Cultural Agreement between the Government of the Kingdom of the Netherlands and the Government of Japan

Article I

1 The two Governments will encourage the exchange between the two countries of scholars, teachers, researchers, students, artists, members of cultural and educational and research institutions and other persons engaged in cultural or educational and research activities.

2 The two Governments will encourage close cooperation between the cultural and educational and research institutions of the two countries.

Article II

Each Government will facilitate the establishment and development in its country of cultural institutions of the other country.

Article III

Each Government will endeavour to provide nationals of the other country with scholarships and other facilities for study or research in its country.

Article IV

Each Government will encourage in its country the teaching of and research into the history, including the historical cultural relations between the two countries, languages, literature, geography, economy, social welfare and culture in general of the other country at universities and other educational and research institutions.

Article V

Each Government will facilitate, to the extent possible, access to museums, libraries, archives, documentation centers and other establishments of a cultural nature in its country for the nationals of the other country who are visiting its country for study purposes.

Article VI

Each Government will encourage and facilitate the understanding of the culture, history, institutions and general way of life of the other country, especially by means of:

(a) books, periodicals and other publications;

(b) radio and television programs;

(c) films, tapes, gramophone records and other audiovisual materials;

(d) fine arts, crafts and other cultural exhibitions;

(e) lectures, seminars and congresses;

(f) concerts and the performing arts;

(g) festivals and international competitions of a cultural nature.

Article VII

Each Government will encourage in its country the translation, reproduction and publication of literary, artistic, musical or academic works produced by the nationals or organizations of the other country.

Article VIII

The two Governments will facilitate exchange in the fields of the press, radio, television and cinematography.

Article IX

The two Governments will facilitate exchange in the field of youth affairs.

Article X

The two Governments will facilitate exchange in the field of sports affairs.

Article XI

The two Governments will encourage exchange in the field of the preservation of cultural assets.

Article XII

The two Governments will hold consultations with each other at the request of either of them, alternately in the Kingdom of the Netherlands and Japan, in order to review the progress of the cooperation and exchanges provided for in the present Agreement and to consider further measures for its implementation.

Article XIII

As regards the Kingdom of the Netherlands, the present Agreement shall apply to the part of the Kingdom that is situated in Europe.

Article XIV

The present Agreement shall be ratified and the instruments of ratification shall be exchanged at The Hague. It shall enter into force on the thirtieth day from the date of the exchange of the instruments of ratification.

Article XV

The present Agreement shall remain in force for a period of five years and thereafter until the expiration of one year from the day on which either Government shall give written notice of its intention to terminate the Agreement.

Artikel I

1 Beide Regeringen moedigen de uitwisseling tussen beide landen aan van geleerden, docenten, onderzoekers, studenten, kunstenaars, leden van instellingen van cultuur, onderwijs en onderzoek en van andere personen die zich bezighouden op het gebied van cultuur, onderwijs en onderzoek.

2 Beide Regeringen moedigen een nauwe samenwerking aan tussen de instellingen van cultuur, onderwijs en onderzoek van beide landen.

Artikel II

Elke Regering vergemakkelijkt de oprichting en ontwikkeling van culturele instellingen van het andere land in haar eigen land.

Artikel III

Elke Regering streeft ernaar aan onderdanen van het andere land studiebeurzen te verstrekken alsmede andere voorzieningen te treffen voor studie of onderzoek in haar land.

Artikel IV

Elke Regering moedigt in haar land het onderwijs in en het onderzoek van de geschiedenis, met inbegrip van de historische culturele betrekkingen tussen beide landen, de talen, literatuur, geografie, economie, het maatschappelijke werk en de cultuur in het algemeen van het andere land aan universiteiten en andere instellingen van onderwijs en onderzoek aan.

Artikel V

Elke Regering vergemakkelijkt voor onderdanen van het andere land die voor studiedoeleinden haar land bezoeken in zo groot mogelijke mate de toegang tot musea, bibliotheken, archieven, documentatiecentra en andere instellingen met een cultureel karakter in haar land.

Artikel VI

Elke Regering moedigt begrip aan en vergemakkelijkt het begrip van de cultuur, geschiedenis, instellingen en van het leven in het algemeen van het andere land, in het bijzonder door middel van:

(a) boeken, tijdschriften en andere geschriften;

(b) radio- en televisieprogramma's;

(c) films, beeld- en geluidsbanden, grammofoonplaten en ander audiovisueel materiaal;

(d) kunst- en nijverheidstentoonstellingen en andere tentoonstellingen met een cultureel karakter;

(e) lezingen, seminaries en congressen;

(f) concerten en andere uitvoerende kunsten;

(g) festivals en internationale concoursen met een cultureel karakter.

Artikel VII

Elke Regering moedigt in haar land de vertaling, reproductie en publicatie aan van werken van letterkunde, kunst, muziek of wetenschap, die door onderdanen of organisaties van het andere land zijn voortgebracht.

Artikel VIII

Beide Regeringen vergemakkelijken de uitwisseling op het gebied van de pers, radio, televisie en cinematografie.

Artikel IX

Beide Regeringen vergemakkelijken de uitwisseling op het gebied van het jeugdwerk.

Artikel X

Beide Regeringen vergemakkelijken de uitwisseling op het gebied van de sport.

Artikel XI

Beide Regeringen moedigen de uitwisseling op het gebied van het behoud van cultuurgoederen aan.

Artikel XII

Beide Regeringen plegen op verzoek van één van beide, beurtelings in het Koninkrijk der Nederlanden en in Japan, overleg met elkaar ten einde de voortgang van de samenwerking en uitwisselingen voorzien in deze Overeenkomst te bespreken en verdere maatregelen ter uitvoering ervan te bezien.

Artikel XIII

Wat het Koninkrijk der Nederlanden betreft, geldt deze Overeenkomst voor het deel van het Rijk in Europa.

Artikel XIV

Deze Overeenkomst dient te worden bekrachtigd en de akten van bekrachtiging zullen te 's-Gravenhage worden uitgewisseld. De Overeenkomst treedt in werking op de dertigste dag te rekenen vanaf de datum van de uitwisseling van de akten van bekrachtiging.

Artikel XV

Deze Overeenkomst blijft van kracht voor een tijdvak van vijf jaar en daarna tot een jaar verstreken is te rekenen vanaf de dag waarop een van de Regeringen schriftelijk te kennen geeft de Overeenkomst te willen beëindigen.
