The Embassy of the Kingdom of the Netherlands presents its compliments to the Ministry of Foreign Affairs of the State of Israel and with reference to the conversations between representatives of the Government of the Kingdom of the Netherlands and representatives of the Government of the State of Israel relating to the possibility of concluding an Agreement between the two Governments with a view to the reciprocal granting of authorizations to permit licensed amateur radio operators of either country to operate stations in the other country, in accordance with the provisions of Article 41 of the Radio Regulations under the International Telecommunications Convention of Malaga-Torremolinos, 1973 has the honour to inform the Ministry that the Government of the Kingdom of the Netherlands is prepared to conclude an Agreement with the Government of the State of Israel with respect to the said subject in the following terms:

1. A national of the Kingdom of the Netherlands who is licensed by his Government as an amateur radio operator and who operates an amateur radio station licensed by the said Government shall, when visiting Israel be permitted by the appropriate Israeli authority to operate an amateur radio service station subject to the conditions in this Agreement.

2. A national of the State of Israel who is licensed by his Government as an amateur radio operator and who operates an amateur radio station licensed by the said Government shall, when visiting the Kingdom of the Netherlands, be permitted by the appropriate Netherlands and Netherlands Antilles authorities respectively to operate an amateur radio station subject to the conditions in this Agreement.

3. The national who is licensed by his Government as an amateur radio operator, shall, before being permitted to operate a station as provided for in paragraphs 1 and 2, obtain from the appropriate administrative authority of the other Government, an authorization for that purpose.

4. The appropriate administrative authority of each Government may issue or cancel an authorization as referred to in paragraph 3, under the same conditions and terms as authorizations for its own nationals.

5. If an authorization referred to in paragraph 3 is cancelled by the appropriate administrative authority of either Government, the authority concerned shall inform the appropriate administrative authority of the other Government of such cancellation.

6. The amateur radio stations of the Kingdom of the Netherlands and of the State of Israel, while being operated under the terms of this Agreement, shall comply with the pertinent rules and regulations of the country in which they are operated, as well as with the pertinent international rules and regulations.

7. Amateur radio operating privileges provided for in this Agreement shall be granted on the basis of reciprocity.

8. As regards the Kingdom of the Netherlands, the present provisions shall apply to the whole Kingdom.

If the foregoing proposal is acceptable to the Government of the State of Israel, the Embassy has furthermore the honour to propose that this note and the Ministry's reply concurring therein shall constitute an Agreement between the two Governments, which shall enter into effect on the date of receipt of the affirmative note of reply of the Ministry.

The Agreement shall remain in force for an indefinite period and be subject to termination by either Government serving six months' notice on the other. Termination by the Government of the Kingdom of the Netherlands may be limited to one of the constituent parts of the Kingdom.

The Embassy of the Kingdom of the Netherlands avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the State of Israel the assurances of its highest consideration.
