Annex 5, Summary of this Dutch Frequency Plan Nationaal Frequentieplan 2014

This Dutch frequency plan, edition 2014 (NFP2014) is a fully revised decree document of the last National Frequency Plan, edition 2005 (NFP2005). More limited changes of the frequency table have been published, on an average half-yearly basis, as interim changes since the NFP2005.

The main part of this decree is the frequency table (chapter 10). It contains an overview of present allocations, assignments and designations in the Netherlands. The chapters preceding the table provide an introduction, an explanation and background.

The Dutch Frequency Plan is special in an international sense in that it also indicates the assignment rules per band. Most countries publish these assignment rules in separate documents.

This frequency decree 2014 implements several parts of the Dutch frequency policy as published in the radio spectrum policy memorandum 2005.

This frequency plan mentions, where possible, the English terms and abbreviations so as to make it also accessible to the non-Dutch reader. However, Dutch regulation requires this decree to be published in Dutch. (Should there be any possible difference in interpretation, the Dutch text shall prevail).

An important new feature of this frequency plan is that frequency use for vital government tasks is assigned on the condition that its use has been justified. This concerns tasks like policing, public order and state security, rescue services, air traffic management, vessel traffic control, defence, public service broadcasting, and scientific use. In the table this is indicated by: ‘Aangewezen voor het ministerie van ...’ The ministries concerned have each produced a spectrum need justification plan (BehoefteOnderbouwingsPlan/BOP).

In case of a licence-free spectrum (‘zonder vergunning’), the Dutch usage restrictions are published in the Regeling gebruik van frequentieruimte zonder vergunning 2008. This decree mirrors, among other parts, ERC Recommendation 70-03, relating to the Use of Short Range Devices (SRD).

In Annex 4, indicated by HOL[...], a list is provided of the Dutch national footnotes, with extra information on bands e.g. use conditions, on regionally admitted and restricted use, on coupling with particular other bands, etc.

In addition to this Frequency plan, a Frequency Register is also available and largely accessible in English. The procedure for changing this decree has a duration of approximately five months. A public consultation of six weeks is standard in this procedure.
