3 — Development Phase Overeenkomst tussen bepaalde Europese Regeringen en de Europese Organisatie voor Ruimteonderzoek betreffende de uitvoering van het Ariane draagraketprogramma

Development Phase

The development phase comprises a definition stage and the development proper.

3.1 Definition Stage

This stage began on 1 July 1973 and is due to be completed by 31 December 1973. The first three months of this period are being devoted to detailed studies of the system and its subassemblies and to the development of detailed programme management procedures.

The corresponding overall documentation comprises essentially:

- a document laying down the industrial organisation;

- a document laying down the project control procedure for contracts and sub-contracts (rules for drafting the technical clauses and the technical organigram, and procedures for cost control and due-date monitoring);

- a document laying down the launcher configuration management procedure (rules for establishing and updating the detailed technical specifications of the launcher and its components);

- a document laying down the procedure for establishing and checking the technical documentation and laying down the steps in the development together with launcher design reviews;

- a document laying down the product assurance procedure (quality and reliability control of the launcher);

- the technical specifications themselves.

This work will be reviewed and approved by CNES on 1 October 1973. The second three months of the definition stage will be essentially devoted to the negotiation of development contracts and the final choice of contractors.

Concurrently with this activity a number of tasks are being performed concerning the pre-development of, or capital expenditure on, critical elements of the development phase.

3.2 Development

Development is planned to cover seven years, comprising three periods:

- a period of some three years comprising the development and qualification of stage components (engines, structure and equipment), and also the construction of major capital facilities (stage test stands, launcher integration buildings and launch site) together with the execution of dynamic launcher tests;

- a period of about a year and a half corresponding to the development and qualification of the stages and the acceptance testing of launcher integration and launch facilities;

- a flight testing period covering two and half years, comprising the preparation and execution of four launcher flight tests, consisting of two development firings and two qualification firings.

The above periods presuppose that this Arrangement comes into force at the latest by 30 November 1973 and that financing follows the conditions set out in Annex B.

3.3 Payload

The Participants shall benefit from an option for the funding relating with the development of the payload intended for the flight test of the launcher.
