Your Excellency,

I have the honour to inform Your Excellency that Her Netherlands Majesty's Government are prepared to enter into an arrangement for the reciprocal waiver of United Kingdom stamp-duty in cases where property in the United Kingdom is acquired or leased by the Netherlands Government for diplomatic and consular purposes, including property to be used as Embassy or consular premises, or as London residence of a Head of Mission or other diplomatic personnel or as a consular residence, and of Netherlands registration dues or stamp-duty, in cases where His Majesty's Government in the United Kingdom acquire or lease corresponding property in the Netherlands.

I have the honour to propose that if the suggestion for such an arrangement is acceptable to His Majesty's Government in the United Kingdom this letter and Your Excellency's reply thereto shall constitute the relative agreement between our two Governments.
