The Ministry of Foreign Affairs of the United Republic of Tanzania presents its compliments to the Royal Netherlands Embassy and has the honour to acknowledge receipt of the Embassy's Note No. 964 of 2nd April, 1968.

The Ministry of Foreign Affairs has the honour to inform the Embassy that the proposals set forth in the above-mentioned Note are acceptable to the Government of the United Republic of Tanzania, and that the said Note and this reply shall constitute an understanding between the two Governments on this subject. This understanding shall apply as regards the Kingdom of the Netherlands, to the territory of the Kingdom in Europe and to Surinam and shall take effect on the date on which the Government of the Kingdom of the Netherlands notifies the Government of the United Republic of Tanzania that the formalities constitutionally required in the Kingdom of the Netherlands have been complied with.

The Ministry of Foreign Affairs of the United Republic of Tanzania avails itself of this opportunity to renew to the Royal Netherlands Embassy the assurances of its highest consideration.
