Excellency,

I have the honor to refer to the agreement between the Government of the Kingdom of the Netherlands and the Government of the United States of America on the stationing of a U.S. Air Force Ground Launched Cruise Missile (GLCM) Wing at Woensdrecht Air Base, which agreement was embodied in the notes exchanged on 4 November 1985 and which entered into force on 2 April 1986.

I wish further to refer to the Treaty between the United States of America and the Union of Soviet Socialist Republics on the elimination of their intermediate-range and shorter-range missiles, signed at Washington on December 8, 1987.

In the light of paragraph 13 of the agreement of 4 November 1985, I have the honor to propose that said agreement be terminated by mutual consent.

Notwithstanding such termination, however, the provisions of said agreement shall continue to apply to the extent deemed necessary by the parties through prompt consultations and agreement to bring to an orderly conclusion activities related to the stationing of the U.S. Air Force GLCM Wing at Woensdrecht Air Base and to complete the withdrawal from the Netherlands of the personnel and property of the GLCM Wing. Pending such agreement the provisions of the 4 November 1985 agreement applicable to the presence and activities of the GLCM Wing shall remain in effect on an interim basis as from the date of entry into force of this agreement.

If this proposal is acceptable to your Government, I have the honor to propose, that this note and your reply thereto shall constitute an agreement between our two Governments on the termination of the agreement of 4 November 1985. The Government of the Kingdom of the Netherlands shall notify the Government of the United States of America when the procedures constitutionally required in the Kingdom for approval of this agreement have been fulfilled. Following this notification, this agreement shall enter into force and the agreement of 4 November 1985 shall be terminated effective simultaneously with the entry into force of the said Treaty between the United States and the Soviet Union.
