Declaration — concerning the Aeronautical Satellite Programme Overeenkomst tussen zekere Lid-Staten van de Europese Organisatie voor Ruimteonderzoek en de Europese Organisatie voor Ruimteonderzoek inzake de tenuitvoerlegging van een programma betreffende luchtverkeerssatellieten

concerning the Aeronautical Satellite Programme

The representatives on the Council of ESRO of the Governments of Belgium, France, Germany, Italy, the Netherlands, Spain, Sweden and the United Kingdom,

Noting the Resolution adopted by the Council of the Organisation at its 40th meeting (ESRO/C/XL, Res. 3) concerning the joint aeronautical satellite programme,

Noting the proposed Memorandum of Understanding between the European Space Research Organisation (ESRO), the Federal Aviation Administration (FAA) of the United States Department of Transportation, the Commonwealth of Australia, Canada and Japan, which defines the terms for the joint execution of a preoperational aeronautical satellite programme,

Declare that their Governments are considering whether to take part, under the appropriate terms within the framework of the Organisation and in cooperation with the above-mentioned bodies, in the carrying out of a preoperational aeronautical satellite programme,

Noting the proposed Arrangement between certain Member States of ESRO and the Organisation concerning the execution of an aeronautical satellite programme, open for signature in Paris on 9 December 1971, which would, as appropriate, be submitted to their respective Governments with a view to its signature,

Request the Organisation to make available, under Article VIII of its Convention, its assistance and the use of its facilities,

Agree that the Director General of ESRO should now:

- Enter upon the execution of the aeronautical satellite programme in cooperation with the FAA, in particular by participating in the establishment of a Joint Programme Office, in agreement with the representatives of the Participants, and the finalisation of the specifications relating to the contractual arrangements to be concluded;

- Make provision in the 1972 budget for appropriations of 4.276 MAU for the execution of the programme.
