Article 1

The roads designated by the Contracting Parties in the annex to this Agreement shall be open to vehicles of which the permissible maximum dimensions and weights, unladen or with load, provided that no vehicle shall carry a maximum load in excess of that declared permissible by the competent authority of the country in which it is registered, do not exceed the maximum dimensions and weights set forth in annex 7 of the 1949 Convention on Road Traffic.

Article 2

1 Any Contracting Party may, at any time, notify the Secretary-General of the United Nations that, as from the date of the said notification, this Agreement shall cease to apply for a limited or unlimited period to a particular road designated in the annex hereto.

2 Any Contracting Party may, at any time, notify the Secretary-General of the United Nations that, as from the date of the said notification, it will designate a road other than those designated in the annex hereto on which vehicles, of which the permissible maximum dimensions and weights, unladen or with load, do not exceed the maximum dimensions and weights set forth in annex 7 of the 1949 Convention on Road Traffic, shall be permitted to travel.

3 The Secretary-General shall bring the above-mentioned notifications to the attention of the other Contracting Parties.

Article 3

1 This Agreement shall be open until 30 June 1951 for signature and, after that date, for accession by the countries participating in the work of the Economic Commission for Europe.

2 The instruments of accession and, if required, of ratification, shall be deposited with the Secretary-General of the United Nations, who shall notify all the countries referred to in paragraph 1 of this article of the receipt thereof.

Article 4

This Agreement may be denounced by means of six months' notice given to the Secretary-General of the United Nations, who shall notify the other Contracting Parties thereof. After the expiration of the six months' period, the Agreement shall cease to be in force as regards the Contracting Party which has denounced it.

Article 5

1 This Agreement shall enter into force when three of the countries referred to in article 3, paragraph 1 above, shall have become Contracting Parties thereto.

2 It shall terminate if at any time the number of Contracting Parties thereto is less than three.

Article 6

Any dispute between any two or more Contracting Parties concerning the interpretation or application of this Agreement, which the Parties are unable to settle by negotiation or by another mode of settlement, may be referred for decision, at the request of any one of the Contracting Parties concerned, to an arbitral commission, of which each of the Contracting Parties concerned shall designate a member and the chairman of which shall be appointed by the Secretary-General of the United Nations.

Article 7

1 The original of this Agreement shall be deposited with the Secretary-General of the United Nations, who shall transmit a certified copy thereof to each of the countries referred to in article 3, paragraph 1.

2 The Secretary-General is authorized to register this Agreement upon its entry into force.

NETHERLANDS:

All roads and bridges in the Netherlands will be open to the vehicles mentioned in Article 1 of the European Agreement on the application of Article 23 of the 1949 Convention on Road Traffic, with the exception of roads and bridges indicated by signs imposing restrictions, in which case they are only open to vehicles the weights and dimensions of which do not surpass the limits mentioned on the signs.

Artikel 1

De wegen die door de Overeenkomstsluitende Partijen zijn aangewezen in de bijlage van deze Overeenkomst, zijn toegankelijk voor het verkeer met voertuigen waarvan de toegestane maximum-afmetingen en -gewichten, onverschillig of het voertuig ledig of geladen is, en met dien verstande dat voertuigen niet zwaarder beladen mogen zijn dan is toegestaan door het bevoegde gezag van het land van inschrijving, niet groter zijn dan de maximum-afmetingen en -gewichten, vastgesteld in Bijlage 7 van het Verdrag nopens het wegverkeer van 1949.

Artikel 2

1 Iedere Overeenkomstsluitende Partij kan de Secretaris-Generaal van de Verenigde Naties er te allen tijde kennis van geven dat zij met ingang van de datum der kennisgeving een bepaalde in de bijlage van deze Overeenkomst aangewezen weg voor een beperkte of onbeperkte tijd van de toepassing van deze Overeenkomst uitsluit.

2 Iedere Overeenkomstsluitende Partij kan de Secretaris-Generaal van de Verenigde Naties ervan in kennis stellen dat zij met ingang van de datum der kennisgeving, buiten de in de bijlage van deze Overeenkomst aangewezen wegen, een nieuwe weg aanwijst waarop verkeer toegelaten is met voertuigen waarvan de maximum-afmetingen en -gewichten, onverschillig of ze ledig of geladen zijn, niet meer bedragen dan de maximum-afmetingen en -gewichten, vastgesteld in Bijlage 7 van het Verdrag nopens het wegverkeer van 1949.

3 De Secretaris-Generaal deelt de bovenbedoelde kennisgevingen aan de andere Overeenkomstsluitende Partijen mede.

Artikel 3

1 Deze Overeenkomst staat tot 30 Juni 1951 open voor ondertekening en na die datum voor toetreding door de landen die aan de werkzaamheden van de Economische Commissie voor Europa deelnemen.

2 De akten van toetreding en, eventueel, de akten van bekrachtiging worden nedergelegd bij de Secretaris-Generaal der Verenigde Naties, die daarvan mededeling doet aan al de in het eerste lid van dit artikel bedoelde landen.

Artikel 4

Deze Overeenkomst kan worden opgezegd met inachtneming van een termijn van zes maanden door een daartoe strekkende kennisgeving aan de Secretaris-Generaal der Verenigde Naties, die daarvan mededeling doet aan de Overeenkomstsluitende Partijen.

Na het verstrijken van die termijn houdt de Overeenkomst op van kracht te zijn voor de Overeenkomstsluitende Partij die deze heeft opgezegd.

Artikel 5

1 Deze Overeenkomst treedt in werking wanneer drie van de hierboven in artikel 3, eerste lid, bedoelde landen er Partij bij zijn geworden.

2 Deze Overeenkomst eindigt indien het aantal Overeenkomstsluitende Partijen op enig ogenblik minder dan drie bedraagt.

Artikel 6

Ieder geschil tussen twee of meer Overeenkomstsluitende Partijen, met betrekking tot de uitlegging of de toepassing van deze Overeenkomst, hetwelk de Partijen noch door onderhandeling noch anderszins kunnen oplossen, kan door elk der betrokken Overeenkomstsluitende Partijen ter beslissing aanhangig worden gemaakt bij een arbitragecommissie, waarvoor elk van de betrokken Overeenkomstsluitende Partijen een lid aanwijst en waarvan de voorzitter door de Secretaris-Generaal van de Verenigde Naties wordt aangewezen.

Artikel 7

1 Het origineel van deze Overeenkomst wordt nedergelegd bij de Secretaris-Generaal van de Verenigde Naties, die aan elk van de in artikel 3, eerste lid, bedoelde landen een gewaarmerkt afschrift ervan doet toekomen.

2 De Secretaris-Generaal is gemachtigd deze Overeenkomst bij het in werking treden ervan te registreren.
