The Embassy of the Kingdom of the Netherlands presents its compliments to the Consular Department of the Ministry of Foreign Affairs of the People's Republic of China and has the honour to confirm receipt of the Latter's Note of March 28, 1979, which reads as follows:
“The Consular Department of the Ministry of Foreign Affairs of the People's Republic of China presents its compliments to the Royal Netherlands Embassy in China and has the honour to confirm the following agreement reached by the two sides relating to visas for the personnel of the representative offices of the airlines of China and the Netherlands and the crew members operating scheduled flights:
1. The two sides agree that the personnel of the representative office of the airline permanently stationed in the territory of the other Contracting Party and their accompanying dependents shall be issued entry visas good for a single journey valid for 3 months by the Embassy of the other Contracting Party in the territory of the first Contracting Party. After their arrival in the territory of China, personnel of the representative office of the Netherlands airline and their dependents will be granted multiple exit- and entry visas valid for twelve months by the Chinese department in charge of visa affairs and such visas may be extended annually upon request. After their arrival in the Netherlands, personnel of the representative office of CAAC and their dependents will be put, by the competent Netherlands department, in possession of a residence permit valid for a period of one year, which permit may be extended upon request.
On presentation of the said residence permit, they may depart from the Netherlands and re-enter it.
2. The two sides agree that, in pursuance of the Civil Air Transport Agreement, the designated airline of each Contracting Party shall annually submit to the Embassy of the other Contracting Party a list of all the crew members operating the agreed flights in the year (giving name, year of birth, function and passport number of crew member license number). One week after the submission of the list, the crew members on the list while operating the scheduled flights may enter and leave the territory of the other Contracting Party without requirement of visas but simply on presentation of the valid passports or crew members licenses. But at take-off of each flight, the names of the crew members on board should be notified to the airline of the other Contracting Party.
When the above-mentioned crew members have entered the territory of the other Contracting Party, they need not apply for visas if they have to make a short stay on account of normal change of shifts or mechanical failure of the plane or adverse weather. But those wishing to stay for private reasons or who want to leave as passengers or by other means of transportation should go through visa formalities with the visa agency of the other Contracting Party.
Should the Embassy confirm the aforementioned in a note of reply, this Note and confirmative reply from the Embassy shall constitute an agreement between the Government of the People's Republic of China and the Government of the Kingdom of the Netherlands which will enter into force on the date on which the two Contracting Parties will have exchanged written notifications of the completion of necessary legal requirements in their respective countries, and which will apply provisionally as from the date of the entry into force of the agreement between the two parties relating to Civil Air Transport done at Beijing on 20 January, 1979.
The Consular Department of the Ministry of Foreign Affairs of the People's Republic of China avails itself of this opportunity to renew to the Royal Netherlands Embassy the assurances of its highest consideration.

The Embassy has the honour to confirm that the Agreement set forth in the aforementioned Note is acceptable to the Government of the Kingdom of the Netherlands, and that the Consular Department's Note, together with this Note shall constitute an Agreement between the Government of the Kingdom of the Netherlands and the Goverment of the People's Republic of China, which will enter into force on the date on which the two Contracting Parties will have exchanged written notifications of the completion of the necessary legal requirements in their respective countries and which will apply provisionally as from the date of the entry into force of the Agreement between the two Parties relating to Civil Air Transport, done at Peking on 20 January, 1979.
As regards the Kingdom of the Netherlands this Agreement shall be applicable to the territory in Europe only.
The Embassy of the Kingdom of the Netherlands avails itself of this opportunity to renew to the Consular Department of the Ministry of Foreign Affairs the assurance of its highest consideration.
