Sir,

I have the honour to acknowledge the receipt of Your letter of to-day, reading as follows:

The Norwegian Government agrees to the arrangements proposed in your letter and agrees that our two letters shall be deemed to constitute and be evidence of a formal agreement between our two Governments. The Norwegian Government also agrees to the proposal of the Netherlands Government that the agreement shall enter into force on the date on which each Government shall receive from the other Government a Note in which it is stated, that the constitutional requirements for the entry into force of such agreement have been fulfilled.
