A. Letter from the Community

Dear Sir,
I refer to the Agreement on Partnership and Cooperation signed today and in particular Article 21 thereof.
I confirm our understanding that the Community and the Russian Federation will use their best endeavours to ensure that the agreement on quantitative arrangements concerning exchanges of ECSC steel products between them shall be concluded as rapidly as possible having due regard to all factors they agree are relevant including in particular the steel production of the Russian Federation relative to that of the major steel producing States of the former Soviet Union.
The operation of the agreement on ECSC products by way, inter alia, of a system of double licensing together with control of origin should ensure predictable trade in these products.
I further confirm our understanding that appropriate account will be taken in the agreement of the accession of new Member States to the European Union as from the date of their accession.
I would be obliged if you could confirm the agreement of the Russian Federation to the contents of this letter.

Благодарю Вас за Ваше письмо от сего числа следующего содержания:
“Я ссылаюсь на Соглашение о партнерстве и сотрудничестве, подписанное сего числа, и в частности, на статью 21 этого Соглашения.
Я подтверждаю наше понимание, что Сообщество и Российская Федерация сделают все возможное с тем, чтобы обеспечить заключение между ними соглашения о количественных условиях торговли товарами из стали номенклатуры ЕОУС как можно скорее, уделяя должное внимание всем факторам, которые они считают уместными, включая, в частности, соотношение объема производства стали Российской Федерацией с объемом такого производства в основных государствах-производителях стали в бывшем СССР.
Действие соглашения по товарами номенклатуры ЕОУС должно обеспечить предсказуемые условия торговли этими товарами за счет, 1п1;ег аИа, системы двойного лицензирования в сочетании с контролем за происхождением.
Далее, я подтверждаю наше понимание, что в соглашении будет уделено соответствующее внимание присоединению новых государств к Европейскому союзу с даты их присоединения.
Был бы признателен, если бы Вы могли подтвердить согласие Вашего Правительства с содержанием настоящего письма.”
