Agreement on cultural co-operation between the Kingdom of the Netherlands and the People's Republic of Bulgaria

Article I

In order to promote co-operation between the two countries in the fields of science and education, the Contracting Parties undertake in particular, and on a basis of reciprocity:

a. to further the exchange of and contacts between university professors, other scholars and students, as well as co-operation between the universities and other scientific institutions;

b. to promote in similar fashion co-operation between specialists and institutions active in the field of secondary education, including technical and artistic education;

c. to provide scholarships in order to enable nationals of the other country to study at their scientific and educational institutions or to visit the respective countries for study purposes.

Article II

In order to promote in their respective countries a better knowledge of the culture of the other country, the Contracting Parties shall encourage exchange visits and other contacts between persons in the field of culture.

Article III

The Contracting Parties shall set up a mixed committee whose duty it shall be, in application of Article I and II, to recommend to the two Governments a programme of activities for a period of at least two years at a time. Each Contracting Party shall submit its decisions concerning the recommendations and suggestions of the mixed committee to the other Party through the ordinary diplomatic channels.

Article IV

The mixed committee shall in principle meet every two years, alternately in the Netherlands and in Bulgaria.

The respective diplomatic representatives of each of the Contracting Parties shall be invited to attend the meetings of the committee.

The meetings shall be presided over by a representative of the country in which the meeting is held.

Article V

As regards the Kingdom of the Netherlands the present Agreement shall apply to the Kingdom in Europe.

Article VI

The Agreement shall be ratified and the instruments of ratification shall be exchanged at The Hague.

The Agreement shall enter into force on the date on which the instruments of ratification are exchanged.

Article VII

The present Agreement shall remain in force for a period of five years. If it has not been denounced six months before the date of its termination, it shall be tacitly renewed. However, either Contracting Party shall then have the right to denounce the Agreement at any time by giving six months' notice to the other Contracting Party.

Artikel I

Ten einde de samenwerking tussen de beide landen op het gebied van wetenschap en onderwijs te bevorderen, verbinden de Overeenkomstsluitende Partijen er zich met name toe op basis van wederkerigheid:

a. de uitwisseling van en contacten tussen hoogleraren, andere geleerden en studenten, alsmede de samenwerking tussen de universiteiten en andere instellingen van wetenschap te bevorderen;

b. op overeenkomstige wijze de samenwerking te bevorderen tussen deskundigen en instellingen op het gebied van het voortgezet onderwijs, waaronder begrepen het technisch onderwijs en het kunstonderwijs;

c. studiebeurzen te verstrekken, ten einde onderdanen van het andere land in de gelegenheid te stellen aan hun instellingen van wetenschap en onderwijs te studeren of de onderscheiden landen voor studiedoeleinden te bezoeken.

Artikel II

Ten einde in hun onderscheiden landen een betere kennis van de cultuur van het andere land te bevorderen, moedigen de Overeenkomstsluitende Partijen de uitwisseling aan van bezoeken en andere contacten tussen persoonlijkheden uit het culturele leven.

Artikel III

De Overeenkomstsluitende Partijen stellen een gemengde commissie in, die tot taak heeft ter uitvoering van de artikelen I en II aan de beide Regeringen een programma van activiteiten, telkens voor een periode van ten minste twee jaar, aan te bevelen. Elke Overeenkomstsluitende Partij maakt via de normale diplomatieke kanalen aan de andere Partij haar beslissingen kenbaar ten aanzien van de aanbevelingen en suggesties van de gemengde commissie.

Artikel IV

De gemengde commissie komt in beginsel eenmaal in de twee jaar bijeen, beurtelings in Nederland en in Bulgarije.

De onderscheiden diplomatieke vertegenwoordigers van elk der Overeenkomstsluitende Partijen worden uitgenodigd de bijeenkomsten van de commissie bij te wonen.

De bijeenkomsten worden voorgezeten door een vertegenwoordiger van het land waar zij worden gehouden.

Artikel V

Wat het Koninkrijk der Nederlanden betreft, geldt deze Overeenkomst voor het Rijk in Europa.

Artikel VI

De Overeenkomst dient te worden bekrachtigd en de akten van bekrachtiging zullen te 's-Gravenhage worden uitgewisseld.

De Overeenkomst treedt in werking op de datum waarop de akten van bekrachtiging worden uitgewisseld.

Artikel VII

Deze Overeenkomst blijft van kracht voor een tijdvak van vijf jaar. Indien zij niet zes maanden voor de datum van beëindiging is opgezegd, wordt zij stilzwijgend verlengd, met dien verstande dat elk van de Overeenkomstsluitende Partijen zich in dat geval het recht voorbehoudt haar op ieder tijdstip op te zeggen met inachtneming van een opzeggingstermijn van zes maanden.
