm (1 inch) of minder, vervaardigd van metallisch, polymeer of keramisch materiaal dat bestand is tegen corrosie door UF6, en

b. speciaal vervaardigde verbindingen of poeders voor de fabricage van dergelijke filters. Dergelijke verbindingen en poeders omvatten nikkel of legeringen die 60 % of meer nikkel bevatten, aluminiumoxide of volledig gefluoreerde koolwaterstofpolymeren die tegen UF6bestand zijn, met een zuiverheidsgraad van 99,9 % of meer, een korrelgrootte kleiner dan 10 micrometer en een zeer uniforme deeltjesgrootte, die speciaal voor de fabricage van gasdiffusiebarrières zijn vervaardigd.

5.3.2 Gasdiffusorvaten

Speciaal ontworpen of vervaardigde hermetisch afgesloten cilindrische vaten met een diameter van meer dan 300 mm (12 inch) en een lengte groter dan 900 mm (35 inch), of rechthoekige vaten van vergelijkbare afmetingen, voorzien van een inlaatkoppeling en twee uitlaatkoppelingen die alle een diameter van meer dan 50 mm (2 inch) hebben, bestemd om de gasdiffusiebarrière te bevatten, vervaardigd van of bekleed met materiaal dat bestand is tegen UF6 en ontworpen voor horizontale of verticale installatie.

5.3.3 Compressoren en aanjagers

Speciaal ontworpen compressoren van het axiale, centrifugale of verdringerstype of aanjagers met een aanzuigcapaciteit van 1 m3/min of meer UF6 en een werkdruk tot enkele honderden kPa (100 psi), ontworpen om langdurig in een UF6-atmosfeer te werken met of zonder een elektromotor van het vereiste vermogen, alsmede afzonderlijke assemblages van dergelijke compressoren en aanjagers. Deze compressoren en aanjagers hebben een werkdrukverhouding tussen 2:1 en 6:1 en zijn vervaardigd van of bekleed met materiaal dat bestand is tegen UF6.

5.3.4 Asafdichtingen

Speciaal ontworpen of vervaardigde vacuümafdichtingen met aan- en afvoerkoppelingen, om de as die de rotor van de compressor of aanjager verbindt met de aandrijfmotor af te dichten, zodat een betrouwbare afdichting wordt verkregen tegen het inlekken van lucht in de binnenkamer van de compressor of aanjager die met UF6 is gevuld. Dergelijke afdichtingen zijn in de regel ontworpen op een inleksnelheid van het buffergas van minder dan 1 000 cm3/min (60 inch3/min).

5.3.5 Warmtewisselaars voor koeling UF6

Speciaal ontworpen of vervaardigde warmtewisselaars, vervaardigd van of bekleed met materiaal dat tegen UF6 bestand is (uitgezonderd roestvrij staal) of met koper dan wel een willekeurige combinatie van deze metalen, ontworpen op een leksnelheid die een drukverandering van minder dan 10 Pa (0,0015 psi) per uur veroorzaakt bij een drukverschil van 100 kPa (15 psi).

5.4. Speciaal voor gasdiffusieverrijking ontworpen of vervaardigde hulpsystemen, uitrusting en onderdelen

De hulpsystemen, uitrusting en onderdelen voor gasdiffusieverrijkingsinstallaties zijn de systemen die nodig zijn om UF6 in de gasdiffusie-eenheid in te voeren, de afzonderlijke eenheden te koppelen tot cascades (of trappen) om een steeds hogere verrijkingsgraad te bereiken en de systemen om het verrijkte en het verarmde UF6 uit de diffusiecascades af te voeren. Vanwege de zeer inerte eigenschappen van diffusiecascades heeft elke onderbreking van de werking ervan, met name het stilleggen, ernstige gevolgen. Een strikte en constante handhaving van het vacuüm in alle technische systemen, automatische beveiliging tegen ongevallen en nauwkeurige automatische regeling van de gasstroming zijn dan ook van belang in een gasdiffusie-installatie. Dit alles impliceert dat de installatie moet zijn uitgerust met een groot aantal speciale meet-, regel- en stuursystemen.

In de regel wordt UF6 verdampt uit cilinders die in autoclaven zijn geplaatst, en wordt het in gasvormige toestand via een cascadeverdeelleiding naar het ingangspunt gevoerd. De verrijkte en verarmde UF6-gasstromen die de uitgangspunten verlaten, worden via cascadeverdeelleidingen naar hetzij koude vallen, hetzij compressorstations gevoerd waar het UF6-gas vloeibaar wordt gemaakt, waarna het UF6 in geschikte containers voor vervoer of opslag wordt overgebracht. Omdat een gasdiffusieverrijkingsinstallatie is samengesteld uit een groot aantal gasdiffusieeenheden die in cascades zijn gerangschikt, zijn er vele kilometers cascadeverdeelleidingen met duizenden lasverbindingen en een grote mate van herhaling in de lay-out. De uitrusting, onderdelen en leidingsystemen worden vervaardigd volgens zeer hoge vacuüm- en schoonheidsnormen.

5.4.1 Voedingssystemen/systemen voor het afvoeren van de verarmde en verrijkte stromen

Speciaal ontworpen of vervaardigde processystemen die geschikt zijn voor een werkdruk van 300 kPa (45 psi) of minder, waaronder:

voedingsautoclaven (of systemen) voor het doorvoeren van UF6 naar de diffusiecascades;

desublimatoren (of koude vallen) die gebruikt worden om het UF6 uit de diffusiecascades te verwijderen;

liquefactors waar het UF6-gas uit de cascade wordt samengeperst en gekoeld om het om te zetten in vloeibaar UF6;

opvangsystemen voor verrijkt en verarmd uranium om UF6 in containers op te slaan

5.4.2 Stelsels van verdeelleidingen

Speciaal ontworpen of vervaardigde stelsels van buizen en verdeelleidingen om het UF6 in de gasdiffusiecascades te hanteren. Dit leidingnet is in de regel van het type met „dubbele” verdeelleidingen waarbij elke cel is aangesloten op elk van de verdeelleidingen.

5.4.3 Vacuümsystemen

a. Speciaal ontworpen of vervaardigde grote vacuümspruitstukken, vacuümverdeelleidingen en vacuümpompen met een afzuigcapaciteit van 5 m3/min (175 ft3/min) of meer.

b. Vacuümpompen speciaal ontworpen voor gebruik in een atmosfeer die UF6 bevat, vervaardigd van of bekleed met aluminium, nikkel of legeringen die meer dan 60% nikkel bevatten. Deze pompen kunnen van het roterende of het verdringertype zijn, zijn voorzien van verdringer- en fluorkoolstofafdichtingen en gebruikmaken van een speciale werkvloeistof.

5.4.4 Speciale afsluiters en regelkleppen

Speciaal ontworpen of vervaardigde manuele of automatische balgafsluiters en -regelkleppen vervaardigd van materiaal dat bestand is tegen UF6, met een diameter van 40 tot 1 500 mm (1,5 tot 59 inch) bestemd voor installatie in de hoofd- en de hulpsystemen van gasdiffusieverrijkingsinstallaties.

5.4.5 UF6-massaspectrometers/ionenbronnen

Speciaal ontworpen of vervaardigde magnetische of quadrupool massaspectrometers waarmee „on line” monsters kunnen worden genomen van de UF6-voedingsstroom en van verarmde en verrijkte UF6-gasstromen en die alle onderstaande eigenschappen hebben:

1. oplossend vermogen voor massa’s groter dan 320 a.m.e.;

2. ionenbronnen vervaardigd van of bekleed met nichroom of monel of vernikkeld;

3. ionisatiebronnen die werken met elektronenbeschieting;

4. collectorsysteem geschikt voor isotopenanalyse.

TOELICHTING

De bovenstaande onderdelen komen rechtstreeks in aanraking met het UF6-procesgas of regelen rechtstreeks de gasstroom in de cascade. Alle oppervlakken die met het procesgas in aanraking komen, zijn volledig vervaardigd van of bekleed met materiaal dat bestand is tegen UF6. Wat de posten betreft die betrekking hebben op gasdiffusieonderdelen, omvatten de materialen die bestand zijn tegen corrosie door UF6 roestvrij staal, aluminium, aluminiumlegeringen, aluminiumoxide, nikkel of legeringen die 60 % of meer nikkel bevatten en volledig gefluoreerde koolwaterstofpolymeren die bestand zijn tegen UF6.

5.5. Speciaal voor aërodynamische verrijkinginstallaties ontworpen of vervaardigde systemen, uitrusting en onderdelen

INLEIDING

In aërodynamische verrijkingsprocessen wordt een mengsel van gasvormig UF6 en een licht gas (waterstof of helium) samengeperst en vervolgens door scheidingselementen gevoerd waar isotopenscheiding plaatsvindt met behulp van grote centrifugale krachten die worden opgewekt over een gekromde wand. Er zijn twee processen van dit type met succes ontwikkeld: het proces met scheidingsstraalpijpen en het proces met vortexbuizen. Voor beide processen omvatten de belangrijkste onderdelen van een scheidingstrap cilindrische vaten waarin de speciale scheidingselementen (straalpijpen of vortexbuizen), zijn ondergebracht, gascompressoren en warmtewisselaars om de compressiewarmte af te voeren. Voor een aërodynamische installatie zijn een aantal van deze trappen vereist, zodat hoeveelheden een belangrijke aanwijzing kunnen vormen voor het eindgebruik. Aangezien in aërodynamische processen gebruik wordt gemaakt van UF6, moeten alle oppervlakken van uitrusting, pijpleidingen en instrumenten (die met het gas in aanraking komen) zijn vervaardigd van materialen die stabiel blijven als zij met UF6 in aanraking komen.

TOELICHTING

De in deze sectie opgenomen onderdelen komen rechtstreeks in aanraking met het UF6-procesgas of regelen rechtstreeks de gasstroom in de cascade. Alle oppervlakken die met het procesgas in aanraking komen, zijn volledig vervaardigd van of beschermd met materiaal dat bestand is tegen UF6. Wat de posten betreft die betrekking hebben op onderdelen van aërodynamische verrijkingsinstallaties, omvatten de materialen die bestand zijn tegen corrosie door UF6 koper, roestvrij staal, aluminium, aluminiumlegeringen, aluminiumoxide, nikkel of legeringen die 60 % of meer nikkel bevatten en volledig gefluoreerde koolwaterstofpolymeren die bestand zijn tegen UF6.

5.5.1 Scheidingsstraalpijpen

Speciaal ontworpen of vervaardigde scheidingsstraalpijpen en assemblages daarvan. De scheidingsstraalpijpen bestaan uit spleetvormige, gebogen kanalen met een kromtestraal van minder dan 1 mm (typisch 0,1 tot 0,05 mm), die bestand zijn tegen corrosie door UF6, met een scherpe scheidingsrand in de straalpijp die de gasstroom in tweeën deelt.

5.5.2 Vortexbuizen

Speciaal ontworpen of vervaardigde vortexbuizen en assemblages daarvan. De vortexbuizen hebben een cilindrische of conische vorm en zijn vervaardigd van of beschermd met materiaal dat bestand is tegen corrosie door UF6, met een diameter tussen 0,5 cm en 4 cm, een lengte/diameterverhouding gelijk aan of kleiner dan 20:1 en één of meer tangentiële inlaten. Zij kunnen aan een of aan beide uiteinden zijn uitgerust met aanhangsels van het straalpijptype.

TOELICHTING

Het gas komt de vortexbuis tangentieel aan één uiteinde binnen of via wervelschoepen of op verschillende tangentiële plaatsen langs de buis.

5.5.3 Compressoren en aanjagers

Speciaal ontworpen of vervaardigde compressoren of aanjagers van het verdringer-, centrifugale of axiale type, vervaardigd van of beschermd met materiaal dat bestand is tegen corrosie door UF6, met een aanzuigcapaciteit van ten minste 2 m3/min. van het UF6/dragergas-mengsel (dragergas: waterstof of helium).

TOELICHTING

Deze compressoren en aanjagers hebben typisch een drukverhouding tussen 1.2:1 en 6:1.

5.5.4 Asafdichtingen

Speciaal ontworpen of vervaardigde asafdichtingen, inclusief aan- en afvoerkoppelingen, voor de afdichting van de as die de compressor- of aanjagerrotor verbindt met de aandrijfmotor, teneinde een betrouwbare afdichting te waarborgen tegen het naar buiten lekken van procesgassen of het naar binnen lekken van lucht of afdichtingsgassen in de binnenste kamer van de compressor of aanjager die met het UF6/dragergasmengsel is gevuld.

5.5.5 Warmtewisselaars voor de gaskoeling

Speciaal ontworpen of vervaardigde warmtewisselaars, vervaardigd van of beschermd met materiaal dat bestand is tegen corrosie door UF6.

5.5.6 Behuizingen van scheidingselementen

Speciaal ontworpen of vervaardigde behuizingen van scheidingselementen, vervaardigd van of beschermd met materiaal dat bestand is tegen corrosie door UF6, bedoeld om vortexbuizen of scheidingsstraalpijpen te bevatten.

TOELICHTING

Deze behuizingen kunnen een cilindrische vorm hebben, met een diameter van meer dan 300 mm en een lengte van meer dan 900 mm, of rechthoekige vorm met soortgelijke afmetingen, en kunnen ontworpen zijn voor horizontale of verticale installatie.

5.5.7 Voedingssystemen/systemen voor het afvoeren van de verarmde en verrijkte stromen

Speciaal ontworpen of vervaardigde processystemen of apparatuur voor verrijkingsinstallaties, vervaardigd van of beschermd met materiaal dat bestand is tegen corrosie door UF6, met inbegrip van:

a. voedingsautoclaven, ovens of systemen voor het doorvoeren van UF6 naar het verrijkingsproces;

b. desublimatoren (of koelvallen) die gebruikt worden om UF6 uit het verrijkingsproces te verwijderen voor verder transport na verhitting;

c. stollingsstations of liquefactors die worden gebruikt om UF6 uit het verrijkingsproces te verwijderen door het samen persen en om te zetten in vloeibare of vaste vorm;

d. opvangsystemen voor verarmd of verrijkt uranium om UF6 in containers op te slaan.

5.5.8 Stelsels van verdeelleidingen

Speciaal ontworpen of vervaardigde stelsels van buizen en verdeelleidingen, vervaardigd van of beschermd met materiaal dat bestand is tegen corrosie door UF6, om het UF6 te hanteren binnen de aërodynamische cascades. Dit leidingnet is doorgaans van het type met „dubbele” verdeelleidingen, waarbij elke trap of groep van trappen is verbonden met elk van de verdeelleidingen.

5.5.9 Vacuümsystemen en -pompen

a. Speciaal ontworpen of vervaardigde vacuümsystemen met een afzuigcapaciteit van 5 m3/min of meer, bestaande uit vacuümspruitstukken, -verdeelleidingen en -pompen en ontworpen voor gebruik in een atmosfeer die UF6 bevat;

b. vacuümpompen speciaal ontworpen of vervaardigd voor gebruik in een atmosfeer die UF6 bevat, vervaardigd van of beschermd met materiaal dat bestand is tegen corrosie door UF6. Deze pompen kunnen fluorkoolstofafdichtingen bevatten en speciale werkvloeistoffen gebruiken.

5.5.10 Speciale afsluiters en regelkleppen

Speciaal ontworpen of vervaardigde manuele of automatische balgafsluiters en -regelkleppen vervaardigd van of beschermd met materiaal dat bestand is tegen corrosie door UF6, met een diameter van 40 tot 1 500 mm, voor installatie in de hoofd- en de hulpsystemen van aërodynamische verrijkingsinstallaties.

5.5.11 UF6 massaspectrometers/ionenbronnen

Speciaal ontworpen of vervaardigde magnetische of quadrupool-massaspectrometers/ionenbronnen waarmee „on line” monsters kunnen worden genomen van de UF6-voedingsstroom en van verarmde en verrijkte UF6-gasstromen en die alle onderstaande eigenschappen hebben:

1. oplossend vermogen voor massa’s groter dan 320 a.m.e.;

2. ionenbronnen vervaardigd van of bekleed met nichroom of monel of vernikkeld;

3. ionisatiebronnen die werken met elektronenbeschieting;

4. collectorsysteem geschikt voor isotopenanalyse.

5.5.12 Processystemen om UF6 van het dragergas te scheiden

Systemen die speciaal zijn ontworpen of vervaardigd om UF6 van het dragergas (waterstof of helium) te scheiden.

TOELICHTING

Deze systemen zijn ontworpen om het UF6-gehalte van het dragergas (waterstof of helium) te verminderen tot 1 ppm of minder, en kunnen apparatuur omvatten zoals:

a) cryogene warmtewisselaars en cryogene scheiders die geschikt zijn voor temperaturen van −120 °C of lager; of

b) cryogene koeleenheden die geschikt zijn voor temperaturen van −120 °C of lager; of

c) scheidingsstraalpijpen of vortexbuizen voor de scheiding van UF6 van het dragergas; of

d) koudevallen voor UF6 die geschikt zijn voor temperaturen van −20 °C of lager.

5.6 Speciaal voor verrijkingsprocessen met behulp van chemische uitwisseling of ionenwisseling ontworpen of vervaardigde systemen, uitrusting en onderdelen

INLEIDING

Het kleine massaverschil tussen de isotopen van uranium veroorzaakt kleine verschillen in de chemische reactie-evenwichten die voor de scheiding van die isotopen kunnen worden gebruikt. Er zijn twee methoden ontwikkeld: vloeistof-vloeistof chemische uitwisseling en vaste stof-vloeistof ionenwisseling.

Bij vloeistof-vloeistof chemische uitwisseling, worden twee tegen elkaar in stromende niet-mengbare vloeistoffasen (waterachtig en organisch) met elkaar in contact gebracht om het cascade-effect van duizenden scheidingstrappen te verkrijgen. De waterige fase bestaat uit uraniumchloride in een zoutzuuroplossing. De organische fase bestaat uit een extractant die uraniumchloride in een organisch oplosmiddel bevat. De in de scheidingscascade gebruikte contactors zijn hetzij vloeistof-vloeistof-uitwisselingskolommen (zoals pulskolommen met zeefplaten), hetzij centrifugale-contactors voor vloeistof-vloeistofuitwisseling. Voor refluxdoeleinden zijn aan beide uiteinden van de scheidingscascade chemische conversies (oxidatie of reductie) vereist. Bij het ontwerp wordt zeer veel aandacht geschonken aan het voorkomen van verontreiniging van de processtromen met bepaalde metaalionen. Daarom worden kunststof-, met kunststof beklede (onder meer fluorkoolwaterstofpolymeren) en/of met glas beklede kolommen en buizen gebruikt.

Bij vaste stof-vloeistof ionenwisseling gebeurt de verrijking via uraniumadsorptie/desorptie op een speciaal, zeer snel reagerend ionenwisselhars of -adsorbens. Een oplossing van uranium in zoutzuur en andere chemische agentia wordt door een cilindrische, met gestapelde lagen van het adsorbens gevulde, verrijkingskolom gestuurd. Om een continu proces te verkrijgen, is een refluxsysteem nodig dat het uranium van het adsorbens terug in de vloeistofkringloop brengt zodat verrijkt en verarmd uranium kunnen worden opgevangen. Dit gebeurt met behulp van geschikte chemische reductie/oxidatie-agentia die volledig worden teruggewonnen in gescheiden externe kringlopen en die gedeeltelijk kunnen worden geregenereerd binnen de isotopenscheidingskolommen zelf. Gezien de aanwezigheid van hete geconcentreerde zoutzuuroplossingen moet de apparatuur vervaardigd zijn van of bekleed zijn met speciale corrosiebestendige materialen.

5.6.1 Kolommen voor vloeistof-vloeistofuitwisseling (chemische uitwisseling)

Tegenstroomkolommen voor vloeistof-vloeistofuitwisseling met een mechanische voeding (i.e. pulskolommen met zeefplaten, trilplaatkolommen en kolommen met interne-turbinemengers), speciaal ontworpen of vervaardigd voor uraniumverrijking via chemische uitwisseling. Met het oog op hun bestandheid tegen corrosie door geconcentreerde zoutzuuroplossingen zijn deze kolommen en hun inwendige onderdelen vervaardigd van of bekleed met geschikte kunststoffen (zoals fluorkoolwaterstofpolymeren) of glas. De verblijftijd per trap in deze kolommen is kort (30 seconden of minder).

5.6.2 Centrifugale contactors voor vloeistof-vloeistofuitwisseling (chemische uitwisseling)

Centrifugale contactors voor vloeistof-vloeistofuitwisseling, speciaal ontworpen of vervaardigd voor uranium verrijking via chemische uitwisseling. Dergelijke contactors gebruiken rotatie om dispersie van de organische en waterige stromen te verkrijgen en vervolgens de centrifugale kracht om de verschillende fasen te scheiden. Met het oog op hun bestandheid tegen corrosie door geconcentreerde zoutzuuroplossingen zijn de contactors vervaardigd van of bekleed met geschikte kunststoffen (zoals fluorkoolwaterstofpolymeren) of glas. De verblijftijd per trap in deze centrifugale contactors is kort (30 seconden of minder).

5.6.3 Uraniumreductiesystemen en uitrusting (chemische uitwisseling)

a. Speciaal ontworpen of vervaardigde elektrochemische reductiecellen, ontworpen om uranium van een valentietoestand naar een andere te reduceren voor uraniumverrijkingsdoeleinden via chemische uitwisseling. De met de processtroom in contact komende celmaterialen moeten bestand zijn tegen corrosie door geconcentreerde zoutzuuroplossingen.

TOELICHTING

Het kathodegedeelte moet zo ontworpen zijn dat re-oxidatie van het uranium naar zijn hogere valentietoestand wordt voorkomen. Om het uranium in het kathodecompartiment te houden, kan de cel een ondoorlatend membraan bevatten dat vervaardigd is van een speciaal kationenwisselingsmateriaal.

De kathode bestaat uit een geschikte vaste geleider zoals grafiet.

b. Speciaal ontworpen of vervaardigde systemen aan de verrijkingskant van de cascade, ontworpen om U4+ uit de organische stroom te verwijderen, de zuurverhouding aan te passen en de elektrochemische reductiecellen te voeden.

TOELICHTING

Deze systemen bestaan uit vloeistofextractie-apparatuur om U4+ uit de organische stroom in een waterige oplossing te brengen, verdampings- en/of andere apparatuur voor de pH-aanpassing van de oplossing en pompen en andere transferapparatuur voor het voeden van de elektrochemische reductiecellen. Bij het ontwerp wordt zeer veel aandacht geschonken aan het voorkomen van verontreiniging van de waterige stroom met bepaalde metaalionen. Daarom bestaat het systeem uit onderdelen die vervaardigd zijn van of bekleed zijn met geschikte materialen (zoals glas, fluorkoolwaterstofpolymeren, polyfenylsulfaat, polyethersulfon en met hars geïmpregneerd grafiet).

5.6.4 Systemen voor de behandeling van het voedingsmateriaal (chemische uitwisseling)

Speciaal ontworpen of vervaardigde systemen, ontworpen om zeer zuivere uraniumchloridevoedingsoplossingen te produceren voor installaties voor uraniumisotopenscheiding op basis van chemische uitwisseling.

TOELICHTING

Deze systemen bestaan uit voorzieningen voor het in oplossing brengen, voor vloeistofextractie en/of voor ionenwisseling voor de zuivering en elektrolytische cellen voor het reduceren van het uranium U6+ of U4+ tot U3+. Deze systemen produceren uraniumchlorideoplossingen die slechts enkele ppm metaalonzuiverheden zoals chroom, ijzer, vanadium, molybdeen en andere bivalente of hogere multivalente kationen bevatten. Materialen voor de bouw van onderdelen van systemen voor de behandeling van zeer zuiver U3+ zijn onder meer glas, fluorkoolwaterstofpolymeren, polyfenylsulfaat en polyethersulfon alsmede met kunststof bekleed en met hars geïmpregneerd grafiet.

5.6.5 Oxidatiesystemen voor uranium (chemische uitwisseling)

Speciaal ontworpen of vervaardigde systemen voor de oxidatie van U3+ tot U4+ voor het terugvoeren naar de uraniumisotopenscheidingscascade bij verrijking op basis van chemische uitwisseling.

TOELICHTING

Deze systemen kunnen voorzieningen omvatten zoals:

a. apparatuur voor het in contact brengen van chloor en zuurstof met de waterige effluent afkomstig van de isotopenscheidingsapparatuur en voor het extraheren van de resulterende U4+ in de gestripte organische stroom die terugkomt van het productuiteinde van de cascade;

b. apparatuur om water af te scheiden van zoutzuur zodat water en geconcentreerd zoutzuur op de geschikte plaatsen terug in het proces kunnen worden gebracht.

5.6.6 Ionenwisselharsen/adsorbentia met snelle reactietijd (ionenwisseling)

Speciaal voor uraniumverrijking met behulp van ionenwisselaars ontworpen of vervaardigde ionenwisselharsen of -adsorbentia met snelle reactietijd, met inbegrip van poreuze harsen met een macroscopische vernetting en/of vliezige structuren waarin de actieve chemische uitwisselgroepen voorkomen in een oppervlaktelaag op een inactieve poreuze ondersteunende structuur, en andere composiete structuren met een geschikte vorm, waaronder deeltjes of vezels. Deze ionenwisselharsen/adsorbentia hebben diameters van 0,2 mm of minder, moeten bestand zijn tegen geconcentreerd zoutzuur en moeten sterk genoeg zijn om niet te worden afgebroken in de uitwisselingskolommen. De harsen/adsorbentia zijn speciaal ontworpen voor zeer snelle uraniumisotopenuitwisselingssnelheden (uitwisselingshalveringstijd van minder dan 10 seconden) en zijn geschikt voor werktemperaturen in het gebied van 100 °C tot 200 °C.

5.6.7 Ionenwisselkolommen (ionenwisseling)

Speciaal voor uraniumverrijking met behulp van ionenwisselaars ontworpen of vervaardigde ionenwisselkolommen (cilindrisch) met een diameter van meer dan 1 000 mm waarin gestapelde lagen ionenwisselharsen/adsorbentia kunnen worden gebracht en ondersteund. Deze kolommen zijn vervaardigd van of beschermd met materiaal zoals titaan of fluorkoolwaterkunststoffen) dat bestand is tegen corrosie door geconcentreerd zoutzuur en dat geschikt is voor werktemperaturen in het gebied van 100 °C tot 200 °C en werkdrukken boven 0,7 MPa (102 psia).

5.6.8 Ionenwisselrefluxsystemen (ionenwisseling)

a. Speciaal ontworpen of vervaardigde chemische of elektrochemische reductiesystemen voor het regenereren van de chemische reductiemiddelen die in ionenwissel-uraniumverrijkingscascades worden gebruikt.

b. Speciaal ontworpen of vervaardigde chemische of elektrochemische oxidatiesystemen voor het regenereren van de chemische oxidatiemiddelen die in ionenwissel-uraniumverrijkingscascades worden gebruikt.

TOELICHTING

In het ionenwisselverrijkingsproces kan bijvoorbeeld driewaardig titaan (Ti3+) worden gebruikt als reducerend kation en in dat geval regenereert het reductiesysteem Ti3+ door het reduceren van Ti4+.

In het proces kan bijvoorbeeld driewaardig ijzer (Fe3+) als oxidans worden gebruikt en in dat geval regenereert het oxidatiesysteem Fe3+ door het oxideren van Fe2+.

5.7. Speciaal voor gebruik in verrijkingsinstallaties met lasers ontworpen of vervaardigde systemen, uitrusting en onderdelen

INLEIDING

De huidige verrijkingssystemen op basis van lasers kunnen worden ingedeeld in twee categorieën: die waarin het procesmedium atomaire uraniumdamp is en die waarin het procesmedium de damp van een uraniumverbinding is. De gebruikte nomenclatuur voor dergelijke processen is: eerste categorie – Atomic Vapor Laser Isotope Separation (AVLIS of SILVA); tweede categorie – Molecular Laser Istope Separation (MLIS of MOLIS) en Chemical Reaction by Isotope Selective Laser Activation (CRISLA). De systemen, uitrusting en onderdelen voor laserverrijkingsinstallaties omvatten: a. voedingsinrichtingen voor uranium-metaaldamp (voor selectieve foto-ionisatie) of voedingsinrichtingen voor de damp van een uraniumverbinding (voor fotodissociatie of chemische activering); b. inrichtingen voor het verzamelen van verrijkt en verarmd uraniummetaal als „product” en „afval” in de eerste categorie, en inrichtingen voor het verzamelen van gedissocieerde of verbindingen die aan de reactie hebben deelgenomen als „product” en niet-aangetaste verbindingen als „afval” in de tweede categorie; c. proceslasersystemen voor het selectief exciteren van het uranium-235 en d. apparatuur voor de behandeling van voedingsmateriaal en de omzetting van product. Gezien de complexiteit van de spectroscopie van uraniumatomen en -verbindingen kan het nodig zijn alle mogelijke beschikbare lasertechnieken te gebruiken.

TOELICHTING

Bijlage II — LIJST VAN GESPECIFICEERDE UITRUSTING EN NIET-NUCLEAR MATERIAAL VOOR HET AANMELDEN VAN UITVOER EN INVOER INGEVOLGE VAN ARTIKEL 2, ONDER A), ix)

Vele van de in deze sectie genoemde onderdelen komen in direct contact met uraniummetaaldamp of gesmolten uraniummetaal of met procesgassen die bestaan uit UF6 of een mengsel van UF6 en andere gassen. Alle oppervlakken die in contact komen met het uranium of UF6 zijn volledig vervaardigd van of beschermd door corrosiebestending materiaal. In deze sectie over op lastertechnieken gebaseerde verrijkingsapparatuur zijn de materialen die bestand zijn tegen corrosie door verdampt of vloeibaar uraniummetaal of uraniumverbindingen onder meer met yttriumoxide bedekt grafiet en tantaal, terwijl de materialen die bestand zijn tegen corrosie door UF6 onder meer zijn: koper, roestvrij staal, aluminium, aluminiumlegeringen, nikkel of legeringen die ten minste 60 % nikkel bevatten, alsmede UF6-bestendige volledig gefluoreerde koolwaterstofpolymeren.

5.7.1 Uraniumverdampingssystemen (AVLIS)

Speciaal ontworpen of vervaardigde uraniumverdampingssystemen die krachtige strip- of scanningelektronenkanonnen bevatten met een afgegeven vermogen op het trefmateriaal van meer dan 2,5 kW/cm.

5.7.2 Systemen voor het hanteren van gesmolten uraniummetaal (AVLIS)

Speciaal ontworpen of vervaardigde behandelingssystemen voor gesmolten uranium of uraniumlegeringen, bestaande uit smeltkroezen en koelapparatuur daarvoor.

TOELICHTING

De smeltkroezen en andere onderdelen van dergelijke systemen die in contact komen met gesmolten uranium of uraniumlegeringen worden vervaardigd van of beschermd door materialen die op afdoende wijze corrosie- en hittebestendig zijn. Geschikte materialen zijn onder meer tantaal, met yttriumoxide bedekt grafiet, grafiet bedekt met andere oxiden van zeldzame aarden of mengsels daarvan.

5.7.3 Opvangsystemen voor verarmd en verrijkt uranium (AVLIS)

Speciaal ontworpen of vervaardigde opvangsystemen voor verarmd en verrijkt uraniummetaal in gesmolten of vaste vorm.

TOELICHTING

De onderdelen van dergelijke opvangsystemen worden vervaardigd van of beschermd door materialen die bestand zijn tegen de hitte van en corrosie door uraniummetaaldampen of gesmolten uranium (zoals tantaal en met yttriumoxide bedekt grafiet) en kunnen onder meer zijn: pijpen, kleppen, fittingen, „goten”, doorvoeren, warmtewisselaars en collectorplaten voor magnetische, elektrostatische of andere scheidingsmethoden.

5.7.4 Behuizingen voor scheidingsmodules (AVLIS)

Speciaal ontworpen of vervaardigde cilindrische of rechthoekige vaten die zijn ontworpen om de uraniumdampbron, het elektronenkanon en de opvangsystemen voor verarmd en verrijkt uranium te bevatten.

TOELICHTING

Deze behuizingen hebben een groot aantal poorten voor het doorvoeren van elektriciteit en water, laserbundelvensters, vacuümpompverbindingen en poorten voor de instrumentatie en monitoring. Er is voorzien in openings- en afsluitingsinrichtingen om vernieuwing/herstelling van de interne onderdelen mogelijk te maken.

5.7.5 Supersone uitstroomstraalpijpen (MLIS)

Speciaal ontworpen of vervaardigde supersone uitstroomstraalpijpen voor het koelen van UF6 en transportgas tot 150 K of minder en vervaardigd van materiaal dat bestand is tegen corrosie door UF6.

5.7.6 Productopvangsystemen voor uraniumpentalfluoride (MLIS)

Speciaal ontworpen of vervaardigde productopvangsystemen voor uraniumpentalfluoride (UF5) in vaste vorm, bestaande uit collectoren van het filter-, impact- of cycloontype of combinaties daarvan en vervaardigd van materiaal dat bestand is tegen corrosie door UF5/UF6.

5.7.7 UF6/transportgascompressoren (MLIS)

Speciaal ontworpen of vervaardigde compressoren voor UF6/transportgasmengsels, ontworpen voor langdurige werking in een UF6-omgeving. De onderdelen van deze compressoren die in contact komen met procesgassen worden vervaardigd van of beschermd door materialen die bestand zijn tegen corrosie door UF6.

5.7.8 Asafdichtingen (MLIS)

Speciaal ontworpen of vervaardigde asafdichtingen, inclusief aan- en afvoerkoppelingen, ontworpen voor de afdichting van de as die de compressorrotor verbindt met de aandrijfmotor, teneinde een betrouwbare afdichting te waarborgen tegen het naar buiten lekken van procesgassen of het naar binnen lekken van lucht of afdichtingsgassen in de binnenste kamer van de compressor die met het UF6/dragergasmengsel is gevuld.

5.7.9 Systemen om te fluoreren (MLIS)

Speciaal ontworpen of vervaardigde systemen om UF5 (vast) te fluoreren tot UF6 (gas).

TOELICHTING

Deze systemen zijn bedoeld om het opgevangen UF5-poeder te fluoreren tot UF6 dat vervolgens wordt opgevangen in producthouders of wordt gebruikt of voedingsgas voor MLIS-eenheden ten behoeve van een nieuwe verrijkingstrap. Een methode is om de fluoreringsreactie te doen plaatsvinden binnen het isotopenscheidingssysteem teneinde direct aan de „product”-collectoren te reageren en op te vangen. In een andere aanpak wordt het UF5-poeder van de „product”- collectoren naar een geschikt reactievat gebracht (bv. wervelbedreactor, schroefreactor of vlamtoren) met het oog op fluorering. In beide gevallen wordt uitrusting voor de opslag en overbrenging van fluor (of een ander geschikt fluoreringsmiddel) en voor het opvangen en overbrengen van UF6 gebruikt.

5.7.10 UF6 massaspectrometers/ionenbronnen (MLIS)

Speciaal ontworpen of vervaardigde magnetische of quadrupool-massaspectrometers/ionenbronnen waarmee „on line” monsters kunnen worden genomen van de UF6-voedingsstroom en van verarmde en verrijkte UF6-gasstromen en die alle onderstaande eigenschappen hebben:

1. oplossend vermogen voor massa’s groter dan 320 a.m.e.;

2. ionenbronnen vervaardigd van of bekleed met nichroom of monel of vervaardigd van vernikkelde onderdelen;

3. ionisatiebronnen die werken met elektronenbeschieting;

4. collectorsysteem dat geschikt is voor isotopenanalyse.

5.7.11 Voedingssystemen en opvangsystemen voor verrijkt en verarmd uranium (MLIS)

Speciaal ontworpen of vervaardigde processystemen of apparatuur voor verrijkingsinstallaties, vervaardigd van of beschermd met materiaal dat bestand is tegen corrosie door UF6, met inbegrip van:

a. voedingsautoclaven, ovens of systemen voor het doorvoeren van UF6 naar het verrijkingsproces;

b. desublimatoren (of koelvallen) die gebruikt worden om UF6 uit het verrijkingsproces te verwijderen voor verder transport na verhitting;

c. stollingsstations of liquefactors die worden gebruikt om UF6 uit het verrijkingsproces te verwijderen door het samen te persen en om te zetten in vloeibare of vaste vorm;

d. opvangsystemen voor verarmd of verrijkt uranium om UF6 in containers op te slaan.

5.7.12. Processystemen om UF6 van het dragergas te scheiden (MLIS)

Systemen die speciaal zijn ontworpen of vervaardigd om UF6 van het dragergas te scheiden. Dit dragergas kan stikstof, argon of een ander gas zijn.

TOELICHTING

Deze systemen kunnen apparatuur omvatten zoals:

a. cryogene warmtewisselaars en cryogene scheiders die geschikt zijn voor temperaturen van −120 °C of lager; of

b. cryogene koeleenheden die geschikt zijn voor temperaturen van −120 °C of lager; of

c. koudevallen voor UF6 die geschikt zijn voor temperaturen van −20 °C of lager.

5.7.13 Lasersystemen (AVLIS, MLIS en CRISLA)

Speciaal voor de scheiding van uraniumisotopen ontworpen of vervaardigde lasersystemen.

TOELICHTING

De lasersystemen voor het AVLIS-proces bestaan doorgaans uit twee lasers: een koperdamplaser en een kleurstoflaser. Lasersystemen voor het MLIS-proces bestaan doorgaans uit een CO2- of excimere-laser en een multi-pass optische-cel met aan beide uiteinden draaiende spiegels. Lasers of lasersystemen voor beide processen vergen een stabilisator voor het frequentiespectrum die gedurende lange perioden in bedrijf kan zijn.

5.8 Speciaal voor gebruik in verrijkingsinstallaties op basis van plasmascheiding ontworpen of vervaardigde systemen, uitrusting en onderdelen

INLEIDING

In het plasmascheidingsproces wordt een plasma van uraniumionen door een elektrisch veld gevoerd dat is afgestemd op de U-235-ionresonantiefrequentie zodat deze ionen preferentieel energie absorberen en de diameter van hun schroefvormige omloopbaan groter wordt. Ionen met een grote omloopdiameter worden afgevangen om een product te verkrijgen dat met U-235 verrijkt is. Het plasma, dat wordt verkregen door uraniumdamp te ioniseren, wordt ingesloten in een vacuümkamer met behulp van een sterk door een supergeleidende magneet geproduceerd magnetisch veld. De voornaamste technische systemen van het proces zijn het systeem voor het genereren van het uraniumplasma, de scheidingsmodule met de supergeleidende magneet en de metaalverwijderingssystemen met de opvangsystemen voor verarmd en verrijkt uranium.

5.8.1 Microgolfbronnen en antennes

Speciaal ontworpen of vervaardigde microgolfbronnen en antennes voor het produceren of versnellen van ionen, met de volgende karakteristieken: frequentie groter dan 30 GHz en een gemiddeld uitgangsvermogen van meer dan 50 kW voor ionproductie.

5.8.2 Ionisatieaanslagspoelen

Speciaal ontworpen of vervaardigde RF-ionisatieaanslagspoelen voor frequenties van meer dan 100 kHz en een gemiddeld vermogen van meer dan 40 kW.

5.8.3 Systemen voor het genereren van het uraniumplasma

Speciaal ontworpen of vervaardigde systemen voor het genereren van het uraniumplasma die krachtige strip- of het trefmateriaal of scanning-elektronenkanonnen bevatten met een afgegeven vermogen van meer dan 2,5 kW/cm.

5.8.4 Systemen voor het hanteren van gesmolten uraniummetaal

Speciaal ontworpen of vervaardigde behandelingssystemen voor gesmolten uranium of uraniumlegeringen, bestaande uit smeltkroezen en koelapparatuur daarvoor.

TOELICHTING

De smeltkroezen en andere onderdelen van dergelijke systemen die in contact komen met gesmolten uranium of uraniumlegeringen worden vervaardigd van of beschermd door materialen die op afdoende wijze corrosie- en hittebestendig zijn. Geschikte materialen zijn onder meer tantaal, met yttriumoxide bedekt grafiet, grafiet bedekt met andere oxiden van zeldzame aarden of mengsels daarvan.

5.8.5 Opvangsystemen voor verarmd en verrijkt uraniummetaal

Speciaal ontworpen of vervaardigde opvangsystemen voor verarmd en verrijkt uranium in vaste vorm. De onderdelen van dergelijke opvangsystemen worden vervaardigd van of beschermd door materialen die bestand zijn tegen de hitte van en corrosie door uraniumdampen, zoals tantaal en met yttriumoxide bedekt grafiet.

5.8.6 Behuizingen voor scheidingsmodules

Speciaal voor gebruik in verrijkingsinstallaties op basis van plasmascheiding ontworpen of vervaardigde cilindrische vaten die zijn ontworpen om de uraniumplasmabron, de radiofrequente spoel en de opvangsystemen voor verarmd en verrijkt uranium te bevatten.

TOELICHTING

Deze behuizingen hebben een groot aantal poorten voor het doorvoeren van elektriciteit, diffusiepompverbindingen en poorten voor de instrumentatie en monitoring. Er is voorzien in openings- en afsluitingsinrichtingen om vernieuwing/herstelling van de interne onderdelen mogelijk te maken, en zij zijn vervaardigd van een geschikt niet-magnetisch materiaal zoals roestvrij staal.

5.9. Speciaal voor gebruik in elektromagnetische-verrijkingsinstallaties ontworpen of vervaardigde systemen, uitrusting en onderdelen

INLEIDING

In het elektromagnetische proces worden uraniummetaalionen, geproduceerd door ionisatie van een voedingszout (typisch UCI4), versneld en door een magnetisch veld gevoerd dat ervoor zorgt dat de ionen aan de verschillende isotopen een verschillend pad gaan volgen. De voornaamste onderdelen van een elektromagnetische isotopenscheidingsinstallatie zijn onder meer: een magnetisch veld voor het afbuigen van de ionenbundel en de scheiding van de isotopen, een ionenbron en het daarmee verbonden versnellersysteem en een collectorsysteem voor de gescheiden ionen. Hulpsystemen zijn onder meer de voedingen voor de magneten, de hoogspanningsvoedingen voor de ionenbronnen, het vacuümsysteem en uitgebreide chemische hanteringssystemen voor het opvangen van het product en het schoonmaken/recycleren van de onderdelen.

5.9.1 Elektromagnetische isotopenscheiders

Elektromagnetische isotopenscheiders, speciaal ontworpen of vervaardigd voor de scheiding van uraniumisotopen, en uitrusting en onderdelen daarvoor, zoals:

a. Ionenbronnen

Speciaal ontworpen of vervaardigde enkel- of meervoudige uraniumionenbronnen, bestaande uit een dampbron, ionisator en bundelversneller, vervaardigd van geschikte materialen zoals grafiet, roestvrij staal of koper, en geschikt om een totale ionenbundelstroom te leveren van 50 mA of meer;

b. Ionencollectoren

Speciaal voor het opvangen van ionenbundels met verrijkt of verarmd uranium ontworpen of vervaardigde ionencollectorplaten, bestaande uit twee of meer spleten en opvangkamers en vervaardigd van geschikte materialen zoals grafiet of roestvrij staal;

c. Vacuümbehuizingen

Speciaal voor elektromagnetische uraniumscheidingssystemen ontworpen of vervaardigde vacuümbehuizingen, vervaardigd van geschikte niet-magnetische materialen zoals roestvrij staal en ontworpen voor een werkdruk van 0,1 Pa of lager.

TOELICHTING

De behuizingen zijn speciaal ontworpen om de ionenbron, de collectorplaten en de watergekoelde „liners” te bevatten en zijn voorzien van verbindingen voor de diffusiepomp en van openings- en afsluitingsinrichtingen om verwijdering/herinstallatie van deze onderdelen mogelijk te maken.

d. Magnetische poolschoenen

Speciaal ontworpen of vervaardigde magnetische poolschoenen met een diameter van meer dan 2 m, bedoeld om een constant magnetisch veld te handhaven binnen een elektromagnetische isotopenscheider en het magnetisch veld tussen naburige separatoren over te brengen.

5.9.2 Hoogspanningsvoedingen

Speciaal ontworpen of vervaardigde hoogspanningsvoedingen voor ionenbronnen die alle volgende eigenschappen hebben: geschikt voor continubedrijf, uitgangsspanning van 20 000 V of meer, uitgangsstroom van 1 A of meer en spanningsregeling beter 0,01 % over een periode van acht uur.

5.9.3 Voedingen voor magneten

Speciaal ontworpen of vervaardigde voedingen voor magneten (hoog vermogen, gelijkstroom) die alle volgende eigenschappen hebben: geschikt voor continubedrijf met een uitgangsstroom van 500 A of meer en een spanning van 100 V of meer en met een stroom- of spanningsregeling beter dan 0,01 % over een periode van acht uur.

6. Fabrieken voor de productie van zwaar water, deuterium en deuteriumverbindingen en speciaal daarvoor ontworpen of vervaardigde uitrusting

INLEIDING

Zwaar water kan op een groot aantal verschillende manieren worden geproduceerd. De twee processen die echter bewezen hebben commercieel levensvatbaar te zijn, zijn het zwavelwaterstof-waterwisselproces (GS-proces) en het ammoniak-waterstofwisselproces.

Het GS-proces is gebaseerd op de uitwisseling van waterstof en deuterium tussen water en zwavelwaterstof binnen een reeks torens waarvan het bovenste gedeelte koud en het onderste gedeelte warm is. Water vloeit naar beneden door de torens, terwijl het zwavelwaterstofgas circuleert van de bodem naar de top van de torens. Een aantal geperforeerde platen zorgt voor een betere menging van gas en water. Deuterium migreert naar het water bij lage temperaturen en naar de zwavelwaterstof bij hoge temperaturen. Gas of water, met deuterium verrijkt, wordt op de grens tussen de hete en de koude sectie uit de torens van de eerste trap verwijderd, waarna het proces wordt herhaald in de volgende torens. Het product van de laatste trap, namelijk water dat tot 30 % met deuterium is verrijkt, wordt naar een destillatie-installatie gestuurd waar vervolgens voor kernreactoren geschikt zwaar water, i.e. 99,75 % deuteriumoxide, wordt gemaakt.

Bij het ammoniak-waterstofwisselproces wordt deuterium geëxtraheerd uit synthesegas door contact met vloeibaar ammoniak in aanwezigheid van een katalysator. Het synthesegas stroomt naar wisseltorens en naar een ammoniakconvertor. Binnen de torens stroomt het gas van de bodem naar de top, terwijl de vloeibare ammoniak van de top naar de bodem vloeit. Het deuterium wordt uit de waterstof in het synthesegas gehaald en in de ammoniak geconcentreerd. De ammoniak stroomt in een ammoniakkraker aan de voet van de installatie, terwijl het gas aan de bovenzijde in een ammoniakconvertor stroomt. In verschillende trappen wordt verdere verrijking verkregen, terwijl voor gebruik in kernreactoren geschikt zwaar water wordt verkregen door een einddestillatie. Het synthesegas kan verkregen worden van een ammoniakfabriek, die op haar beurt kan zijn gebouwd in samenhang met een ammoniak-waterstofwisselinstallatie voor zwaar water. In het ammoniak-waterstofwisselproces kan ook gewoon water worden gebruikt als deuteriumbron.

Essentiële apparatuur voor de productie van zwaar water via het GS- of het ammoniakwaterstofwisselproces, wordt vaak ook in verschillende takken van de chemische en petrochemische industrie gebruikt. Dit geldt met name voor kleine installaties die het GS-proces gebruiken. Slechts weinig systemen zijn echter zonder meer „uit voorraad” beschikbaar. Bij het GS- en het ammoniak-waterstofwisselproces moeten grote hoeveelheden ontvlambare, corrosieve en toxische vloeistoffen worden gehanteerd bij hoge bedrijfsdrukken. Bij het vastleggen van het ontwerp en de bedrijfsnormen van de installaties voor deze processen moet dus grote aandacht worden besteed aan de selectie van en de specificaties voor de te gebruiken materialen, teneinde een lange levensduur, gepaard aan een grote veiligheid en betrouwbaarheid te waarborgen. De keuze van de omvang wordt primair bepaald door economische aspecten en behoeften. De meeste uitrusting zal derhalve worden vervaardigd overeenkomstig de eisen van de klant.

Ten slotte moet worden opgemerkt dat zowel in het GS- als in het ammoniak-waterstofwisselproces, onderdelen die afzonderlijk niet specifiek voor de productie van zwaar water zijn ontworpen of vervaardigd, kunnen worden geassembleerd tot systemen die wel degelijk voor de productie van zwaar water zijn ontworpen of vervaardigd. Voorbeelden van dergelijke systemen zijn het katalysatorsysteem voor het ammoniak-waterstofwisselproces en waterdestillatiesystemen voor de eindconcentratie van zwaar water tot voor kernreactoren geschikt materiaal.

De apparatuur die speciaal is ontworpen of vervaardigd voor de productie van zwaar water via het zwavelwaterstof-waterwisselproces of het ammoniak-waterstofwisselproces omvat onder meer:

6.1 Zwavelwaterstof-waterwisseltorens

Wisseltorens die van fijn koolstofstaal (zoals ASTM A516) zijn vervaardigd, met diameters van 6 m (20 ft) tot 9 m (30 ft), geschikt voor bedrijfsdrukken van ten minste 2 Mpa (300 psi) en met een extra dikte met het oog op corrosiebescherming van ten minste 6 mm, speciaal ontworpen of vervaardigd voor de productie van zwaar water via het zwavelwaterstof-waterwisselproces.

6.2 Aanjagers en compressoren

Eéntraps, lagedruk (i.e. 0,2 Mpa of 30 psi) centrifugaalaanjagers of -compressoren voor zwavelwaterstofcirculatie (i.e. gas dat meer dan 70 % H2S bevat), speciaal ontworpen of vervaardigd voor de productie van zwaar water via het zwavelwaterstofwisselproces. Deze aanjagers of compressoren hebben een debiet van ten minste 56 m3/sec. (120 000 SCFM) bij bedrijfsdrukken van ten minste 1,8 Mpa (260 psi) zuiging en hebben afdichtingen voor nat H2S-bedrijf.

6.3 Ammoniak-waterstofwisseltorens

Ammoniak-waterstofwisseltorens, met een hoogte van ten minste 35 m (114,3 ft) en diameters van 1,5 m (4,9 ft) tot 2,5 m (8,2 ft), geschikt voor bedrijfsdrukken van meer dan 15 MPa (2225 psi), speciaal ontworpen of vervaardigd voor de productie van zwaar water via het ammoniak-waterstofwisselproces. Deze torens zijn voorzien van ten minste één kraaggat van dezelfde diameter als het cilindrische gedeelte waardoor de interne onderdelen van de toren kunnen worden ingebracht of weggenomen.

6.4 Interne onderdelen van de toren en getrapte pompen

Interne onderdelen van de toren en getrapte pompen, speciaal ontworpen of vervaardigd voor de productie van zwaar water via het ammoniak-waterstofwisselproces. Bedoelde onderdelen zijn onder meer speciaal ontworpen trapcontactoren die een nauw contact tussen gas en vloeistof moeten waarborgen. De getrapte pompen zijn onder meer speciaal ontworpen dompelpompen voor de circulatie van vloeibaar ammoniak in de afzonderlijke contacttrappen in de toren.

6.5 Ammoniak-kraakinstallaties

Ammoniak-kraakinstallaties, ontworpen voor een bedrijfsdruk van ten minste 3 MPa (450 psi), speciaal ontworpen of vervaardigd voor de productie van zwaar water via het ammoniakwaterstofwisselproces.

6.6 Infraroodabsorptie-analysatoren

Infraroodabsorptie-analysatoren die „on line” waterstof-deuteriumverhoudingen kunnen meten waarbij de deuteriumconcentratie 90 % of meer bedraagt.

6.7 Katalytische branders

Katalytische branders voor de omzetting van volledig verrijkt deuteriumgas in zwaar water, speciaal ontworpen of vervaardigd voor de productie van zwaar water via het ammoniak-waterstofwisselproces.

7. Fabrieken voor de omzetting van uranium en speciaal hiervoor ontworpen of vervaardigde uitrusting

INLEIDING

Uraniumomzettingsfabrieken en -systemen kunnen een of meerdere omzettingen uitvoeren van de ene chemische vorm van uranium in de andere, bijvoorbeeld omzetting van uraniumertsconcentraten in UO3, omzetting UO3 in UO2, omzetting van uraniumoxiden in UF4 of UF6, omzetting van UF4 in UF6, omzetting van UF6 in UF4, omzetting van UF4 in uraniummetaal en omzetting van uraniumfluoriden in UO2. Essentiële apparatuur voor fabrieken voor de omzetting van uranium wordt vaak ook in verschillende takken van de chemie-procesindustrie gebruikt. Voorbeelden daarvan zijn ovens, roterende ovens, wervelbedreactoren, vlamtorenreactoren, vloeistofcentrifuges, destillatiekolommen en vloeistof-vloeistofextractiekolommen/ Slechts weinig systemen zijn echter zonder meer „uit voorraad” beschikbaar. De meeste uitrusting moet worden vervaardigd overeenkomstig de eisen van de klant. In bepaalde gevallen zijn bijzondere ontwerp- en constructiespecificaties vereist met het oog op de bescherming tegen de corrosieve eigenschappen van bepaalde gehanteerde chemicaliën (HF, F2, CIF3 en uraniumfluoriden). Ten slotte moet worden opgemerkt dat bij alle processen voor de omzetting van uranium onderdelen die afzonderlijk niet specifiek voor de omzetting van uranium zijn ontworpen of vervaardigd, kunnen worden geassembleerd tot systemen die wel degelijk voor de omzetting van uranium zijn ontworpen of vervaardigd.

7.1 Speciaal ontworpen of vervaardigde systemen voor de omzetting van uraniumertsconcentraten in UO3

TOELICHTING

Uraniumertsconcentraten kunnen worden omgezet in UO3 door het erts eerst op te lossen in salpeterzuur en gezuiverd uranylnitraat te extraheren met gebruikmaking van een oplosmiddel zoals tributylfosfaat. Vervolgens wordt het uranylnitraat omgezet in UO3 hetzij door concentratie en denitrificatie, hetzij door neutralisatie met ammoniakgas en de vorming van ammoniumdiuranaat gevolgd door filtering, droging en calcinering.

7.2 Speciaal ontworpen of vervaardigde systemen voor de omzetting van UO3 in UF6

TOELICHTING

UO3 kan direct worden omgezet in UF6 door fluorering. Het proces vereist een bron van fluorgas of chloortrifluoride.

7.3 Speciaal ontworpen of vervaardigde systemen voor de omzetting van UO3 in UO2

TOELICHTING

UO3 kan worden omgezet in UO2 door reductie van UO3 met gekraakt ammoniakgas of waterstof.

7.4 Speciaal ontworpen of vervaardigde systemen voor de omzetting van UO2 in UF4

TOELICHTING

UO2 kan worden omgezet in UF4 door UO2 te laten reageren met waterstoffluoridegas (HF) op 300-500°C.

7.5 Speciaal ontworpen of vervaardigde systemen voor de omzetting van UF4 in UF6

TOELICHTING

UF4 kan worden omgezet in UF6 door een exotherme reactie met fluor in een torenreactor. UF6 wordt uit de hete effluentgassen geconcentreerd door de effluentenstroom door een tot −10 °C gekoelde koudeval te voeren. Voor dit proces is een bron van fluorgas vereist.

7.6 Speciaal ontworpen of vervaardigde systemen voor de omzetting van UF4 in uraniummetaal

TOELICHTING

UF4 kan worden omgezet in uraniummetaal door reductie met magnesium (grote batchprocessen) of calcium (kleine batchprocessen). De reactie verloopt bij een temperatuur boven het smeltpunt van uranium (1 130 °C).

7.7 Speciaal ontworpen of vervaardigde systemen voor de omzetting van UF6 in UO2

TOELICHTING

UF6 kan worden omgezet in UO2 via een van de volgende drie processen. In het eerste wordt UF6 gereduceerd en gehydroliseerd tot UO2 met behulp van waterstof en stoom. In het tweede wordt UF6 gehydroliseerd door oplossing in water, ammoniak wordt toegevoegd om het ammoniumdiuranaat te doen neerslaan en het diuranaat wordt gereduceerd tot UO2 met stikstof bij 820 °C. In het derde proces worden gasvormig UF6, CO2 en NH3 gecombineerd in water, waarbij ammoniumuranylcarbonaat neerslaat. Dit ammoniumuranylcarbonaat wordt gecombineerd met stoom en waterstof bij 500-600 °C om zo UO2 te verkrijgen. In een splijtstoffabricage-installatie is de eerste stap vaak de omzetting van UF6 in UO2.

7.8 Speciaal ontworpen of vervaardigde systemen voor de omzetting van UF6 in UF4

TOELICHTING

UF6 wordt omgezet in UF4 door reductie met waterstof.
