Excellency,

With regard to the provisions of article 11 of the Agreement on economic cooperation and protection of investments between the

Kingdom of the Netherlands and the Islamic Republic of Pakistan signed today, we have the honour to inform you that it is the understanding of the Government of the Kingdom of the Netherlands that under "investments which have been made by nationals of the Kingdom of the Netherlands with the approval of the Government of the Islamic Republic of Pakistan made on or after 1 September 1954" also are understood investments made on or after 1 September 1954 in accordance with the laws and regulations of the Islamic Republic of Pakistan, for which, at the time of making the investment, no approval was required.

The Government of the Kingdom of the Netherlands requests confirmation of the above understanding.
