Tokyo, March 13, 1956.

Monsieur l'Ambassadeur,

With reference to the Protocol between the Government of Japan and the Government of the Kingdom of The Netherlands relating to Settlement of the Problem concerning Certain Types of Private Claims of Netherlands Nationals, I have the honour to inform Your Excellency that it is the understanding of the Japanese Government that the term “the time of each of such payments” in Paragraph 2, Article II of the said Protocol means “the time of each of the five years when the Japanese Government begins to take steps for the payment”.

I have further the honour to request Your Excellency to be good enough to confirm that the same is also the understanding of the Netherlands Government.

It is added that such steps for the payment by the Japanese Government will eventually be taken on the 1st of June every year, and actual remittances to the Netherlands Government will take place approximately within ten days thereafter.

I avail myself of this opportunity to renew to Your Excellency, Monsieur l'Ambassadeur, the assurances of my highest consideration.
