I have the honour to confirm the receipt of Your note of January 15, 1981, reference number 3 which reads as follows:

I have the honour to confirm the receipt of Your note of January 15, acceptable to my Government and that this note and Your Excellency's note constitute an agreement between the Kingdom of the Netherlands and the United States of America, which will enter into force on the date of receipt by the United States Government of the notification of the Government of the Kingdom of the Netherlands that the procedures constitutionally required in the Kingdom have been fulfilled.
