The Hague, November 17, 1964.

Monsieur le Ministre,

With reference to previous negotiations, I have the honour to bring the following to the attention of Your Excellency:

The Government of the Kingdom of Norway, desirous of establishing in Rotterdam a health centre for seamen, has the honour to propose that an Agreement be concluded between the Kingdom of the Netherlands and the Kingdom of Norway worded as follows:

1.

(1) The Netherlands Government shall permit the establishment in Rotterdam of a health centre for seamen. This centre shall be directed by a Norwegian physician who may be assisted by the necessary medical, dental and administrative staff. The medical doctors and dentists engaged at this centre shall be in possession of a diploma in medicine or dentistry, recognized by the Netherlands Government and qualifying them to perform their duties within the framework of this Agreement.

(2) The role of the health centre shall be:

a) to carry out regular health examinations of seamen prior to their engagement on Norwegian ships,

b) to record the health situation of, and carry out preventive health work among, Norwegian seamen seeking employment while in the Netherlands, as well as among seamen engaged on board Norwegian ships lying in the Netherlands; further, to give the aforementioned seamen such medical and dental treatment and to prescribe such medicine as may be necessary. When an ailment or an injury calls for further treatment which cannot be given by the health centre, and, in any case, when treatment or observation in a hospital is considered necessary, either the seamen in question shall be repatriated or the case shall be referred to a physician, a dentist or a hospital in the Netherlands.

c) to keep a check on the supplies of medicine on board Norwegian ships berthing in the Netherlands.

(3) Neither the responsible doctor or dentist at the health centre nor their staff shall undertake activities outside the scope of those mentioned in the preceding paragraph; they shall not, therefore, lend their services to the Norwegians residing in Rotterdam.

2. The health centre shall observe the laws and regulations in force in the Netherlands as well as the international obligations of the Netherlands in respect of the International Sanitary Regulations (W.H.O.) and other international regulations relating to public health measures. The health centre shall co-operate fully with the Netherlands authorities, who shall have access to the premises of the centre at all times.

3. The Netherlands authorities are aware of the fact that all positions within the Norwegian medical service abroad are limited in time. Furthermore, temporary substitutes will often be needed in the various positions. This entails that new diplomas will have to be presented and accepted rather frequently and that the time interval between the appointment of a person to a position and the actual taking up of his duties is sometimes very short.

4. This Agreement shall enter into force on the first day of the month following the month in which the two Contracting Parties have informed each other that the approval constitutionally required in the two States has been obtained. It may be terminated by either of the Contracting Parties, provided that at least one year's prior notice of termination is given to the Ministry of Foreign Affairs of the other Party.

If the provisions proposed above are acceptable to the Government of the Kingdom of the Netherlands, I have the honour to suggest that this Note, together with Your Excellency's affirmative reply should be regarded as constituting an Agreement between the two Governments in this matter.

I avail myself of this opportunity to renew to Your Excellency the assurances of my highest consideration.
